ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION
March 24, 2015
Lacy Board Room, Carnegie Stout Public Library
The meeting was called to order by Chair Sue Riedel at 4:35 p.m. following
staff assurance of compliance with the Iowa Open Meeting Law.
Commissioners present: Katherine Kluseman, Marina O'Rourke, Sue Riedel,
Ellen Henkels and Jessica Teckemeyer,, J�AxQ 5A (,via -E-eA2V\r
Staff present: Megan Starr and Jill Connors
APPROVAL OF MINUTES of February 24th and March 10, 2015: O'Rourke
made a motion, second by Kluseman to receive and file the minutes. Motion
carried 5-0.
NEW BUSINESS
1. Master Plan Update
Starr explained that the City Manager requested that the signed contract
with Lord Cultural Resources go before the City Council at their April 6th
Council meeting. After the signed Contract is approved, Lord will
coordinate with the Economic Development Department to schedule their
initial visit.
2. Grant Funding Update
a. Workshops —Starr shared that 18 people attended the Operating
Support grant workshop and some attendees expressed their
appreciation for the change in how budgets are submitted.
b. Timeline — Starr distributed an updated timeline for the rest of
FY2015 that details important dates that pertain to the grant
programs
c. FY2016 Budget— Starr explained that the City Council voted to
uphold funding for the grant programs at the same level as
FY2014. Commisioners expressed their gratitude to the Mayor
and City Council and the City Manager for finding the funds to
uphold the funding levels of both programs and for being overall
supporter of the arts.
3. Art on the River Update
Starr explained that the City Council approved the Art on the River
selections and that Matt Moyer who submitted Wedges 3 has
already been contacted to show his work in another community.
Margaret Mear's piece, always the Horrors of War will be the
alternate selected.
4. Arts and Cultural Affairs Coordinator Update
Connors explained that the city has selected three finalists for the
Coordinator position and anticipates that the city will have hired for the
position within a month.
5. Friends of St Mary's —The commission read a letter from St. Mary's
explaining that the scope of their special projects request has changed
and that they are now partnering with Dubuque Old House Enthusiast to
offer day-long programming in April. The commission concurred that the
scope of their project still aligns with their grant request.
ITEMS FROM COMMISION
Commissioners thanked Megan Starr for her service acknowledging this was the
last Arts and Cultural Affairs Commission she would be staffing. Commissioners
reported on their involvement with the Arts and Culture community in Dubuque.
ADJOURNMENT - Teckemeyer made a motion to adjourn, second by O'Rourke.
Meeting adjourned at 5:25 p.m.
