Parking Division Manager Tim Horsfield and the RFP Review Committee recommend
award of the Dubuque Intermodal Transportation Center Gate Control Equipment
System Contract to ParkingSoft Inc., in the amount of$287,975. Only two bids were
submitted and ParkingSoft Inc. was the only bidder to certify that they were meeting the
Buy America requirements of the bidding documents.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Subject: Bid Award — Intermodal Gate Control Equipment
We are at the point in the construction of the Dubuque Intermodal Transportation Center in
which we have distributed request for proposals for the gate control equipment and operating
syste m.
One of the requirements is that the submittals be reviewed and evaluated by a committee.
The following people have served on the committee to evaluate the RFP submittals.

This group reviewed all of the submittals, ranked and scored each submittal as identified in
the RFQ and are offering a recommendation for their final selection of a vendor.
The plans and specifications for this portion of the DITC project were all approved when the
entire project was approved in 2014 with the initial bidding of the general contractor. We
received two bids, one from Parking Inc. from Des Moines, IA and the second from Parking
Soft, from Norcross, Georgia. Even though there were two bids, only one bidder would certify
that they were meeting the Buy America requirements of the bidding documents.

ParkingSoft, Inc. scored high in all areas and was the only qualified bidder in the amount of
$287,975.00, which is within the projected budget for this portion of the project. Therefore,
the committee is requesting your approval and subsequent approval by the City Council for
the award of the camera surveillance system to ParkingSoft, Inc.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR PARKING GATE CONTROL
EQUIPMENT AND INSTALLATION FOR THE DUBUQUE INTERMODAL
TRANSPORTATION CENTER
Whereas, proposals have been submitted by contractors for the Dubuque
Intermodal Transportation Gate Control Equipment and Installation (the Project).
Whereas, said proposals were opened and read on the 27th day of February,
2015 and it has been determined that ParkingSoft Inc. of Norcross Georgia, with a bid in
the amount of $287,975.00, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That .a Public Improvement Contract for the Project is hereby awarded to
ParkingSoft, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 1st day of June, 2015.
