FISCAL YEAR 2016 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2016 City departmental budgets were presented by staff from the fol- lowing departments: Information Services: Information Services Manager Chris Kohl- mann City Attorney's Office (Legal): City Attorney Barry Lindahl City Manager's Office: Assistant City Manager Cindy Steinhauser, Assistant City Manager Teri Goodmann, Sus- tainable Community Coordinator Cori Bur- bach, Neighborhood Development Specialist Jerelyn O'Connor, Per- sonnel Manager Randy Peck, Budget Officer Jenny Larson, Public Information Officer Randy Gehl. Public Input: Paul Schultz, 1008 Victoria Street, addressed the City Council about his concerns ensuring con- tinuation of the Sustainable Dubuque brand, the manage- ment of enterprise fund departments, and what he believes is a misperception that Dubuque has already achieved sustainabil- ity. Mr. Schultz en- couraged the support of Green Dubuque. Eric Coffman, 3395 Ashley Lane, requested that the City Council use a percentage of the forthcoming fran- chise fees toward ener- gy efficiency efforts. Raki Giannakouros, 1640 Lawndale Street, encouraged funding of the Americorps/VISTA position, concurred with Mr. Coffman's comments, and stated that a delay in action regarding a climate action plan will have no effect on reducing greenhouse gas emis- sions by the adopted 2030 deadline. Chad Oberdoerster, 420 Summit Street, questioned the copying and reproduction in- crease in the City Manager's Office bud- get and supported the decision package to join the ICMA and Statistical Analysis Systems program.
