Van Mil igen City Manager 1-4 2.0 Introduction 2.1 BACKGROUND The City of Dubuque, Iowa is under a Consent Decree according to Case 2:11-cv-01001-EJM, United States of America and the State of Iowa v. the City of Dubuque, IA (N.D. Iowa), Civil Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339. The Consent Decree became effective on June 27, 2011 and requires the City to submit semiannual reports to the Department of Justice (DOJ), Environmental Protection Agency(EPA) and Iowa Department of Natural Resources (DNR). 2.2 PURPOSE The purpose of this report is to satisfy Section VIII, Paragraph 25 of the Consent Decree. Paragraph 25 requires the City to submit semiannual reports on March 31 and September 30 after the Effective Date (June 27, 2011). The report includes summary information regarding events and activities performed in the prior six months. Therefore, the "reporting period" shall refer to the time between September 1, 2014 and February 28, 2015. 2.3 REPORT SUMMARY Paragraph 25 of the Consent Decree requires the semiannual reports to include specific information as well as a summary of the status and progress of all projects and programs required by Sections V and VI of the Consent Decree. Table 2-1 lists how the required information is organized in this report. 2-5 Table 2-1.Organization of information required by the Consent Decree. Table 3-1 lists the locations and details of the overflows. The times reported as Start Times document when the call came into the Public Works department, it is difficult to know the precise time of the start of the overflow as it is reliant upon a member of the public observing and reporting the occurrence. The end time is documented as the time when the Public Works department was able to return the flow back to the sewer flow line and contain any spill that may have occurred. 3.1.1 Dry Weather Overflows Sanitary sewer overflow events were the result of grease and roots in the sewer lines. Overflow 1 was located in an area downstream of a university residence hall on a private campus. The City is currently working under its CMOM to evaluate how to manage grease entering the public sanitary sewer system from private sanitary sewer systems, such as a university campus. Overflows 2 and 3 were the result of roots blocking the sewer main in locations not easily accessed with traditional cleaning equipment such as a vacuum-jet truck. The Public Works department used equipment attached to off-road vehicles to access the lines with sewer easement cleaning equipment to free the line of roots. The area where the overflows occurred was treated with lime after the initial clean-up. 3.1.2 Wet Weather Overflows There were no wet weather related overflows during the reporting period. Table 3-1.Sanitary sewer overflows during the reporting period. Downstream North Fork N/A overflow N/A Controlled Waterbody Catfish Creek was controlled on on Site site Suspected Cause Grease Roots Roots 3-7 3.2 SSO'S EFFECT ON PUBLIC HEALTH AND WATER QUALITY There is always concern regarding public health, welfare and the environment with any overflow event. City staff conducts visual inspections of the overflow areas during the event and following the event. A visual inspection at the downstream water body following overflow number one showed no sign of putrescent, unsightly or harmful bottom deposits; oil, scum and floating debris; unsightly color or turbidity; or offensive odors. Overflows two and three were localized to the area directly adjacent to the sanitary manhole, where crews were able to clean and apply lime to the ground. Following each of the overflows, the Public Works department posted the required SSO warning signs and issued public news releases and reported the events to the Iowa DNR's Manchester office. 3.3 MEASURES ENACTED TO MINIMIZE DURATION AND IMPACT The overflows occurred during dry weather and were the results of grease or roots. Therefore, the City minimized the duration and impact of the SSOs by quickly responding to the event after it was called in and setting up City-owned equipment to remove the grease deposit or cut out the roots thereby returning flow levels back to the flow lines. Expediently removing the blockage by City staff as soon as the event was reported or observed proved to be the best means of bringing the overflow under control. In events 1, 2, and 3, City staff reported directly to the site, communicated any access issues, and ensured the right equipment was mobilized where access seen to be a challenge. 3.4 MEASURES ENACTED TO STOP THE OVERFLOW EVENT For events 1, 2, and 3 the overflow was stopped by removing the grease or roots using specialized off-road jet equipment, thereby localizing and minimizing the event. 3.5 MEASURES ENACTED TO PREVENT ANOTHER RECURRANCE Increased maintenance will be performed on lines where known grease and roots are the cause of the blockage. The City has opened discussion with owners of private systems such as those on the university campus to see what maintenance including grease control can be conducted to prevent grease related sanitary sewer overflows. The sanitary sewers associated with overflow events 2 and 3 will be added to the annual root control treatment program, which is overseen by the Public Works department. 3.6 CAPTURING KEY WAY OVERFLOWS Paragraph 10 of the Consent Decree requires the City to capture all overflows from the manhole located on Key Way Drive between 3500 Keymer Drive and 3507 Keystone Drive. No sanitary sewer overflows occurred at this location during the reporting period. 