Housing & Community Development Department Director Alvin Nash requests the City
Council set a public hearing for June 1, 2015, for the purpose of disposing of City-
owned real estate at 1598 Washington Street to the Community Housing Initiatives, Inc.
This was previously approved, however, the property was inadvertently conveyed to the
Community Housing Imitative without holding the necessary public hearing.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request City Council approval of the attached
resolution, setting a Public Hearing for the purpose of disposing of City-owned real
property located at 1598 Washington Street, to Community Housing Initiatives Inc.
(CHI). This was previously approved, however, inadvertently conveyed the property to
CHI without holding the necessary public hearing.
Background
As part of the Washington Neighborhood Housing Partnership Agreement between CHI
and the City of Dubuque, dated August 18, 2014, the City agreed to invest with CHI
$500,000 for the purpose of the Project in Dubuque's Washington Neighborhood as part
of the comprehensive neighborhood revitalization initiative.
Discussion
CHI has agreed to accept 1598 Washington Street as a part of the City's Memorandum
of Understanding with CHI. It will be counted as $25,000 toward the $500,000
obligation. CHI has agreed to rehabilitate and resell this property as a single-family
structure, owner-occupied. This property was once a rental so by doing this it will bring
one more owner-occupied property to the neighborhood. There will be no income
restrictions on the persons purchasing the property as there will be no federal funded
program money being used. 1598 Washington Street was purchased using Residential
Rehab Program funds. Those funds have been reimbursed from the sale of general
obligations bonds as approved by City Council on November 17, 2014.
Action Step
The action requested of the City Council is to approve the attached resolution, declaring
the City's intent to dispose of the property and set the date of June 1, 2015 for a public
hearing to receive comments on the proposed sale.
RESOLUTION NO. 166-15
INTENT TO DISPOSE OF AN INTEREST IN CITY OWNED REAL PROPERTY BY DEED TO
COMMUNITY HOUSING INITIATIVES AND SETTING FOR PUBLIC HEARING
WHEREAS, the City of Dubuque, Iowa (City) is the owner of 1598 Washington Street (the
Property) legally described as:
Lot 2 of Lot 1 of Lot 112 in East Dubuque, an Addition in the City of Dubuque, Iowa,
according to recorded plat thereof subject to right to use gas mains in Lot 1 of Lot
112, as granted in Warranty Deed, Book 112TL, page 283, records of Dubuque
County, Iowa; and
WHEREAS, City acquired the Property for the purpose of its restoration and re -sale for
owner -occupied housing in the Washington Neighborhood; and
WHEREAS, City and Community Housing Initiatives (CHI) entered into an Agreement
pursuant to which City will convey the Property to CHI and CHI will rehabilitate the Property
consistent with the Washington Neighborhood Revitalization Strategy as approved by the City
Council; and
WHEREAS, conveying the Property to CHI is consistent with both the Washington
Neighborhood Revitalization Strategy and the City's intent for this specific property; and
WHEREAS, City inadvertently conveyed the property to CHI without holding the necessary
public hearing; and
WHEREAS, City desires to hold the required public hearing and ratify the conveyance of the
Property to CHI.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council shall conduct a public hearing on the proposed disposition
of real estate in the City Council Chambers at the Historic Federal Building, 350 W. 6th Street,
Dubuque, Iowa on the 1st day of June, 2015 beginning at 6:30 p.m.
Section 2. That the City Clerk be and is hereby authorized and directed to publish notice
of the public hearing in the form attached hereto, according to law.

approving a Purchase Agreement with Community Housing Initiatives and disposing of
the City's interest by Deed to Community Housing Initiatives of the following described
real estate (the Property):
Lot 2 of Lot 1 of Lot 112 in East Dubuque, an Addition in the City of Dubuque,
Iowa, according to recorded plat thereof subject to right to use gas mains in Lot 1
of Lot 112, as granted in Warranty Deed, Book 112TL, page 283, records of
Dubuque County, Iowa
At the meeting, the city Council will receive oral and written objections from any resident
or property owner of the city to the above action. After all objections have been
received and considered, the City Council may at this meeting or at any adjournment
thereof, take additional action for the disposition of the city's interest in the Property and
the approval of the Purchase Agreement, or will abandon the proposal. By order of the
City Council the hearing and appeals there from will be held in accordance with and
governed by the provisions of Iowa code Section 403.9.
