Subject: Bid Award — Intermodal Camera Equipment
We are at the point in the construction of the Dubuque Intermodal Transportation Center in
which we have distributed request for proposals for the camera surveillance system.
One of the requirements is that the submittals be reviewed and evaluated by a committee.
The following people have served on the committee to evaluate the RFP submittals.
Chandra Ravada ECIA (City of Dubuque FTA Liaison)
Tony Breitbach Purchasing Coordinator
Brian Warthen Neumann Monson Architects or Designee
Jodi Johnson The Jule
Chris Kohlmann Information Services (Or Designee)
Dave Ness Traffic Engineer
Tim Horsfield Parking Division
Joe Pregler Information Services
Tony Steffen Information Services
This group reviewed all of the submittals, ranked and scored each submittal as identified in
the RFQ and are offering a recommendation for their final selection of a vendor.
The plans and specifications for this portion of the DITC project were all approved when the
entire project was approved in 2014 with the initial bidding of the general contractor. We
received bids from RACOM (Marshalltown, IA), The Baker Group (Des Moines, IA), Per Mar
(Davenport, IA) and Global Security Services.
RACOM scored significantly higher in all areas and was the low bidder in the amount of
$154,524.47, which is within the projected budget for this portion of the project. Therefore,
the committee is requesting your approval and subsequent approval by the City Council for
the award of the camera surveillance system to RACOM.