3.7 WARNING SIGN POSTINGS Paragraph 10 of the Consent Decree requires that the City post a warning sign at all SSO sites for at least 6 months after completion of the site cleanup, unless IDNR decides that the sign may be 3-8 posted for a shorter period of time or not at all. Table 3-2 lists the current locations where signs are posted. (Postings are not required for basement backups.) Table 3-2.Warning sign posting locations. City staff subsequently applied for a State Revolving Fund (SRF) planning and design loan during the summer of 2006, and plant upgrades were placed on the DNR Intended Use Plan schedule. Following public hearings and bidding requirements, the Facility Plan was developed and approved by DNR. The facility's name was also changed to the Water&Resource Recovery Center(W&RRC). ' In October 2008, the team of Strand Associates and IIW Engineers was approved by the City Council to proceed with the design of the W&RRC upgrades. The NPDES permit was issued by DNR staff on April 1, 2010, and the plant construction permit was signed by DNR staff on April 5, 2010. Following public bidding requirements, the City Council approved a contract, and the notice to proceed was issued August 19, 2010. Table 4-1 lists the revised significant deadlines for the project, which take into account project delays resulting from force majeure. A copy of the Substantial Completion letter was submitted with the March 31, 2014 Semi Annual Report. The W&RRC is fully operational and with all upgrades completed since August 2013, well within the compliance date set by the Consent Decree. Strand and the contractor continue to work through the punch-list to allow the project to have achieved "acceptance of the public improvement" for contract purposes 4.3 BIOSOLID ACCUMULATION PREVENTION AT THE W&RRC In February 2013, the City installed the new solids handling equipment (two centrifuges), and entered into a contract with Nutri-Jet Systems of Hudson, Iowa to manage the bio-solids, thereby preventing accumulation of bio-solids at the W&RRC. 4-11 5.0 National Pollutant Discharge Elimination System (NPDES) 5.1 SUMMARY OF ALL NPDES PERMIT REQUIREMENT INFORMATION NPDES Monthly Operating Reports (MOR) for the City of Dubuque W&RRC were submitted to IDNR on the dates listed in Table 5-1: Table 5-1.Monthly operating reports submitted during the reporting period. These events were caused by sharp increases in flow within the sanitary sewer system during and immediately after a rainstorm. To better locate the sources of this issue, the City placed flow meters throughout the city. Depending on location, the meters measured the flow of water from each Sewershed over a one to eleven month period of time. Five of the twelve Sewersheds were identified as receiving elevated flows during and directly after a precipitation event. Under the Consent Decree, the City agreed to investigate these five Sewersheds before January 1, 2016. The section below describes the City's progress in identifying I&I sources in the five Sewersheds (Figure 6-1). 6.2 FLOW METERING During the reporting period, the City conducted flow metering at key locations in Consent Decree Sewersheds 5,7,10, and 11 with additional flow metering in Sewershed 6 as flow from this Sewershed passes through Sewershed 10. Appendix A includes a map showing all nineteen current flow metering locations throughout the Consent Decree sewersheds. 6.2.1 Sewershed 11 Flow Metering The City continues to monitor flows through Sewershed 11 and except for down time necessary for flow meter maintenance and repairs, the City will keep a minimum of three flow meters in and around the Rosedale and Locust area where sanitary sewer overflows remain an occurrence. Data from rain events will be retained and compared to future rain events to see if any patterns emerge. Appendix B contains flow data collected at the three Sewershed 11 meter locations. The data is from the meters located at 1098 W. Locust, Rosedale and W. Locust (1010 W. Locust on the map) and 606 W. Locust Street. While no significant storm events occurred during the reporting period, the City worked with two private property owners that were identified during the June 2014 storms as contributing storm water inflow to the sanitary sewer system; they are Dubuque Community School District's Senior High School and Clarke University. Flow from Senior High School passes along both W. Locust and Rosedale sewers and flow from Clarke University passes along West Locust. The September2014 Semi Annual report documented flows downstream of Clarke University passing through flow meter located at 1098 W. Locust Street as increasing by 400 — 500,000 gallons during the June 2014 rains. Following the June 2014 rains, City staff worked with Clarke University staff to locate sources of I&I. The university campus was smoke tested and several roof drains `smoked'. In December, 2014, the City received confinnation from Clarke University of its corrective actions; a copy of the 6-13 communication is in Appendix C. Also in December 2014, the Dubuque Community School District submitted information, found in Appendix D, on how it will be making corrections to its sewer system to further reduce inflow into the sanitary sewer system. As the school district is a public entity its projects are subject to budget approval. Its report includes an improvement schedule based on when improvements are budgeted. The City is working with the hydraulic sewer model of the sewershed and calibrating the model with new flow data as it comes available. The scenarios and discussion is focused on how a relief sewer or other possible hydraulic solution would reduce the frequency of overflows while direct sources are targeted. 