Levasseur and Shane P. Lenane for the appraised value of $105,000. This home was acquired by the Housing Department in 2012 and subsequently renovated and prepared for re-sale using Neighborhood Stabilization Program funds in the total amount of$143,837. As a requirement of the Neighborhood Stabilization Program, the purchase price can only be the appraised value or actual rehab costs, whichever is the lesser of the two. The loss will be covered by Neighborhood Stabilization Program funds, which does not have to be repaid to the State. Financing will be provided through a first mortgage from Premier Bank, owner downpayment of approximately $8,043 and a $20,000, 10-year forgivable loan from the Neighborhood Stabilization Program. Discussion At its 16 February 2015, the City Council, by passage of Resolution No. 47-15 declared its intent to dispose of City-owned property at 1318 Jackson Street. This home was acquired by the Housing Department in 2012 and subsequently renovated and prepared for re-sale using Neighborhood Stabilization Program (NSP) funds in the total amount of $143,837. An offer has been made by Shane P. Lenane and Alison G. Levasseur, husband and wife, to purchase the property at 1318 Jackson Street for $105,000, in accordance with the value established by an independent appraiser. As a requirement of the NSP Program, the purchase price can only be appraised value or actual rehab costs, whichever is lesser of the two. We realize that there will be loss, however, the property will be sold to an income qualifying household, putting ownership back into the neighborhood and will put the property back on the tax roll. The loss will be covered by NSP funds, which does not have to be repaid to the State. Another requirement of the NSP Program, is that the buyers attended HUD certified financial counseling classes and the HOME Workshop, both of which have been completed. Financing to Lenane and Levasseur will be provided through a first mortgage from Premier Bank, owner downpayment of approximately $8,043 and a $20,000, 10-year forgivable loan from the Neighborhood Stabilization Program (NSP). The attached resolution approves sale of the property to Shane P. Lenane and Alison G. Levasseur.
