Minutes_Cable TV Commission 12 3 14 MINUTES OF CABLE TV COMMISSION MEETING December 3, 2014 CITY HALL ANNEX— 1st FLOOR CONFERENCE ROOM #1 MEMBERS PRESENT: Ron Tigges (Chair), Jennifer Tigges, Alan Vincent, Pauline Maloney, Kathy McMullen. MEMBERS ABSENT: Sr. Carol Hoverman (Vice-Chair). One seat is vacant. OTHERS PRESENT: Craig Nowack, City of Dubuque RTigges called the meeting to order at 4:03 p.m. Acceptance of the Agenda Upon a motion by Vincent, seconded by Maloney, the Agenda was accepted 5 - 0. Approval of the Minutes of November 5, 2014 Upon a motion by JTigges, seconded by Vincent, the Minutes were approved 5 - 0. Public Input There was no public input. PEG Fund Letter Nowack provided a draft of the annual letter requesting proof of compliance for PEG Fund recipients for calendar year 2014. He suggested that the letters be printed and signed immediately after the end of the January meeting when we know who the Commission chair will be for 2015. Upon a motion by JTigges, seconded by Vincent, the letter was approved as presented 5 - 0. A discussion followed regarding future funding requests in light of the fact that per the state video franchising law, Mediacom will no longer be required to provide PEG capital support after 2020. Nowack noted that per that law Mediacom now is no longer required to provide PEG operational support and he is unsure what would happen to the public access channel if Mediacom stopped originating it. RTigges said he would like to see a report as to who is using the facilities and/or checking out equipment to produce public access programming. McMullen stated that in today's economic climate she doesn't think Mediacom will continue to provide operational support indefinitely. The general consensus is that the Commission should carefully scrutinize future funding requests to make sure that programming obligations are met. Mediacom Cable Report No one from Mediacom was present to provide a report. Cable TV Report Nowack stated that the City now has the ability to broadcast live from the Municipal Services Center and the Fire Training Facility. He said that he and Video Producer Erich Moeller spent a day in November familiarizing themselves with the new Anycast Touch and preparing an emergency job in it. They will rehearse monthly and stock a bin with everything needed to do a live remote emergency telecast. He also discussed some unforeseen consequences of the digital upgrade related to format issues and sizes of the files created by the new SSD recorders. He also hopes to submit a funding request in January for a new editing computer at which time the City will most likely switch to Adobe Creative Cloud for production software.
