This is something that traditionally has required bringing in engineers from outside the Dubuque market. And we're focused on getting building owners to follow through on our recommendations, not just dump our reports in a file never to be looked at again. There is a huge opportunity in front of you to do something really strategic with the proposed hike in the franchise fee. It can do more than just plug budget holes. If you just carve out half a percent of the two percent increase, that's approximately $375,000 a year. If used effectively, we could be saving the citizens of Dubuque at least that much money every year, compounded! Whether you agree that climate change is a problem or even understand why energy efficiency is one of the best solutions, you surely must agree with the fact that saving on your utility bills is good for everyone. And I would argue it is the "best and highest use" of franchise fee funds above the City's cost of regulating the utilities. You adopted a plan called 50% by 2030 that lays out a path for reducing greenhouse gas emissions through "no regrets" solutions like energy efficiency. This plan was cited in the city's award from the White House as a "Climate Action Champion." Green Dubuque helped put that plan together. We can also help you put together a plan for helping the citizens of Dubuque make their homes and buildings more efficient and save money on their energy bills.
