John Morrison was making boilers at 24th and Elm St, in Dubuque in 1855. By 1900, Morrison's five sons were expanding the business at the original Elm St. location. The company was making large storage tanks and related fittings for the oil industry, becoming well established as the "Oil Equipment Headquarters." Today, Morrison Bros Co is among the most recognized and respected producers of petroleum marketing equipment worldwide. The company still maintains the historic 1918 industrial facility and certain operations at the original location in the Washington Neighborhood in the heart of the Bee Branch Watershed. We support the Bee Branch Watershed project because being a part of the neighborhood since 1855, we have gone through the flooding throughout history including six federal disaster declarations in the last decade. The cost to area property owners greatly exceeds the resources available to provide continuous clean up as a result. This project will not only deliver the necessary flood protection, it will do it in such a way with green space enhancement and natural features, Dubuque and the state of Iowa will be extra proud of the final result. I strongly encourage you, Chairman Schouten and members of the flood mitigation board, to see the long term benefits and support this project. City of Dubuque Bee Branch Watershed Flood Mitigation Project Dear Chairman Schouten and Flood Mitigation Board Members, Please accept this letter of support from the Catfish Creek Watershed Management Authority for the City of Dubuque's Bee Branch Watershed Flood Mitigation Project. The Catfish Creek Watershed is a beautiful and diverse 57 square mile watershed that includes industrial centers, residential neighborhoods, rolling cropland, steep bluffs and rock outcrops, and dense forests. About half of the City of Dubuque lies in the watershed as well as parts of Asbury, Peosta, and Centralia. Much of the watershed remains rural. The five forks of Catfish Creek support a diverse set of plants and animals and are a draw for hunters, fishers and those seeking to enjoy some of Dubuque County's most scenic areas, but they remain threatened by large amounts of soil and nutrients entering the water from both urban and agricultural runoff. The Catfish Creek Watershed Management Authority seeks to ameliorate the challenges of run off through education and partnership with the multiple stakeholder groups in the watershed. The Greater Dubuque Development Corporation is the private, non - profit economic development organization for the Dubuque area. Our four main goals are: • Business Retention and Expansion • Workforce Solutions • New Business Recruitment • Sustainable Innovation The many business advantages, strong public- private partnerships, innovative workforce solutions, exceptional work /life balance, and natural beauty make Dubuque a great choice for business, But repeated flash flooding over the last 12 years takes its toll on our local economy_ These flood events cause flooded basements necessitating the replacement of furnaces, water heaters, electrical equipment, personal items, washer /dryers, walls and floor coverings. Businesses within this area also experience revenue losses from closures during flood recovery. Fifty percent of Dubuque citizens live and work in this watershed. The Bee Branch Watershed Flood Mitigation Project is a multi - phased project that began with stormwater management improvements in 2003. These improvements continue today, and private investments also continue as a result. Like most cities, however, Dubuque has limited resources, and funding from State and Federal sources is needed to make a difference for flood mitigation. With the approval of Dubuque's project, the Flood Mitigation Board can leverage substantial private investment in the area now and in the future. Dubuque County and the City of Dubuque collaborate on many areas of emergency management and communications, including the 2012 Dubuque County Multi- Jurisdictional Multi- Hazard Mitigation Plan and the 2013 Dubuque County Regional Smart Plan. The 2013 Plan includes a Hazard Mitigation goal to: "Protect the most vulnerable populations, buildings, and critical facilities within Dubuque County through the implementation of cost effective and technically feasible mitigation projects." The Bee Branch Watershed Flood Mitigation Project fully supports this County goal by using a stormwater management system that focuses on improvements to improve infiltration, treat stormwater, and mitigate flooding. The project also promotes the use of stormwater detention and retention, and proper operation and maintenance of these facilities. Dubuque County fully supports the City's grant application. The North End Neighborhood Association was established in 1992 with a mission to "promote communication among the residents of the neighborhood, to improve the neighborhood environment, to promote safety and welfare in the neighborhood..." The North End Neighborhood Association is comprised of approximately 65 square blocks of homes and businesses in the Bee Branch Watershed. Our families and businesses have been most impacted by a succession of flash floods which have devastated our neighborhood and diminished our quality of life and the value of our properties. We have been engaged for the past thirteen years in seeking solutions to the challenges posed by flash flooding through participation in the Bee Branch Creek Advisory Committee, neighborhood meetings, public hearings, infrastructure input sessions and other community gatherings. We know firsthand of the very real need to complete the Bee Branch Creek flood mitigation project before the next heavy rain arrives. We ask you to please support this very important project in Dubuque. Our lives and livelihoods depend upon your assistance and advocacy The North End Neighborhood Association has voted and unanimously requests your support for the Bee Branch Creek flood mitigation project, Sincerely, Charles Harris, President Dubuque Soil & Water Conservation District 210 Bierman Epworth IA 52045 -9529 Phone: (563) 876 -3418, Chairman Mark Schouten State of Iowa Flood Mitigation Board Iowa Homeland Security and Emergency Management 7105 NW 70th Ave., Camp Dodge - Bldg.
