ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION
September 30, 2014
Lacy Board Room, Carnegie-Stout Library
The meeting was called to order by Chair Sue Reidel at 4:34 p.m. following
staff assurance of compliance with the Iowa Open Meeting Law.
Commissioners present: Ellen Henkels, Katherine Kluseman, Sue Reidel,
Marina O'Rourke, Gina Siegert, and Jessica Teckemeyer. Julie Steffen joined by
phone.
Staff present: Megan Starr and Maurice Jones
Members of the public present: Ben Jacobsen
APPROVAL OF MINUTES of August 26, 2014: Henkels made a motion,
second by O'Rourke to receive and file the minutes. Motion carried 7-0.
NEW BUSINESS
1. Arts and Culture Master Plan Update
Jones explained that he has shared the Draft RFP with the planning and
leisure services department for their review and feedback. Jones plans on
having an RFP available for final review by the next commission meeting.
2. National Arts and Humanities Month
Siegert distributed copies of the Julien's Journal which includes a Season
of the Arts Calendar. O'Rourke will address the City Council at the
October 6th City Council meeting and receive a proclamation of Arts and
Humanities month on behalf of the Arts and Cultural Affairs Commission.
3. IPAN Conference October 2nd-3rd
Starr discussed the upcoming Iowa Public Arts Network Conference.
Henkels, Kluseman, Riedel, O'Rourke and Teckemeyer are registered and
plan to attend.
4. Discuss Operational Support Grant Application
Starr requested that commissioners review the current operational support
grant and offer feedback about improvements to the application before the
next commission meeting.
5. Art on the River Damage
Starr explained that Zack Schnocks sculpture Journey was damaged twice
since its installation, the artist came and made repairs to the sculpture.
The total cost of repair was $820.00. Starr explained that although Art on
the River carries an insurance policy for damage, the cost of repair did not
reach the deductible amount so a claim will not be issued. The Art on the
River budget will cover the expense of the repair. The commission
requested that staff look into the possibility of adding additional security
cameras to the riverwalk to protect the sculptures from vandalism.
INFORMATION SHARING
1. Starr explained that a family is interested in acquiring River Boat Bench
and will approach City Council about leaving it in its current location on the
Riverwalk. Teckemeyer asked what role the commission had in placing
works of art in public space and suggested the Arts master plan will be
instrumental in creating a process for how these decisions are made in the
future.
2. Riedel recognized commissioner Teckemeyer for her recent exhibit in the
Art Meets Fashion exhibit in Des Moines, IA.
ITEMS FROM PUBLIC
1. StudioWorks Extension Request
Starr distributed a letter from FY2013-2014 Special Projects grant awardee
Studioworks requesting an extension for their mural project. Siegert made a
motion, second by Henkels to grant StudioWorks an extension until January
1 st to complete the mural project. Motion carried 6-1, (Kluseman).
Commisioners expressed support of the project and encourages
Studioworks to reapply for the FY2015-2016 grant cycle if there project
cannot be completed by the deadline.
ADJOURNMENT—Teckemeyer made a motion to adjourn, second by Kluseman.
Meeting adjourned at 5:35 p.m.