6.2.2 Sewershed 5 Flow Metering The City continues to monitor sewer flow in Sewershed 5, and similar to the other Consent Decree areas key flow monitors will remain in place to assist the City's analysis of corrective actions completed in the Sewershed and assist in determining I&I as it passes through Sewershed 10. Section 7 of this report includes the corrective actions established for Sewershed 5 as the City works toward reducing sources of I&I. As stated in the September 2013 Semi-Annual Report, early flow monitoring and site inspection in Sewershed 5 detected significant inflow in an area adjacent to the Carter Road detention basin. The location of the basin is situated such that during detention times, sanitary sewer manholes may be covered with storm water. Flow metering continues downstream of the detention basin at 45 W.32nd Street, flow data may be found in Appendix E. The data clearly shows rain or storm event related infiltration versus direct inflow, as flows increase by approximately 0.5MGD with very little rain shortly following the peak of the rain event. Corrective actions scheduled in Section 7 of this report, including sanitary sewer lining and manhole rehabilitation in areas upstream of the Carter Road Detention are planned to reduce infiltration. 6.2.3 Sewershed 10 Flow Metering Per the Consent Decree schedule, flow metering in Sewershed 10 started in November 2013 and was completed by December 31, 2014. The flow data is being used to determine the most immediate Corrective Actions. In addition, the City will have ongoing flow metering beyond the scheduled date to confirm any changes in the system or new information that may present itself prior submittal of the 2015 Corrective Action Plan. The Sewershed 10 meters are located downstream of Sewersheds 5, 7(`a' and `b'), and 6 (a non-Consent Decree area). Data from these locations will assist the City in localizing issues and specifying corrective actions for Sewershed 10. The Sewershed 10 drainage area takes on flow from several other Consent Decree areas. A location map in Appendix F shows the drainage area and where other sewersheds tie in. A master meter is located at Rhomberg and Kneist Streets, with several other meters dispatched throughout the area ready to collect the ancillary basin flow data. These locations are also shown on the snap. Appendix F also includes flow meter data for smaller storm events in September, October, and December 2014. The small rain event in December prompted slight snow melt and a slight 6-14 variation in flow temperature indicating direct inflow. A summary of the flow data follows in Table 6-1. Sewershed 7 is divided into in two separate basins, with a common high point manhole, as such flow metering reports are divided as flow passing through a master at 7A (White Street next to Fulton) and a master meter at 7B (2404 White). Data collected from the meters for significant rain events will be retained and compared to future rain events to see if any patterns emerge. Appendix G contains a map of Sewershed 7 and the flow data collected from the four meter locations. The data is from the meters located at White Street next to Fulton(7A Master Meter), 2404 White (7B Master Meter), 2225 Central (7B sub-meter), and 400 Kaufinann(2225 Central sub-meter). While no significant storm events occurred during the reporting period, the City continues to examine the flow data from the June 2014 events which showed a significant increase in inflow passing through the meter at 400 Kaufmann and 2225 Central up to the master meter at 2404 White. The June 2014 data is included in Appendix G, and is summarized below. The City is re-examining the sanitary sewers in the vicinity between 2225 Central and 2404 White to determine the source of inflow. There is possibility the flows increase as a result of flow coming from Sewershed 7A passing into Sewershed 7B through the common high point manhole; this however will need to be verified. During the reporting period, the City conducted further evaluation of the sanitary sewers between the flow meters located at 2225 Central and 400 Kaufmann to determine the source of inflow. Visu—Sewer Clean & Seal of Pewaukee, Wisconsin worked with the City to televise sanitary sewer laterals that appeared to be in conflict with a stone arch storm sewer running parallel to the sanitary sewer. A map showing the location of the inspection project is located in Appendix H. Twenty-one laterals were televised as part of the contract and two were found to be in disrepair and taking on storm sewer flow. The City will work with the property owners to make repairs to the sanitary sewer laterals. The City has programmed several capital improvements to reduce inflow upstream of the meter at 400 Kaufmann, including sanitary sewer lining and manhole rehabilitation. The flow meters will remain in place to determine the success of the improvements and corrections to the sanitary sewer system. 6.3 SOURCE INVESTIGATIONS 6.3.1 Private Property Inspections Private property inspection progress is reported in Table 6-3. Private property inspections identify the roof drain discharge location, the presence of any stairwell or driveway drains, and the presence of a sump pit/pump on site. A passing inspection indicates no connections of clear water to the sanitary system. A failed inspection indicates a connection of clear water directly into the sanitary system, which may include roof drains connected to the sanitary sewer; a stairwell or driveway drain which is connected to the building floor drain; or a sump pump which is plumbed directly to the sanitary lateral or a floor drain within the building. Table 6-3 Property inspection progress Sewershed Percent of Completed Property Consent Decree Deadline to Complete Inspections* Property Inspections I 1 100 9/30/11 12 99 6/30/12 7 98 6/30/13 5 99 6/30/14 10 95 6/30/15 *The Consent Decree