Housing & Community Development Department Director Alvin Nash recommends the
City Council approve the sale of a home at 1318 Jackson Street to Alison G. Levasseur
and Shane P. Lenane for the appraised value of $105,000.
This home was acquired by the Housing Department in 2012 and subsequently
renovated and prepared for re-sale using Neighborhood Stabilization Program funds in
the total amount of$143,837. As a requirement of the Neighborhood Stabilization
Program, the purchase price can only be the appraised value or actual rehab costs,
whichever is the lesser of the two. The loss will be covered by Neighborhood
Stabilization Program funds, which does not have to be repaid to the State. Financing
will be provided through a first mortgage from Premier Bank, owner downpayment of
approximately $8,043 and a $20,000, 10-year forgivable loan from the Neighborhood
Stabilization Program.

Introduction
The purpose of this memorandum is to request approval of the attached resolution
authorizing sale of a home at 1318 Jackson Street.
Discussion
At its 16 February 2015, the City Council, by passage of Resolution No. 47-15 declared
its intent to dispose of City-owned property at 1318 Jackson Street. This home was
acquired by the Housing Department in 2012 and subsequently renovated and prepared
for re-sale using Neighborhood Stabilization Program (NSP) funds in the total amount of
$143,837.
An offer has been made by Shane P. Lenane and Alison G. Levasseur, husband and
wife, to purchase the property at 1318 Jackson Street for $105,000, in accordance with
the value established by an independent appraiser. As a requirement of the NSP
Program, the purchase price can only be appraised value or actual rehab costs,
whichever is lesser of the two. We realize that there will be loss, however, the property
will be sold to an income qualifying household, putting ownership back into the
neighborhood and will put the property back on the tax roll. The loss will be covered by
NSP funds, which does not have to be repaid to the State.
Another requirement of the NSP Program, is that the buyers attended HUD certified
financial counseling classes and the HOME Workshop, both of which have been
completed.
Financing to Lenane and Levasseur will be provided through a first mortgage from
Premier Bank, owner downpayment of approximately $8,043 and a $20,000, 10-year
forgivable loan from the Neighborhood Stabilization Program (NSP).
The attached resolution approves sale of the property to Shane P. Lenane and Alison
G. Levasseur.
Action Step
The action requested of the City Council is to approve the attached resolution approving
the sale of the home at 1318 Jackson Street.

Whereas, pursuant to a notice, duly published in the Telegraph Herald
newspaper, the City Council of Dubuque, Iowa, met on February 16, 2015, in the
Dubuque Historic Federal Building, 350 West 6th Street, Dubuque, Iowa to consider
the proposal to dispose of City -owned real estate located at 1318 Jackson Street; and
North half of Lot 56 in East Dubuque an Addition to the City of Dubuque, Iowa,
according to the recorded plat thereof; and
Whereas, qualifying homebuyers, Alison G. Levasseur and Shane P. Lenane,
have signed an offer to purchase and have obtained financing from a local lender; and
Whereas, the City Council of the City of Dubuque, Iowa has overruled any and
all objections, oral and written, to the proposal to dispose of the interest of the City of
Dubuque, Iowa, in the herein and above-named real estate to the above-named
grantee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the City of Dubuque hereby approves the sale of the following
legally- described property:
North half of Lot 56 in East Dubuque an Addition to the City of Dubuque, Iowa,
according to the recorded plat thereof; at the cost of One Hundred Five
Thousand Dollars ($105,000).
Section 2. That the City of Dubuque be and is hereby authorized to provide a
Warranty Deed to the buyer, conveying the City's interest to Alison G. Levasseur and
Shane P. Lenane for the herein -described real estate.
Section 3. That the City Clerk be and she is hereby authorized and directed to
cause said Warranty Deed to be recorded in the Office of the Dubuque County
Recorder.

Section 3. That the City Clerk is hereby authorized and directed to cause this Resolution
and a notice to be published as prescribed by Iowa Code Section 364.7 of a public hearing
on the City's intent to dispose of the foregoing -described Property, to be held on the 2nd
day of March, 2015, at 6:30 o'clock p.m. at the Historic Federal Building, 350 West 6th
Street, Dubuque, Iowa.
