Leisure Services Manager Marie Ware recommends City Council approval of an
ordinance amendment that would add designated areas in three additional parks to
allow sledding.
As was shared at the Parks & Recreation Commission meeting as well as the City
Council meeting, if the public had additional areas they would like considered for adding
sledding locations they would be considered. Staff has been responding to these
requests. Staff went on site to each sledding request area with the ICRP Loss Control
Specialist. Numerous factors are considered in the review of a sledding area. Among
those, the hill must have an adequate runout area and obstructions on the hill as well as
in the runout area have to be considered and evaluated.
The department received requests from the public for Gay Park (majority of requests),
Flora Park, Falk Park and Burden Park. Steve Fehsal, Park Division Manager and
ICAP's Loss Control Specialist visited and evaluated eight park locations, as there were
additional suggestions made by the Parks & Recreation Commission. Leisure Services
Manager Marie Ware and Park Division Manager Steve Fehsal are currently
recommending that sledding be allowed in three additional parks. These three parks
include designated areas of Gay Park, Usha Park, and Valentine Park. These sites
would be posted with signage and be inspected and maintained by Park Division staff.
Additional city parks will continue to be evaluated by staff. As these parks are
evaluated recommendations will be made for ones that would allow sledding in
designated areas.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend an ordinance amendment that
would add designated areas in three additional parks to allow sledding.
BACKGROUND
Before passage of the sledding ordinance Steve Fehsal, Park Division Manager, had
met with the ICRP Loss Control Specialist to evaluate the Bunker Hill Golf Course
sledding area and Allison Henderson Park sledding area. Recommendations were
made and new signs were posted at the two sites to accommodate ICRP requests as
well as provide important safe sledding information to sled hill users.
Since the passage of the ordinance, the Leisure Services Department with the
assistance of the Public Information Office has created a Winter Recreation webpage.
This page posted all the important information regarding sledding and other winter
activities.
Sledding hills are inspected by park and golf staff prior to the sledding season and then
as it snow and once a week when snow is present on the hills. An inspection sheet is
completed and any action items as well as things found and taken away from the
sledding hill noted.
As was shared at the Parks and Recreation Commission meeting as well as the City
Council meeting, if the public had additional areas they would like considered for adding
they would be considered. A link was provided for the public to request additional parks
to be recommended for sledding. Steve has been responding to these requests and
evaluating the requested parks. Steve has also went on site to each sledding request
area with the ICRP Loss Control Specialist. There are numerous factors that are

DISCUSSION

We are currently recommending that sledding be allowed in 3 additional parks. These 3
parks include designated areas of Gay Park, Usha Park, and Valentine Park. These
sites would be posted with signage and be inspected and maintained by Park Division
staff.
We evaluated eight and at this time are recommending three. The other five had
additional items that had to be addressed to determine if they would be recommended.
To act expediently, we are recommending the three at this time and will continue to
determine if the others would be recommended or not. Additional city parks will continue
to be evaluated by staff. As these parks are evaluated recommendations will be made
for ones that would allow sledding in designated areas.
RECOMMENDATION
We respectfully request approval of the attached proposed ordinance amendment to the
City Council that would add designated areas of three more parks (Gay, Valentine and
Usha) for sledding.