does not state that all properties must be inspected. However, it is the City of Dubuque's intent to inspect 100%of the properties in each sewershed. Each improper connection observed during a private property inspection results in a failure notice. The property owner then has 30 days to correct the improper connection, at which point a re-inspection of the property conducted is to verify that the improper connection has been 6-16 eliminated. If the improper connection has not been corrected, the City may pursue legal action against the property owner to complete the necessary work. The City will use dye to identify the discharge location(s). If the dye is found in the sanitary sewer, the property owner receives notice consistent with the private property inspection process described in Section 6.3.1. No dye testing was conducted during the reporting period. 6.3.3 Smoke Testing During the reporting period, smoke testing was conducted on December 18, 2014 along the northern most border of Sewershed 10. Two large industrial facilities and a small residential subdivision are located between Sewersheds 5 and Sewershed 10 along 32"d Avenue, and wet weather flows were showing evidence of rain derived I&I. Table 6-4 shows that a low intensity and low duration rain event such as that which occurred on September 9th and October 13'1', 2014 introduced significant inflow. 6-17 Table 6-4 Sewershed 6-Meter 6C Flow Meter Data Sewershed Meter Average Daily September 9th, 2014 October 13th, 2014, Reference No. Dry Weather Rain Event, Rain Event, Flow, MGD Peak Flow, MGD Peak Flow, MGD 6C (Upstream of 0.77 1.59 2.27 Sewershed 10 The properties are located in Sewershed 6; however the sanitary sewer conveying flow joins to Sewershed 10 having a direct impact on Sewershed 10 flow measurements. A location map may be found in Appendix I along with the results of the smoke testing and flow meter readings for Meter 6C. The City has made contact with Flexsteel and is working with them to address the roof drain connections and the manhole covers. The City received communication from Flexsteel on February 4, 2015, stating the manhole cover replacement project has been bid, and the roof drain work is scheduled for the end of April 2015. 6.3.4 Manholes No further work was conducted on manholes in the Consent Decree sewersheds during this reporting period. 6.3.5 Sanitary Sewer The City completed its closed-circuit televising in Sewershed 10. The recorded footage will allow the City to view any cracks, leaky joints, illegal lateral connections, and damaged or broken pipes. The severity of the structural degradation of each pipe section is rated based on a severity scale following the NASSCO (National Association of Sewer Service Companies) rating schedule. The rating system is used to assist the city in prioritizing which pipe sections are in need of immediate improvement. This work combined with the flow monitoring data provides the City with direction on how and where to make valued capital improvements. 6.4 CORRECTIVE ACTION PLAN The Corrective Action Plan for Sewershed 5 was submitted meeting the December 31, 2014 due date. It is the City's intent to complete the necessary work identified in the approved Corrective Action Plans in a timely manner. If response to emergency events and unexpected issues arise which indicate delay in implementation, the City will modify the schedule as appropriate and provide the revised schedule to the EPA and DNR. Per the Consent Decree the City provides Corrective Action Plan Implementation Schedule in Section 7.0 of this report. 6-18 7.0 Corrective Action Plan Implementation Schedule 7.1 SEWERSHED 11 CORRECTIVE ACTION PLAN SCHEDULE The City continues to work with property owners to make corrections to their private properties. As these are corrections made to private properties and therefore reliant upon the availability of funds the property owner has to make the correction, the City's intent is to work with owners to achieve completion of the corrections without placing undue financial hardship on the private property owner. 7.1.1 Private Property Corrections Total number of private property inspection corrections reported in the Sewershed 11 Corrective Action Plan: 79, of which 48 were corrected at the time of the report in December 2011. As of this reporting period a total of 72 of the 79 are corrected, an increase of 7 since the September 2014 Semi Annual Report. The area was more recently developed and properties were permitted to have pits installed without sump pumps. The City has deliberated the risk of having a pit without a pump and has prepared a document for property owners where options are presented. The proposed options are as follows: a. Install a sump pump and properly plumb piping to the exterior of the home, subject to City of Dubuque inspection and documentation, b. Provide the City of Dubuque with a certified Professional Geologist soils and groundwater report determining the soil types and natural or seasonal groundwater levels for which a complete drain tile or pipe system is not required. c. Execute an agreement acknowledging the existence and requirements of the consent decree between the City of Dubuque and the Environmental Protection Agency, that the sump pit located within their home has never been used nor is it their intent to ever use the sump pit, they understand the City ordinances on illegal discharge, and they understand the risks associated with illegal discharge. There are 75 properties that have a pit without a pump, they are listed below. It is the blueprint for the City's managers and field workers to better manage, operate, and maintain Dubuque's sanitary sewer collection system, investigate capacity-constrained area, prevent SSOs, respond to SSOs that may occur, and plan for future system expansion. The EPA approved the City of Dubuque's CMOM plan on June 4, 2012. 