Supporting documents referenced in the report have been provided to City Council throughout the 2014 calendar year and therefore are not provided in this transmittal. Background The CLG annual report is a form submitted by all Iowa CI-Gs to the State Historical Society of Iowa (SHSI). Under the CLG agreement with the State, the Historic Preservation Commission is responsible for submitting an annual report that summarizes the City of Dubuque's historic preservation work and accomplishments. Discussion City Planning Services staff and Historic Preservation Commissioners provided as much training as they received, which speaks highly of the City of Dubuque's commitment to preservation and sustainability. Requested Action The report is submitted for the City Council to review and authorize the Mayor to sign. Please have the Mayor sign and date page 6 of the report. No additional action is required. No action was taken to revise, amend, change or de-list a locally designated property in 2014. Section II Managing, Protecting, and Preserving Historic Properties ® The CLG will enforce all appropriate state and local ordinances for designating and protecting historic properties ♦ The CLG shall provide for adequate public participation in the local historic preservation programs 5. Did your city, county, LUD or its historic preservation commission undertake any of the following activities in 2014? Please think broadly about this question and include any activity (small or large) that facilitated historic preservation in your community. This is your opportunity to boast about your accomplishments and get credit for the great work you do! a. Historic preservation planning. Examples include the development or revision of a preservation plan, development of a work plan for your commission, etc. (use additional pages if needed) The Historic Preservation Commission developed an annual work plan for 2014. The work plan is enclosed. The plan reflects the top goals and priorities identified by the Commission. b. Provided technical assistance on historic preservation issues or projects. Examples include working with individual property owners, business owners, institutions to identify appropriate treatments and find appropriate materials, research advice, etc. (use additional pages if needed). The Commission provided technical assistance to property owners and developers on issues including funding sources, NPS Preservation Briefs, Secretary of the Interior's Standards for the Treatment of Historic Properties, and the City's Architectural Guidelines. The Commission participated in developing the consolidated and updated City of Dubuque Architectural Guidelines. Building Services Manager Rich Russell consulted with property owners and developers regarding the City of Dubuque Historic Building Code. Planning Services Staff Members Laura Carstens, David Johnson and Wally Wernimont met with delegates from the Cities of Sioux City, IA and Clinton, IA on separate occasions to discuss and advise on developing and strengthening their local preservation and CLG programs. CLG Annual Report 2014 2 ca Sponsored public educational programming in historic preservation. Examples include training sessions offered to the public, walking tours, open houses, lectures, Preservation Month activities, etc. (use additional pages if needed) On February 28, 2014, Assistant Planner Wally Wernimont provided an educational walking tour of Dubuque's historic neighborhoods and districts for Iowa State Graduate Students enrolled in the College of Design Architecture Program. On April 7- 12, 2014the City of Dubuque partnered with Dubuque Main Street, the Dubuque Community School District, and local businesses and organizations to host the annual "Architectural Days Program". The week-long event offers professional speakers, presentations and tours designed to engage and inform the public on architecture and historic preservation issues. City of Dubuque Historic Preservation Commissioners and Staff assisted with programming and attended events. Enclosed is a brochure of the event. Seven (7) Ken Kringle Historic Preservation Awards were presented at a special ceremony held April 8, 2014 at 6:00 p.m. at The Bridge Community Church, 395 W 9th Street, Dubuque. Architectural historian Duane Hagerty delivered a presentation on "Fridolin Heer, Guido Beck, and Martin Heer, Dubuque's Three German Architects: Their Church Designs and Impact,"featuring the history of Dubuque's iconic downtown religious structures including St. Raphael Cathedral and the former St. Mary's Church. The ceremony was held in conjunction with the Dubuque County Historical Society's Preservation Awards. On May 14—17, 2014 The HPC co-sponsored Wood Window Workshop Week. The event was organized by HPC Member and Four Mounds Executive Director Chris Olson. The program offered a variety of educational and training opportunities for restoring wood windows. Events included options for lectures, hands-on demonstrations and an intensive 2-day workshop, all of which taught aspects of wood window repair, restoration and energy efficiency. Enclosed is a brochure of the event. On June 3, 2014,Assistant Planner David Johnson gave 3rd Grade Table Mound Elementary School students a tour of the Dubuque Shot Tower. This has been an annual tour requested by Table Mound Elementary School as part of their local history unit. On June 3, 2014 City of Dubuque Planning Services Staff Members Laura Carstens and Wally Wernimont traveled to Sioux City, IA at the request of the Sioux