Minutes_Housing Trust Fund Advisory Committee 5 14 15 UNAPPROVED MINUTES OF THE HOUSING TRUST FUND ADVISORY COMMITTEE DATE: Thursday, May 14, 2015 TIME: 7:30 a.m. PLACE: Housing and Community Development Department 350 W. 6th Street, Suite 312, Dubuque IA 52001 Chairperson Jim Holz called the meeting to order at approximately 7:32 a.m. following staff assurance of compliance with Iowa Open Meeting Law. Committee Members Present: Jim Holz John Walsh Sr. Dorothy Schwendinger Amy Eudaley Committee Members Absent: Doris Hingtgen Staff Present: Brenda Henry Kris Neyen Public Present: none Certification of Minutes: February 11, 2015 Housing Trust Fund Advisory Committee Meeting Committeeperson Schwendinger motioned for the minutes to be accepted. Committeeperson Walsh seconded. All in favor. Motion passed and minutes accepted. Correspondence / Public Input None Old Business Update on Rehab and Trust Fund Activities Kris updated the Committee on the Trust Fund activities. We are required to keep all IFA funds separate. The funds available for 13-17 have all been spent. The funds that were available for 14-15 was $90,000 at the time of the report, but as of the date of the Trust Fund meeting, those funds were down to $25,000. There are numerous new buyers in the Washington Neighborhood. Kris then updated the recap of the properties in the Rehab Department. We have transferred two properties to CHI to enable them to rehab the properties to sell. Kris updated the CHI properties available. New Business Review New Rehab Program Guidelines and approve for Trust Fund Activities The programs are going back to original names. The income limits for the programs have gone down instead of up. These income changes came in without any notice from HUD. Kris provided everyone with a recap of what the old programs were and what the programs will be as of July 1, 2015. Our goal is to get back to the programs the money that is collected instead of that money going into the big pot, where we can't reuse it as we would like. Kris reminded the Committee that the City Council cannot overrule the Trust Fund; that the Trust Fund makes the final decision. The old Washington Neighborhood program gave the homeowner$15,000 ($5,000 that was forgiven and $10,000 that was due on sale). The new program offers the homeowners $10,000 with repayments to begin immediately. Another change is that the HOME Workshop is going to be mandated for all Housing loan programs. Jim Holz discussed his feelings on optimizing the 'revolving loans" so that we can continue to help other people. John Walsh motioned to approve the new guidelines. Sr. Schwendinger seconded. All in favor. Motion passed. Information Sharing Kris shared with the Committee a project that some of the Housing staff participated in the Days of Caring with putting on siding on an eye-sore of a home. She shared the difficulties she had in getting the information from the homeowner but in the end, she gained her trust and we were able to help her with a Repair loan so that she could get these repairs done. Amy Eudaley provided information from Hillcrest regarding some programs that are available through Hillcrest Family Services to assist with rent for veterans and individuals with diagnosed mental illness and so many other programs that Hillcrest has available. Adjournment There being no further business to come before the Committee, Amy Eudaley motioned to adjourn. Jim Holz seconded.