8.2 CMOM IMPLEMENTATION As required by Paragraph 13 of the Consent Decree, the City fully implemented the CMOM within two calendar months (August 4, 2012) of approval by the EPA. Section 6.4 of the City of Dubuque's CMOM Program, requires the City to annually inspect fifty (50) miles of gravity sanitary sewer through various methods including visual inspection, pipeline jetting, or closed- circuit televising (CCTV). The inspection is in addition to the predictive and preventive maintenance also prescribed in the CMOM. The City has cleaned or inspected 101.84 miles from April 1, 2014 through this reporting period, the total for Year 2014 will be provided in the March 2015 Semi Annual report. The City developed the CMOM to serve as a "living" document. As the City reviews its current procedures and codes, the CMOM will be updated and new procedures implemented as needed. Any revisions to the CMOM will be submitted to EPA, DOJ, and DNR for review and approval. 8.2.1 Fats, Oils, and Grease Keeping in compliance with the approved CMOM Plan, the City focused on a proactive Fats, Oils, and Grease (FOG) Program as many dry weather sanitary sewer overflows are the result of grease in the public sewer from private establishments. The City purchased software and approved an ordinance amendment to support the W&RRC, Building Department, Health Services Department and the Engineering Department in managing and enforcing a FOG prograin. In addition, the City held a series of three public meetings with local food establishments, vendors, plumbers and grease haulers on the revised FOG program, the meetings were held on September 2, October 14, and November 4, 2014. As part of the proactive program, the City has started physical inspections of grease interceptors at food establishments and provides guidance and education on the importance of cleaning and maintaining grease traps and interceptors. The inspectors also provide food establishments with Best Management Practices poster that is required to be visible in the food establishment, a copy 8-63 of the poster is in /ppcndi .I. The FOG Prue rana t•aluires food establishments to apply ti►r an annual grease discharge l.aerrnit along with a ti I(1(1 hermit fCi;. The fee covers the direct cost of stall time to pertorm inspections, managing the software and haardware, and vehicle expenses, S••(i4 9.0 Assessments and F-Aig veering Analyses '-Che City's engineering department, public works department and W&RRC stafY continue to evaluate and analyze the sewer collection systern and W&RRC to enSure compliance with :all legal requirements. SURVEYORS. I W Dubuque Senior High School 1/1 Report November 25, 2014 Page 2 of 4 In July of 2014 the City of Dubuque smoke tested the Senior High School campus a second time to determine whether the 2011 repairs successfully reduced the campus'contribution to the City's 1/1 issue by eliminating cross-connections between storm and sanitary sewers. Two out of three of the manholes smoke tested caused roof drains above the cafeteria, Nora Gymnasium, and the Main Administration to smoke, as well as a storm manhole in the courtyard. As a result of the City's preliminary evaluation, the City Engineering Department instructed the Dubuque Community School District to investigate, identify and complete corrective actions for the remaining sources of 1/I. The City's report to the School District has been attached as Appendix A. The Dubuque Community School District requested that IIW formulate a plan to re-evaluate the impacts of inflow through cross- connections and infiltration through aged and/or broken sewers or manhole structures on the Senior High School campus which contributes flow to the City of Dubuque's sanitary sewer system. The re-evaluation plan incorporated high flow and dye testing along with sewer televising and minimal additional smoke testing. TESTING PROCEDURE IIW began by analyzing available Dubuque Community School and City of Dubuque documentation regarding plumbing as-builts, storm sewer system and sanitary sewer collection system plans, locations of repairs completed in 2011, and the July 2014 City smoke testing results to formulate a precise strategy for high flow and dye testing. The investigation was conducted on August 14,2014.Additional televising and smoke testing were recommended based on the high flow and dye testing results. The testing and investigation procedure began by introducing high flows to the roof drains of the buildings that were reported to have been smoking during the City's July 2014 smoke testing. The high flows were accomplished by a fire hydrant and hose controlled by a Dubuque Fire Department fireman. The testing involved a coordinated effort between IIW, Dubuque Community School District's Building and Grounds staff, and the City of Dubuque Engineering Department staff to monitor and report results of the testing. Once an increase in flow was observed at any of the manholes being monitored, dye was included in the flow in order to verify the flow was originating in the storm sewer. After analyzing the results of the high flow and dye testing, recommendations for televising were made to the Dubuque Community School District to specifically locate necessary corrective improvements. The televising was completed the following day. The televising was completed by Kruser Septic Service Inc;on August 15, 2014, and was promptly reviewed by IIW. Recommendations for potential sewer replacement have been provided at the end of this report to further reduce/eliminate 1/1 originating at the Senior High