Agents dated May 4, 1961, and a
letter of the Association's presi-
dent, Mr. Thomas W. Voelker,
dated May 15, 1961. Both the peti-
tion and the letter are about the
city insurance program.
Theodore
During the past few weeks, I
have discussed the matter with in.
surance representatives and the
officers of the Association. I have
also reviewed the several reports
of our insurance consultant and
have checked insurance companies
represented by some of our local
agencies. This information gained
through this investigation is the
basis of my recommendation.
I recommend that an Advisory
City Insurance Committee be ap-
pointed, that the committee con~
sist of three members, that the
term of appointment shall be for
three (3) years, and that the ap-
pointments shall be so stagered
that the term of one committee
member will expire annually.
I recommend that the fOllowing
appointments be made for the

next friend of David Busch, a
minor, and thereafter suit was en-
tered by said claimants against the
City of DUbuque, Iowa, and UnderM
ground Constructors, Inc. claiming
damages against the defendants in
the total amount of $20,000.00,
which damages arose from aD alleg-
ed fall by David Busch on 755
Montcrest Street on October 16,
1960, while riding his bicycle on
said roadway, and alleging an ac-
cumulation of dirt and mud and
other materials on said street caus-
ed the boy's fall and resulting in-
juries.
That the City brought in another
party as third part defendant, and
the City Attorney has been advised
by the attorneys for the plaintiffs
and for the other two defendants
that said claim has been settled in
full.

empty and all the doors were un-

they find the same conforms to the
Statutes and Ordinances relating

NOW, THEREFORE, BE IT RE-
SOLVED by the City Council of
the City of Dubuque, Iowa:
Section 1. That the above de.
scribed plat be and the same is
hereby approved and the Mayor
and Clerk be and they are hereby
authorized and directed to endorse
the approval of the City upon said
