Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: May 26, 2015 ✓ SUBJECT: Lowell Street (Abbott to Woodworth) Water Main, Sanitary & Storm Sewer Improvements Project 2015 INTRODUCTION The enclosed resolutions authorize the public bidding procedure for the Lowell Street (Abbott to Woodworth) Water Main, Sanitary & Storm Sewer Improvements Project 2015. BACKGROUND The water main on Lowell Street between Woodworth and Abbott Streets has experienced a number of breaks leading to private property damage; undermining of road base materials; and causing sanitary sewer flooding and overflows leading to claims against the City. The most recent main break on February 27, 2015 caused debris to enter the sanitary sewer system causing a sanitary sewer overflow in the 2400 block of Hempstead Street. The sanitary sewer portion of the project was originally scheduled for CIPP lining rehabilitation in FY2015 between Abbott and Woodworth on Lowell, however it has been determined the very poor condition of the 6 inch diameter pipe is beyond CIPP rehabilitation and it is recommended the pipe be replaced. These improvements are in Consent Decree Sewershed 7 and were identified in the Sewershed 7 Corrective Action Plan as a source of inflow and infiltration. DISCUSSION The improvements proposed included the replacement of approximately 400 LF of 6-inch diameter sanitary sewer between Abbott and Woodworth Streets, approximately 515 LF of 6-inch diameter water main, and approximately 140 LF of 15-inch diameter storm sewer, along with ancillary street pavement and ADA curb ramp replacements. The sanitary will be upgraded to 8" diameter piping. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process June 1, 2015 Publish Notice to Bidders, Advertise for Bids June 5, 2015 Publish Public Hearing Notice on Plans & Specs June 5, 2015 Public Hearing on Plans & Specs June 15, 2015 Receipt of Bid Proposals (Bid-Letting) June 18, 2015 Award Construction Contract July 6, 2015 Project Completion Date November 1, 2015 RECOMMENDATION I recommend that the City Council give preliminary approval to the construction plans and specifications and approve the Resolution of Necessity, establish June 15, 2015, as the date of the public hearing, and hereby authorize the City Clerk to advertise for bid proposals for the Lowell Street (Abbott to Woodworth) Water Main, Sanitary & Storm Sewer Improvements Project 2015. BUDGET IMPACT The project is an unplanned capital improvement therefore project funding is being requested from three funding sources, water utility, sewer utility and storm sewer utility funds. I am requesting the water main replacement funds come from the English Mill Water Main Extension capital improvement, through fund code 7402504. This project is currently on hold and will be subject to funding in later fiscal years. I am also requesting re-prioritization of funded sanitary and storm sewer capital improvements including the sanitary sewer improvements on King Street and Fox & Blackhawk Streets along with the storm sewer improvements at Windsor Avenue. The Bid security must be in the amount of ten percent (10%) of the amount of the contract and must be in the form of a cashier's check or certified check drawn on a state- chartered or federally chartered bank, or a certified share draft drawn on a state- chartered or federally chartered credit union, or the Bidder may provide a Bid Bond with corporate surety satisfactory to the governmental entity. The Bid Bond must contain no conditions except as provided in this section. 120.5 Contract Documents Copies of the Contract Documents may be obtained at the Engineering Department, City Hall — Second Floor, 50 West 13th Street, Dubuque, Iowa 52001 . No plan deposit is required. 120.6 Preference for Iowa Products and Labor By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. 120.7 Sales Tax The Bidder should not include State of Iowa sales tax in its Bid.