campus. A more specific discussion of the investigation and testing results coupled with the corrective improvement recommendations are summarized in the following section. The Dubuque Community School District will provide a map to the City of Dubuque Engineering Department indicating the locations of sanitary and storm sewers on the campus that were recommended to be rehabilitated. INVESTIGATION AND TESTING RESULTS AND CORRECTIVE IMPROVEMENT RECOMMENDATIONS A. 1952 Nora Gymnasium The high flow and dye testing was first conducted on roof drains of the Nora Gymnasium of Senior High School that was constructed around 1952. This was chosen as a starting point due to the fact that the City found evidence through smoke testing that there was some sort of connection between the sanitary and the storm sewers that serve this building. The high flow and dye test was conducted on the west corner roof drain and the south corner roof drain of the Nora Gymnasium; the test on the west corner roof drain was the only test that indicated potential cross-connection of sanitary and storm sewers. Dubuque Senior High School 1/1 Report November 25, 2014 Page 3 of 4 The results of the high flow and dye testing on the west corner roof drain of Nora Gymnasium revealed that there was some minor cross-connection occurring in the vicinity of storm and sanitary manholes east of Nora Gymnasium. The following day, televising was conducted starting in the sanitary manhole where high flow and dye was observed and leading into the building located 100 feet west of the manhole. The televising revealed several damaged and displaced joints, which indicated that the cross- connection was through exfiltration and infiltration occurring between the storm and sanitary sewers due to broken and/or separated joints. It is recommended to the School District that the sanitary sewer be lined to correct damaged pipes or separated joints causing the cross-connection by exfiltration from the storm sewer and infiltration into the sanitary sewer. B. 1988 Addition Between Nora Gym and Technical Buildings (Cafeteria) High flow and dye testing was also conducted on two roof drains of the 1988 Addition between Nora Gym and Technical Building of Senior High School. The City found evidence through smoke testing that there may be a connection between the sanitary and the storm sewers that serve this building; in an effort to characterize any cross-connections between the sanitary and storm sewer that serve this building, testing of the roof drains was performed. The results of the high flow and dye testing revealed that there was no cross-connection occurring between the sanitary and the storm sewers that serve this building. C. 1921 Main Building The next area where dye testing was conducted was the roof drains at the Main Building, which was constructed around 1921. The City found evidence through smoke testing that there may be some sort of cross-connection between the sanitary and the storm sewers that serve this building. The high flow and dye testing was conducted on a roof drain in the northern half of the building and one on the southern half of the building. The testing did not reveal that there were any cross-connections between the storm and sanitary sewers. The following day Kruser Septic Service Inc.televised three sections of pipe in from a sanitary manhole located in the courtyard that could potentially be connected with the Main Building roof drains, as well as a sanitary cleanout located in the north corner of the courtyard leading to the sanitary manhole. The four sections of pipes televised did not reveal any direct cross-connections, but all four pipe sections did display damaged and displaced joints. Additional smoke testing coordinated with the City was conducted on October 24, 2014,focusing on the sanitary manhole to the south in the courtyard. The procedure included plugging certain influent sewer lines in order to better pinpoint which line may be contributing to the 1/1 issue. Smoke was present in the storm manhole adjacent to the sanitary manhole and in roof drains above the Main Administrative building when one sanitary line was unplugged, which ran from the west into the manhole. IIW recommends this sanitary sewer line be replaced. Figure 1 in Appendix B summarizes the procedure and results. G. Storm and Sanitary Structures on Campus Outside of Buildings The storm and sanitary sewer structures south of the campus generally serve to convey storm and sanitary sewer flow from the campus to the respective storm and sanitary sewer systems of the City of Dubuque.Visual inspection of manholes and inlets was performed on accessible storm and sanitary sewer structures that are located to the south of the buildings that comprise the Senior High School campus. The campus manhole and inlet structures were also monitored during the dye testing operations performed in order to help determine the presence of cross-connections and to confirm the understanding of how the system is connected. The investigative testing procedures conducted did not reveal any cross-connections between the sanitary and storm sewers that convey wastewater and storm water from the buildings that comprise the Senior High School campus to the City of Dubuque sewer systems. Dubuque Senior High School 1/1 Report November 25, 2014 Page 4 of 4 RECOMMENDATIONS FOR FUTURE IMPROVEMENTS During the investigation that took place as a part of this evaluation, it was revealed that the storm sewers and structures that convey storm water and the sanitary sewers from the 1921 Main Building and the 1952 Nora Gymnasium are in bad condition. We now believe this is likely the migration path of storm water from the storm sewer system into the