7. Narrative Description:
StyleNear: One-story, front -gable, steel -framed, commercial building built in 1967. The building
features a concrete slab foundation, ribbed-steel/wood clapboard/T1-11 plywood siding and fixed
paned windows.
Front Facade
The front (west) fagade includes a symmetrical fenestration. A full -view glass entry door with right
sidelight is in the center and flanked on both sides by two large fixed paned windows. The walls are
covered with horizontal wood clapboard between the door and windows. Vertical T1-11 plywood siding
is place: directly above and below the windows, above the entry door and the full-length of the swallow
gable -end.
North Facade
The north fagade is primarily all ribbed -steel siding with the exception of a small area towards the front
fagade that is vertical T1-11 plywood siding. A small window (approx 1' x 2') and a vent are the only
openings on this side.
South Facade
The south fagade has windows located in the front third of the building. These compose of a large fixed
paned window, a casement window and a slider window. The casement window is located in a
recessed portion of the wall which appears to have been a door opening at one time. The wall areas
around the windows are horizontal wood clapboard and vertical T1-11 plywood in a similar design to
the front fagade.
Rear Facade
The rear (east) fagade is covered with a combination of ribbed steel and vertical T1-11 plywood siding.
An overhead door is located on the right half of the building. The left half of the building has man door
and is screen by a wood privacy fence.

Landscaping/Site Notes:
The subject property is an approximately 60' wide by 200' deep level lease area. The property is part
of a larger 1.40 Acre lot that, in addition to the subject building, includes a Hardees Drive-thru
Restaurant. The subject property accommodates the subject building and a 16 space parking lot.
Angled parking spaces are located immediately south of the building and perpendicular parking is
located along the Rhomberg Street frontage. The property is completely covered with impervious area
(building and parking lot) with the exception of a five foot landscaping strip between the sidewalk and
the parking lot on the Rhomberg Avenue frontage. There are public sidewalks located across the front
of the lot along Rhomberg Avenue and Kniest Street. A wood privacy fence extends from the rear
fagade (Garfield Avenue frontage) and encloses a 220 sq ft area.
8. Narrative Statement of Significance:
This property and the surrounding neighborhood were evaluated as part of an Architectural Survey
conducted by Bruce Kriviskey in 1978/79. The property at that time was identified as a non -supportive
structure. In 2002, Jim Jacobsen of History Pays! conducted an In-depth Architectural/Historic
Survey/Evaluation of the neighborhood and concluded the subject property is not National Register
Eligible — individually or contributing to a district. The property is less than 50 years old and does not
meet the requirements for consideration to the National Register of Historic Places.

Historical Notes:
1967 (April 15) A building permit was pulled by M.P. Kluck & Son to erect a steel business building on.
The property was owned by Twentieth Century Inc.
1991 (October 17'h) Old Assessor Card notes that gas canopy's were removed and the building
changed from a convenience store to offices in half of the building.
There have been several industrial uses of the site prior to the construction of the existing building.
NATIONAL IRON AND BRASS WORKS C. 1882-1900
Excerpt from Encyclopedia Dubuque which cites The Industries of Dubuque: Her Relations as a
Trade Center, Dubuque: J.M. Elster and Company, Publishers, 1887
The company was established in 1882 and incorporated in 1883. In 1887 the officers included
Edwin Smedley, President and Superintendent; John Bell, Vice President; and John H. Wood,
Secretary and Treasurer.
The specialties of this establishment included Smedley's Steam Pumping Machinery of every
variety and style ranging from the smallest single cylinder boiler feed pump to powerful
compound duplex pumping engines, suitable for large mines, public buildings, or city water
works. The company also produced locomotive bell ringing devices and iron drill presses.
In addition to manufacturing these specialties, the company sold steam Engines, boilers and
other machinery.
By 1887 National Iron and Brass Works had built the machinery for the water works of
Independence, Iowa; Galena, Illinois; Darlington, Wisconsin, and was building the machinery
and apparatus for Austin, Minnesota, and Lanark, Illinois. This company employed fifty
mechanics, with an average payroll of§2,500 per month. The annual business grossed
$100,000.
SMEDLEY'S STEAM PUMP COMPANY c.1882-1954
Excerpt from Encyclopedia Dubuque:
Established around 1876, the Smedley Steam Pump Company manufactured all types of
pumping equipment. One specialty was manufacturing mining machinery including pumps,
boilers, engines, hoist compressors and pipes. The company also specialized in concentrating
mills of all types. Foundry work of any kind was also accepted. The plant occupied an entire
block at Garfield Avenue and Kniest Street. A branch office was located in Chicago.

The Site at 499 Garfield (430 Rhomberg) was co -occupied by the Smedley Steam Pump
Company and Klauer Manufacturing from 1921-1954.
KLAUER MANUFACTURING COMPANY c.1921-1967
The Klauer Manufacturing Company's main office was located at the corner of 9' and
Washington Street. Klauer Manufacturing acquired the property at 499 Garfield (430
Rhomberg) as used the plant to manufacture snow plows. Klauer Manufacturing used the site
until 1967. Klauer Manufacturing Company was founded by Peter Klauer and was incorporated
in 1904. The company manufactures several products out of metal. The products are and have
been eaves, rain pipe, metal roofing, siding, metal flumes, metal window frames and sashes,
roof ornaments, skylights, steel ceilings, solder and snow plow equipment.
