Van Milligen, City Manager SUBJECT: Jule Transit Facility Roof & Sprinkler Repair Project DATE: January 8, 2015 Director of Transit Operations Candace Eudaley-Loebach recommends acceptance of the construction contract for The Jule Facility Roof Repair Project, as completed by Bel Aire Home Improvement, in the final contract amount of $146,957.52, which is below the original contract amount of $148,968.80. Candace further recommends acceptance of the construction contract for The Jule Facility Sprinkler Repair Project, as completed by Continental Fire & Sprinkler, in the final contract amount of $56,875, which is above the original contract amount of $541925. A five year sprinkler test was an additional item required following inspection by the Fire Department and is the source of the additional cost. Van Milligen, City Manager FROM: Candace Eudaley-Loebach, Director of Transit Operations DATE: January 8, 2015 RE: Jule Transit Facility Roof & Sprinkler Repair Project (CIP 6001613) INTRODUCTION The enclosed resolution provides for the acceptance of the construction contract for The Jule Transit Facility Roof& Sprinkler Repair Project. BACKGROUND The Jule was awarded a Public Transit Infrastructure Grant (PTIG) for$257,800 in October 2011. The PTIG grant will fund 80% of the costs of the project with the City funding the 20% local match as required by the grant. Local match will be paid through an Urban Renewal General Obligation Bond paid by the Greater Downtown TIF, subject to a budget amendment in FY15 totaling $64,450. FEH Associates, Inc. was awarded the contract for construction document preparation and construction management December 16, 2014. This project included upgrades to the sprinkler system, structural repairs related to the roof replacement and full roof replacement. The roof and sprinkler components were bid as separate contracts. The construction work involved gutter and downspout replacement, masonry repair, parapet caps and metal flashing, rough lumber and sheathing with sprinkler head replacement, updated fire department connection, 5-year sprinkler system testing, wood beam replacement, wall sub-drain system, tuckpointing and sealing, and column bollards. DISCUSSION The Jule Facility Roof Repair Project was completed by Bel Aire Home Improvement of Platteville, Wisconsin in the final contract amount of$147,957.52, which is below the original contract amount of$148,968.80. The Jule Facility Sprinkler Repair Project was completed by Continental Fire & Sprinkler of Davenport, Iowa in the final contract amount of $56,875, which is above the original contract amount of$54,925.00. RECOMMENDATION I recommend that the City Council accept the public improvements and authorize the final payment of the contract amount of$147,957.52 to Bel Aire Home Improvement for The Jule Facility Roof Repair Project. The recommendation of the consulting engineer is approved and the Project is hereby accepted. Section 2.