sanitary sewer system. It is our recommendation that the sewer located east of the Nora Gymnasium be lined and the sewer located in the courtyard be replaced to help reduce 1/1 originating at the Senior High campus. The School District should also consider lining or replacing Sanitary Manhole I as a part of lining the sewer located east of Nora Gymnasium. These recommendations are indicated in Figure 2 of Appendix B. The City has agreed to incorporate the sewer to be lined on the Senior High campus as a part of their improvements in the City's annual I/1 lining program for the fiscal year 2015. The School District is currently in the process of designing renovations to the Senior High Campus. The design is scheduled to go out for bid by January 2016 and the construction is scheduled to begin in June 2016. Some of these improvements will be located in the courtyard. The City and the Dubuque Community School District are in agreement to replace the problematic sewer located in the courtyard during the Senior High renovation project. ATTACHMENTS Attached are hard copies of the City's July 2014 smoke testing report to the Dubuque Community School District in Appendix A and two exhibits in Appendix B indicating the results of the most resent smoke testing and the two sanitary sewer lines recommended to be rehabilitated, respectively. f I hereby certify that this engineering document was prepared by me or under my direct S s f `` personal supervision and that 1 am a duly licensed Professional Engineer under the laws of the State of Iowa. « VAIRc D. Smoke testing is a quick and inexpensive method of detecting I&I sources in sewer systems. Reducing I&I can reduce collection, operation and treatment costs for the wastewater treatment plant and can also prevent sanitary sewer backups and overflows. This report describes the type and location of defects detected from the smoke testing. It also provides recommendations for repair of noted defects or for further investigation to identify specific defect source(s). Smoke Test Procedure On July 31, 2014 a crew consisting of six city employees performed smoke testing on Senior High School. Prior to testing, notices of smoke testing were publicized in the local newspapers, local radio stations, and on the City of Dubuque's website.Along with the public notices, all residents within a one block radius of Senior received a door hanger 24 hours prior to testing. The information was distributed to inform residents of the smoke testing's purpose and timing. The notice also reminded residents to fill unused drains with water to avoid having smoke enter their homes. Three gallons of liquid smoke were used at three key sanitary manholes on Senior High campus. The three manhole locations covered roughly 745,000 square feet of the Senior High campus including all buildings on the site. At each location,a blower was placed over the opening of the manhole, introducing air and smoke into the sanitary sewer system, thereby forcing smoke through the connected sewer lines. The supply of smoke was continuous until the area was thoroughly examined and any defects recorded. Results The weather during testing was warm and sunny. The soil conditions were dry and winds were calm. The first manhole tested was located off of Rosedale Avenue and did not show any defects on Senior High campus that may have contributed to inflow and infiltration(I&I) into the City's sanitary sewer collection system. The second manhole tested was located in the east parking lot and revealed several openings that potentially lead to the sanitary sewer. Roof drains above the cafeteria and Nora Gym were smoking as well as several manholes surrounding the gymnasium. The third manhole tested was located in the courtyard. At this point, several smoking roof drains located above the Main Administration were noted as well as some smoking sewer lines in the courtyard. At each location tested, smoke was visible at all sanitary manholes and cleanouts immediately. It took 5- 30 minutes to observe the smoke flowing out of the roof drains. The storm manhole in the courtyard began smoking 5-10 minutes into testing. In addition, the grass smoking in the courtyard took the longest to appear, approximately 10-20 minutes. Table 11-1 provides a summary of the smoke testing observations and recommendations for Senior High. Observation locations are identified on the enclosed maps with corresponding numbered locations listed in Table 11-1. Photos of these defects are enclosed for reference. In addition,an electronic database of the observations has been developed and is enclosed for the City's use. Recommendation The City's recommendation to Senior High School staff is to further investigate these problem areas and determine where repairs need to be made. Two commonly used methods may be used to accomplish this. Dye testing any or all roof drains while monitoring both the storm and sanitary sewer is an inexpensive way to determine where the rain water discharges. Furthermore, televising of storm and sanitary sewer lines can be done to observe any cracks or cross connections along the pipe that may contribute to the smoke flowing out of roof drains, grass, and manholes. In the event these methods do not present a firm location to make corrective actions, the school should budget and plan for open excavation of their infrastructure the length shown as defective. Conclusion A plan to correct the violations listed below must be submitted to the City of Dubuque Engineering Department within 30 days from the date of this report, including a list of any contractors or consultants that will be involved.Senior High will have until November 29, 2014 to correct any and all defects. As you are