Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager SUBJECT: Interactive Kiosks -- CCWMA Phase II Grant DATE: January 14, 2015 INTRODUCTION The purpose of this memo is to request City Council approval for the purchase of interactive kiosks for the Catfish Creek Watershed Management Authority's Phase II grant, and to reject the bids from outside consultants to develop the kiosks. BACKGROUND In 2011 , the City entered into a 28E agreement with the Dubuque Soil and Water Conservation District (SWCD) and Dubuque County for the purpose of preparing and implementing a Catfish Creek Watershed Management Plan. In 2012, the Cities of Dubuque, Asbury, Peosta, and Centralia, Dubuque County, and the SWCD entered into a 28E agreement to create the Catfish Creek Watershed Management Authority (CCWMA) and established a Board of Directors. The City received a $24,500 Watershed Management Authority (WMA) Phase I watershed planning grant from the Iowa Economic Development Authority (IEDA) to create the CCWMA. DISCUSSION In 2013, the City of Dubuque, in partnership with the CCWMA Board, entered into a contract with the IEDA for a WMA Phase II watershed planning grant of$187,330 to develop a Catfish Creek Watershed Management Plan. This Plan is a critical step in securing future funding for improvements throughout the watershed. In 2013, after soliciting proposals from qualified consultants, the City of Dubuque contracted with Applied Ecological Services to develop the Catfish Creek Watershed Management Plan with approval from IEDA for $100,000. In addition to preparation of the Catfish Creek Watershed Management Plan, the WMA Phase 11 grant includes a $15,000 line item for information and outreach. Interactive Kiosks -- CCWMA Phase II Grant A major part of the public information and outreach effort is to design and develop interactive educational watershed kiosks to be installed at two watershed locations: at the Swiss Valley Nature Center in the Swiss Valley Nature Preserve, and at the E.B. Lyons Interpretive Center in the Mines of Spain State Recreation Area. The kiosk displays are to be touch screen, highly interactive, fun, engaging, and an educational tool for connecting adults and children to the Catfish Creek Watershed. The kiosks will be universally designed to accommodate persons with disabilities. BUDGETIMPACT The City and CCWMA solicited quotes from qualified consultants for the kiosk project. The two enclosed bids we received from Silver Oaks and Visix in response to the enclosed RFP are each about $22,000. Unfortunately, the bids are significantly higher than the $15,000 budget line item in the WMA Phase II grant. As a result, we explored other options to create the interactive kiosks by purchasing the kiosk hardware and software using the grant funds, and hiring a local consultant to develop the program using local funds. We received approval from the WMA Phase II granting agency, IEDA, to proceed with grant funds for purchase of the kiosk hardware and software, and to use SWCD funds to hire a local consultant for program content. There is no City cash match required. The SWCD has hired a local software programmer, Steve Jewett of Digital Designs, to develop and install the interactive program on the two kiosks at a cost of$15.00 per hour, up to $2,500 maximum. Mr. Jewett will create pages with links, graphics, photography, animation and video. This work will be at a substantially reduced rate due to Mr. Jewett's in-kind donation of a portion of his professional services. RECOMMENDATION We have attached three quotes for the kiosks, from I & E Co., Touch Window, and Touch Screen Hardware. The lowest, qualified quote for the kiosk hardware is from I & E Co. at about $2,400 each. Additional information on the model we would like to purchase is enclosed. We recommend that the City Council reject the two bids received from Silver Oaks and Visix as they are over the budget, and that the City Council authorize purchase of two kiosks from I & E Co. using the WMA Phase 11 grant funds. REQUESTED ACTION The requested action is for City Council to reject both bids, and to authorize purchase of the kiosks from I & E Co. using the WMA Phase 11 grant funds. Cee Ila Catfish Creek flows southeast, beginning nearCattl n Creek Pea a aLtiLQL'f `~ the City of Peosta, and enters the Mississippi River on Dubuque's south side in the Mines of �;, 20 (� n3 Spain State Park.There are five sub-watersheds within the Catfish Creek Watershed:the North Fork, Middle Fork, South Fork, Granger Creek, and Catfish Creek(main stem). Along with the urban and agricultural areas through which the stream flows,the creek meanders through three significant parks and preserves within the watershed: Swiss Valley Park, the Swiss Valley Nature Preserve, and the Mines of Spain state park. In June of 2012 the Catfish Creek Watershed Management Authority(CCWMA) Board was formed.Currently,the Board consists of the representatives of the Cities of Dubuque,Asbury, Peosta,and Centralia;the Dubuque Soil and Water Conservation District(SWCD); and Dubuque County.The Board collaboratively works on watershed related issues throughout the Catfish Creek Watershed and is currently developing a Watershed Management Plan for the Catfish Service People Integrity Responsibility Innovation Teamwork 2 Creek Watershed. The recreational activities in the Catfish Creek Watershed from fishing and other water-oriented activities are abundant and vital to the local ecology, and entomology.The kiosk experience will highlight much of the watersheds ecology,stream entomology,volunteer opportunities, and real-time water quality and stream data. (More information on type of monitoring technology would be important here). PROJECT SUMMARY The goal of the project is to design and develop an interactive educational watershed kiosk to be installed at two(2) locations in the Catfish Creek Watershed. The displays must be touch screen, highly interactive, fun, engaging, and an educational tool for connecting adults and children to the Catfish Creek Watershed. A formal timeline will be delivered to the end user after the Discovery Call. It Visix is waiting on information or feedback from an end user for a period longer than three months the project will be considered closed, but work-to-dale will be archived for a period of three months. Once all requirements necessary to begin this project are delivered by the End User or VAR to Visix the project will begin the design phase.
