Van Milligen City Manager FR: Mark Dalsing Chief of Police RE: 2015 Justice Assistance Grant (JAG) Application INTRODUCTION: The purpose of this memorandum is to request City Council consideration for the approval of the 2015 Justice Assistance Grant (JAG) application. The two year grant amount is $16,505 and requires no cash match. This is approximately a 20% decrease from the 2014 JAG. The Dubuque Police Department is the fiscal agent for JAG grant funds, with joint allocation funds awarded to the disparate jurisdiction which includes both the City of Dubuque and Dubuque County. The Dubuque County Sheriff's Office, though eligible for funding by its inclusion in a disparate jurisdiction, has been selected to not receive grant funding this year, and agrees to support municipal law enforcement operations with 100% of the funds directed to the City of Dubuque Police Department projects. BACKGROUND: For the past several years, the police department has participated with the Edward Byrne Memorial Justice Assistance Grant allowing the department to obtain overtime funds, equipment, and supplies for various prevention and enforcement activities not covered through the regular budget. Again this year, the 2015 Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides federal criminal justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local units of government with grant funds for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: • Law Enforcement Programs • Prosecution and Court Programs • Prevention and Education Programs • Corrections and Community Corrections Programs 1 • Drug Treatment and Enforcement Programs • Planning, Evaluation, and Technology Improvement Programs • Crime Victim and Witness Programs (other than compensation) Agency allocations are based on a JAG formula and involved agencies have been notified of their potential allocations. The Dubuque Police Department is eligible for $16,505. Agencies are then requested to outline their intentions for the funds. Agencies must submit application materials outlining their intentions for the funds and will then be notified of the results. DISCUSSION: In consideration of the purpose areas, the Dubuque Police 2015 Justice Assistance Grant application requests funds for three key law enforcement components: A) Tactical— Specialty Teams Equipment— Provides funds for uniforms and equipment for the departments tactical and specialty teams as they become worn and damaged, or need immediate purchase based on event or other situational needs. B) Community Resource Officers — Providing funding for interns to work within the Community Policing Division on prevention, research, and non-emergency intervention and support service projects. C) Territory Accountability Design (TAD) and Special Project Overtime — Provides funding for special projects targeting negative trends determined in monthly supervisor TAD review, and other special projects determined by special events or unplanned major events Attached is a portion of the written grant application narrative and budget information detailing the above three components. RECOMMENDATION: The 2015 Justice Assistance Grant provides the Police Department with funds to support the three listed law enforcement initiatives. I recommend City Council consideration to approve the 2015 Justice Assistance Grant application and submit the application by the due date of June 26, 2015 in the amount of$16,505. Funding provides for replacing worn and damaged equipment including but not limited to uniforms, and related non- weapon special equipment required for the specialized duties.
