Such board shall consist of seven (7) members who shall be appointed by the mayor with the approval of the city council. (2007 Code § 30-1) 2-7-2: ELIGIBILITY FOR MEMBERSHIP: p Citizens and residents of the city, male or female, over the age of eighteen (18) years, are alone eligible for membership on the board mentioned in section 2-7-1 of this chapter. (2007 Code § 30-2) j i 2-7-3: COMPENSATION: Members of the board shall receive no compensation for their services. (2007 Code § 30-3) 2-7-4: TERMS OF MEMBERS; FILLING OF VACANCIES: For the three (3) vacancies that occur on July 1, 2009, the appointments to fill two (2) of the vacancies shall be for terms ending July 1, 2010, and the appointment to fill the other vacancy shall be for a term ending July 1, 2013. For the four (4) vacancies that occur on July 1, 2011, the appointments to fill two (2) of the vacancies shall be for terms ending July 1, 2012, and the appointments to fill the two (2) other vacancies shall be for terms ending July 1, 2015. Thereafter, each member of the board shall hold office for four (4) years and until such member's successor is appointed and qualified. The term of office of each member shall j commence July 1 in the year in which the member is appointed. Vacancies occurring on the board through death, resignation or permanent removal from the city shall be filled by the mayor with the approval of the city council, but such appointments shall be made to fill out the unexpired term for which the appointment is made. (Ord. 34-09, 7-6-2009) j 2-7-5: POWERS AND DUTIES GENERALLY: A. Powers: The board of library trustees shall have and exercise the following powers: I 1. To meet and organize by the election of one of their number as president of the board, and by the election of a secretary and such other officers as the board may deem necessary; 2. To have charge, control and supervision of the public library, its appurtenances and fixtures, I and rooms containing the same, directing and controlling all the affairs of such library; A 3. To employ a librarian, such assistants and employees as may be necessary for the proper management of said library, and fix their compensation; but, prior to such employment, the y r a compensation of such librarian, assistants and employees shall be fixed for the term of employment by a majority of the members of said board voting in favor thereof; 4. To remove such librarian, assistants or employees by a vote of two-thirds (2/3) of such board for good cause; 5. To select and make purchases of books, pamphlets, magazines, periodicals, papers, maps, b journals, furniture, fixtures, stationery and supplies for such library; 6. To authorize the use of such library by nonresidents of the city and to fix charges therefor; 7. To make and adopt, amend, modify or repeal bylaws, rules and regulations, not inconsistent management of such library and the business of �I with law, for the care, use, government and manage ry � said board, fixing and enforcing penalties for the violation thereof; II 8. To have exclusive control of the expenditures of all taxes levied for library purposes as provided b law, and of the expenditure of all monies available by gift or otherwise, for the P Y I erection of library buildings and of all other monies belonging to the library fund; 9. To contract with the trustees of the township or the board of supervisors of the county or of adjacent townships or counties, or with the trustees or governing bodies of neighboring towns or cities not having library facilities for the public, to loan the books of said library, either singly Y or in groups, upon such terms as may be agreed upon in such contract. a ii B. Record Of Proceedings: The board shall keep a record of its proceedings. (2007 Code § 30- 5) II 2-7-6: CHARGE OF BUILDING, DONATIONS: i; '9 The board shall have charge and control of the Carnegie-Stout free public library building and all gifts and donations to the city for library purposes, and see that the same are properly preserved for public use. (2007 Code § 30-6) 2-7-7: ANNUAL REPORTS: The board shall each year make a report to the city council for the year ending December 31, giving a statement of the condition of the library, the number of books added thereto, the number circulated, the number not returned or lost, the amount of fines collected, and the amount of money expended in the maintenance thereof during such year, together with such other information as may be deemed important. The Carniege-Stout PL is one of the most active and well used public institutions that I've encountered. I think Susan Hendrix is an amazing administator and it would be my pleasure to be part of future of what's in-store for Dubuque. I simply would just like to involved in my community and I feel joining the library board would be a superb way to be involved. Mechanical Code Board. (a) Board Established. In order to determine the suitability of alternative materials and methods of installation, to provide for reasonable interpretations of the mechanical code, to serve as an appeal body for the decisions of the building official, to advise the city council on all heating, ventilating, air conditioning and refrigeration regulations and procedures, and to provide for examining applicants for certification of competency and issuing certificates of competency and registration, there is hereby created the mechanical code board. k (b) Membership. The mechanical code board shall consist of seven (7) members appointed by the city council. Each member shall have a background or experience in sheet metal contracting, hot water and steam fitting contracting, hot water and steam fitting work, refrigeration contracting, refrigeration work, or mechanical engineering. (c) Term Of Office. The term of office of all board members shall be three (3) years. (d) Rules And Regulations. The board shall make such rules and prescribe such procedures as may be reasonably necessary for its operation, except that such rules r shall include the following: (1) The chairperson of the board shall be elected annually by a majority of the board. (2) The building official, or the building official's designee, shall be secretary of the board. The secretary shall arrange for meetings and prepare and keep such minutes and records and perform such other clerical work as the board may direct. (3) Four (4) members of the board shall constitute a quorum. The affirmative vote of four (4) members of the board shall be necessary to adopt any motion. 4 Upon completion of the term of office a member of the mechanical code board shall continue to serve until their successor has been duly appointed. i (5) The mechanical code board shall meet at least once every three (3) months upon j call of the chairperson, secretary or city manager. A member of the mechanical code board shall attend at least two-thirds (2/3) of all scheduled meetings within a twelve- month period. If any member does not attend such prescribed number of meetings, it shall constitute grounds for the board to recommend to the city council that said member be replaced. d k 3 1 f a I (6) The attendance of all members shall be entered on the minutes by the secretary. i (7) All meetings shall be held in conformance with the provisions of the Iowa open meetings law. i (8) The mechanical code board shall file with the city clerk a copy of the minutes of each meeting of the board within ten (10) working days after such meeting. (9) All administrative, personnel, accounting, budgetary, and procedural policies of the city shall govern the mechanical code board in all of its operations. j i (10) Any person who is aggrieved by a decision of the building official resulting from the enforcement of the mechanical code may appeal from such decision to the mechanical code board, and said board shall serve as an appeal board. In case the aggrieved party is a board member, said member shall be disqualified as a member of the board acting as an appeal board until the person aggrieved has been heard and a decision rendered. The appeal shall be made by the person aggrieved giving written notice of such appeal to the building official at the building official's office within seven (7) days. The building official shall, within seven (7) days thereafter, notify the board of the appeal. The mechanical code board shall meet within seven (7) days after receiving such notice and shall render a decision within five (5) days thereafter.
