8 29 07 City Council Minutes Special SessionCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Council met in Special Session, at 4:30 p.m. on August 29, 2007, at the at the Grand River Center Room 2. Present: Mayor Buol, Council Members Braig, Cline (arrived at 5:25 p.m.), Connors, Jones, Lynch, Michalski (arrived at 4:55 p.m.), City Manager Van Milligan, City Attorney Lindahl Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a goal setting session with Lyle Sumek facilitating. The City Council adopted the five year goals for the community as: (1) Diverse, Strong Dubuque Economy; (2) Planned and Managed Growth; (3) Partnering for a Better Dubuque; (4) Improved Connectivity -Transportation and Telecommunication; and (5) Riverfront Development. Objectives for each of the goals were ranked, with the short-term challenges identified and the actions necessary to achieve each goal. The Dubuque 2022 Vision Statement was approved as: The City of Dubuque is a progressive, sustainable City with a strong balanced economy and connections to the world, the Dubuque community takes pride in our history and heritage and has actively preserved our picturesque river and community, Dubuque citizens have choices of quality livable neighborhoods and fun things to do, and are engaged in the community, The Policy Agenda for 2007-2008 was established as: Top Priority -Workforce Development Strategy, Green City Initiatives, Every Child /Every Promise -City Actions, Keyline Transit Service, and Police Staffing -Evaluation and Actions; High Priority -Street Program Continuation and Funding, Water Pollution Control Plant Facility Upgrade, Unified Development Code, East /West Corridor Study, and Southwest Arterial: Direction.