City HPC to present information on Dubuque's Historic Preservation Program at their regularly scheduled Commission meeting. Planning Services Staff met with Sioux CLG Annual Report 2014 3 City HPC Members, City Council Members, and City Staff to share challenges and opportunities for preservation programs the following day. Assistant Planner David Johnson and Dubuque Main Street Executive Director Dan LoBionco provided a trolley tour of Dubuque's historic downtown for the AIA Iowa Annual Board Budget Retreat on July 17, 2014. On August 21, 2014 Planning Services Manager Laura Carstens and HPC Vice- Chairperson Julie Schlorman, Ph.D and preservation consultant, presented a session called "Capitalize on Identity of Place,"at the 2014 Preserve Iowa Summit in Cedar Rapids, IA. The session provided information on leveraging partners, using interactive technologies and connecting with of-risk youth to develop community identity and place. The program reviewed how to use incentives to improve local return on investment, creation of heritage tourism opportunities, development of user-friendly design guidelines and wayfinding systems. On November 20, 2014 Planning Services Staff Members Laura Carstens, David Johnson and Wally Wernimont met with delegates from Clinton, IA to discuss and advise on strengthening their local preservation and CLG programs. Planning Services Staff provided a tour of downtown neighborhoods and historic properties. 6. If the city or county amended its historic preservation ordinance or resolution or passed additional ordinances or resolutions that impact historic properties, please attach copies of the amendments and new ordinances or resolutions. (As a reminder, before your elected officials approve local districts or ordinances, you must send a copy to the State Historic Preservation Office for comment.) The City of Dubuque Historic Preservation Commission developed improved standards and uniform regulations for review of demolition permits in historic and conservation districts. Copies of the amendments and the amended ordinances is enclosed. 7. If new or revised design standards and/or guidelines were developed and adopted during 2014, please attach a copy. The City of Dubuque Architectural Guidelines were adopted February 3, 2014. The project consolidated the City of Dubuque Downtown Design Guidelines Manual(2009) and the Historic District Guidelines (2001) into one document. The new manual updates existing guidelines and integrates new guidelines which address sustainable building practices. The new guidelines are no longer specific to geographic areas of the city, rather they can be used citywide as a resource to help guide development and investment in Dubuque's older neighborhoods and downtown. The City of Dubuque Architectural Guidelines include the architectural guidelines and a glossary of terms. These are designed so they can be used independently of each other, but also serve as a comprehensive guide to the restoration, repair, and rehabilitation of historic properties. The guidelines deliver illustrated and narrative recommendations for CLG Annual Report 2014 4 rehabilitation and also serve as an education piece. The guidelines go beyond simply explaining what to do; they also discuss why it is important. A significant update to the manual is incorporating design guidelines for sustainability. These guidelines explain how historic buildings were designed with many inherent sustainable features and how additional sustainable building practices might be appropriately added. These can be simple improvements to the building envelope or more involved changes. A copy of the City of Dubuque Architectural Guidelines is attached. 8. Are there any particular issues, challenges, and/or successes your preservation commission has encountered or accomplished this year? The HPC is particularly proud of developing the City of Dubuque Architectural Guidelines. The guidelines provide greater technical direction in developing and implementing preservation and rehabilitation projects. The guidelines also address best practices for preserving inherently sustainable features of historic buildings as well as how to best incorporate modern technologies on historic buildings and sites. The guidelines reflect the Commission's understanding that historic neighborhoods cannot and should not be frozen in time; rather buildings need to be attractive places where families and businesses grow. It is imperative that strategies be in place to allow that growth while also preserving and enhancing the historic features that make historic buildings and neighborhoods special. The guidelines also provide opportunities for administrative design review of projects that comply with the guidelines. 9. Does your commission have a website and if so, what is the address? The City of Dubuque Historic Preservation Program and Commission has a page on the City of Dubuque website: www.cityofdubuque.org/HistoricPreservation Section III Historic Preservation Program Administration • The CLG will organize and maintain a historic preservation commission, which must meet at least three (3) times per year. • The commission will be composed of community members with a demonstrated positive interest in historic preservation, or closely related fields, to the extent available in the community. • The commission will comply with Iowa Code Chapter 21 (open meetings) in its operations. • Commission members will participate in state-sponsored or approved historic preservation training activities. 10.
