Van Milligen, City Manager SUBJECT: Amendment to 2015 State Legislative Priorities DATE: December 28, 2014 The City Council approved the 2015 State Legislative Priorities on December 1, 2014, which included an issue regarding Food Residual Composting. Public Works Director Don Vogt notes that the Midwest Organic Solutions LLC food residual composting facility west of Epworth, and the City's contractual relationship with it, has satisfied the City's previous concern regarding the State of Iowa's limit on food residual composting by the Dubuque Metropolitan Area Solid Waste Agency composting facility. Don Vogt recommends the Food Residual Composting issue be deleted from the City of Dubuque's 2015 State Legislative Priorities. Van Milligen, City Manager FROM: Don Vogt, Public Works Director DSV SUBJECT: State Legislative Issues — 2015 Session of the Iowa General Assembly DATE: December 22, 2014 INTRODUCTION The purposes of this memorandum are to provide information and recommend a course of corrective action concerning the City of Dubuque's 2015 State Legislative Priorities. BACKGROUND The City of Dubuque's 2015 State Legislative Priorities were recently proposed to the City Council in staff's State Legislative Issues 2015 Session Iowa General Assembly Report. They were endorsed by the City Council at its December 1St meeting. DISCUSSION It has been brought to my attention that one of the City's 2015 priorities/concerns, which was actually a carryover from previous years, has been resolved and can therefore be dropped. That is the Sustainability issue of Food Residual Composting. It was noted to staff that the Midwest Organic Solutions LLC food residual composting facility west of Epworth, and the City's contractual relationship with it, has satisfied the City's previous concern regarding the State of Iowa's limit on food residual composting by the Dubuque Metropolitan Area Solid Waste Agency composting facility. ACTION STEP I recommend that the Food Residual Composting issue be deleted from the City of Dubuque's Iowa General Assembly 2015 Session agenda of priorities.