aware, the City of Dubuque is taking all necessary measures to reduce sanitary sewer overflows throughout the City focusing on five key sewersheds as required by Case 2:11-cv-01001-EJM, United States of America and the State of Iowa v. the City of Dubuque, Iowa, Civil Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339 effective June 27, 2011. Extraneous flow into the sanitary sewers from storm sewers and roof drains reduces capacity in the sanitary sewers and is a known cause of sanitary sewer overflows. Flexsteel's Dubuque Operations is located in Sewershed 6 which drains through Sewershed 10, one of the five key sewersheds. Smoke testing was recommended in the vicinity of Flexsteel due to the recorded increase in sewer flows during rain events. The City uses flow meters to measure sanitary sewer flows along 32nd street. The results of the smoke testing revealed several location on the Flexsteel property as likely sources of direct storm water inflow to the sanitary sewer system We look forward to meeting with you discuss the results of the report. Sincerely, Denise B. Ihrig Environmental Engineer Dubuque Engineering Department THE CITY OF 50 W. 13`h Street NI-AmieaCRy Dubuque,IA 52001 DOfficeT TRIr (563)589-4270 V lJ I Fax(563)589-4205 engincer@cityofdubuque.org Masterpiece on the Mississippi 2007.2012.2013 www.cityofdubuque.org Sewershed 6 Smoke Testing Date of testing: December 18, 2014 Purpose The purpose of this report is to yield the results for the smoke testing conducted in sewershed 6 on December 18, 2014.The testing was conducted to detect openings and cross connections contributing to inflow and infiltration (I&I) into the City's sanitary sewer system. Smoke testing is a quick and effective method of detecting I&I sources in the sanitary sewer system. Reducing I&I, can reduce collection, operation and treatment costs for the Water& Resource Recovery Center and can also prevent sanitary sewer backups and overflows. This report describes the types and locations of defects detected from the smoke testing. It also provides recommendations for repair of noted defects or for further investigation to identify specific defect source(s). Smoke Test Procedure On December 18, 2014 a crew consisting of eight city employees performed smoke testing in sewershed 6. Prior to testing, notices of smoke testing were publicized in the local newspapers, local radio stations, and on the City of Dubuque's website.Along with the public notices, all residents within a one block radius of the scheduled area received a door hanger 24 hours prior to testing. The information was distributed to inform residents of the smoke testing's purpose and timing. The notice also reminded residents to fill unused drains with water to avoid having smoke enter their homes. Four gallons of liquid smoke were used at eight key sanitary manholes in sewershed 6.The eight manhole locations covered roughly 102 square acres of sewershed 6 including residential and industrial properties. At each location, a blower was placed over the opening of the manhole, introducing air and smoke into the sewers, thereby forcing smoke through the connected sewer lines. The supply of smoke was continuous until the area was thoroughly examined and any defects recorded. Results The weather during testing was cool and sunny. The soil conditions were dry and winds were calm. The first manhole tested was located off of the northern portion of Olympic Heights and did not show any defects in residential areas that may have contributed to inflow and infiltration (1&1) into the City's sanitary sewer collection system. The second manhole tested was located on a southern part of Olympic Heights and revealed two private openings that lead to the sanitary sewer.A private manhole and a private cleanout at 200 Olympic Heights were smoking. The third manhole tested was located on Olympic Heights. This location provided some broken gaskets on manholes as a source of smoke to leak. The fourth (alley between Milwaukee and 32"d),fifth (alley between Milwaukee and Diamond), and sixth (Alley between Diamond and Ruby) locations provided one manhole that was leaking around the chimney on Jackson St.The seventh location on Jackson provided evidence of at least five roof drains on Flexsteel's roof, two open pick hole manholes in the parking lot of Flexsteel, one City of Dubuque storm sewer intake, and two man hole gaskets one on Jackson St. and one in Prairie Farms trailer parking lot. At each location tested, smoke was visible at all sanitary manholes and roof vents immediately. It took less than 5 minutes to observe the smoke flowing out of the roof drains on Flexsteel. The storm sewer intake on Jackson began smoking about 5 minutes into testing.Smoke was almost immediate at all locations, but due to the vast size of the two areas, smoke was observed up to 15 minutes following the introduction of smoke to the system. Table 6-1 provides a summary of the smoke testing observations and recommendations for Sewershed 6. Observed locations are identified on the enclosed maps with corresponding numbered locations listed in Table 6-1. Photos of these defects are enclosed for reference. Recommendation Where smoke was detected on the Flexsteel property the city will work with Flexsteel staff is to further investigate problem areas and determine where repairs need to be made. The following table highlights the City's recommendations. Dye testing any or all roof drains while monitoring sanitary sewers is a feasible method to determine where cross connections exist. The City can assist with this. In addition to smoke and dye testing, closed circuit televising is a third method often used to detect broken, cracked or incorrectly connected pipes.
