Mayor Gentlemen You have referred to me, the petition of the DUbuque AssociaM tion of Independent Insurance Agents dated May 4, 1961, and a letter of the Association's presi- dent, Mr. Thomas W. Voelker, dated May 15, 1961. Both the peti- tion and the letter are about the city insurance program. Theodore During the past few weeks, I have discussed the matter with in. surance representatives and the officers of the Association. I have also reviewed the several reports of our insurance consultant and have checked insurance companies represented by some of our local agencies. This information gained through this investigation is the basis of my recommendation. I recommend that an Advisory City Insurance Committee be ap- pointed, that the committee con~ sist of three members, that the term of appointment shall be for three (3) years, and that the ap- pointments shall be so stagered that the term of one committee member will expire annually. I recommend that the fOllowing appointments be made for the terms shown: (1) R. That plaintiff has made an offer of settlement in the amount of $1,000.00, and that it is the recom. mendation of the City Attorney that said offer be accepted and that the City Auditor be instructed to draw a warrant in the amount of $400.00 payable to Joseph Roepsch and Jeanne Roepsch, as parents and natural guardians of Theodore (Teddy) Roepsch, a minor and that the City Auditor be in- structed to draw a warrant pay- able to Joseph Roepsch and Jeanne Roepsch, parents of Theodore (Ted- dy) Roepsch, a minor, in the amount of $600.00 and transmit the same to the City Attorney for deliv- ery upon receipt of duly executed indemnifying releases and upon re- ceipt of dismissal of said pending law action #35894 with prejudice at plaintiff's cost. For the benefit of the record the City Clerk informed the Coun. cil that the registered mail notice sent to Eldon A, Morett was re- turned by the postal department unopened as not being claimed at the address of 678 Central Avenue. Mayor Schaller swore in Mr. Henry Feye of 163 Bradley Street preliminary to his testimony at the hearing. The hearing was conM ducted by City Solicitor Russo. Mr. Henry Feye stated he was the owner of the building at 678 Cen- tral Avenue and same was rented to Al Morett and was operated un. der the name of AI's Tap. Said building was rented by the month and the rent was paid to take care of the month of February. As far back as the 6th of January it seemed as though the building was empty and all the doors were un- der iock and key. Mr. Eldon A. Morett's brother entered the build. ing with the sheriff after it seemed that Eldon A. Marett had abandoned the property. Mr. Mor- ett has not been operating the tavern and no one seems to know where he is. Eldon Morett's brothM er was seeking to operate the tav- ern for himself evidently until EI. don could be located. Herrig has constructed a sanitary sewer, and WHEREAS, the City Engineer has inspected the same and the City Manager has recommended its acceptance, and WHEREAS, the permittee under said ordinance has filed with the City Council a certified statement showing all the amounts paid in connection with the construction of said sewer, including engineer- ing and inspection fees amounting to $9,579.94.
