ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION
June 2, 2015

The meeting was called to order by Chair Sue Riedel at 4:35 p.m. following
staff assurance of compliance with the Iowa Open Meeting Law.
Commissioners present: Ellen Henkels, Katherine Kluseman, Marina O'Rourke,
Sue Riedel, Gina Siegert, Julie Steffen, Jessica Teckemeyer

APPROVAL OF MINUTES of April 28, 2016:
Minutes were reviewed. Motion by O'Rourke, second by Siegert, to approve.
Motion carried unanimously (7-0).

Vote on Operational Grant funding recommendations for City Council
Staff had reviewed scores from commissioners on the 16 applications and after
several iterations, proposed the following funding scenario, as it kept the awards
within the allocated budget of$210,000 while granting fair and substantive
amounts to the grantees.
In descending order of average score they were put into groups of 3:
1 st tier capped at $35,000 or received 5% of operating budget
2nd tier capped at $32,000 or received 4.3% of operating budget
3rd tier capped at $30,000 or received 4% of operating budget
4th tier capped at $25,000 or received 3.5% of operating budget
5th tier capped at $20,000 or received 3.4% of operating budget
1 . Dubuque County Historical Society - $35,000.00. Motion by Henkels,
second by Teckemeyer, to approve this allocation. Motion carried
unanimously (7-0).
2. Bell Tower Productions - $14,931 .20. Motion by Henkels, second by
Teckemeyer, to approve this allocation. Riedel recused. Motion carried
unanimously (6-0).
3. Northeast Iowa School of Music - $12,623.01 . Motion by Henkels, second
by Teckemeyer, to approve this allocation. Motion carried unanimously
(7-0).
4. Dubuque Museum of Art - $22,682.16. Motion by Henkels, second by
Teckemeyer, to approve this allocation. Steffen recused. Motion carried
unanimously (6-0).
5. Dubuque Symphony Orchestra - $32,000.00. Motion by Henkels, second
by Teckemeyer, to approve this allocation. Motion carried unanimously
(7-0).
6. Dubuque Arboretum Association - $12,709.15. Motion by Henkels,
second by Teckemeyer, to approve this allocation. Kluseman recused.
Motion carried unanimously (6-0).
7. Dubuque Arts Council - $3,186.78. Motion by Henkels, second by
Teckemeyer, to approve this allocation. Siegert recused. Motion carried
unanimously (6-0).
8. Colts Drum & Bugle Corps - $30,000.00. Motion by Henkels, second by
Teckemeyer, to approve this allocation. Motion carried unanimously (7-0).
9. Julien Dubuque International Film Festival - $15,119.72. Motion by
Henkels, second by Teckemeyer, to approve this allocation. Motion
carried unanimously (7-0).
10. Rising Star Theatre Company - $3,025.34. Motion by Henkels, second by
Teckemeyer, to approve this allocation. Motion carried unanimously (7-0).
11 .Grand Opera House - $23,210.56. Motion by Henkels, second by
Teckemeyer, to approve this allocation. Motion carried unanimously (7-0).
12. Dubuque Chorale - $2,355.66. Motion by Henkels, second by
Teckemeyer, to approve this allocation. Motion carried unanimously (7-0).
13. Fly-By-Night Productions - $390.96. Motion by Henkels, second by
Teckemeyer, to approve this allocation. Kluseman recused. Motion
carried unanimously (6-0).
14.Music Men - $448.28. Motion by Henkels, second by Teckemeyer, to
approve this allocation. Motion carried unanimously (7-0).
15. Dubuque County Fine Arts Society - $2,317.24. Motion by Henkels,
second by Teckemeyer, to approve this allocation. Motion carried
unanimously (7-0).
The Commission determined that it was regrettably unable to fund the Downtown
Dubuque Cultural Corridor, as the application was missing information allowing
the Commission to accurately determine the organization's operational budget.
The Commission requested that staff forward the above allocations totaling
$210,000.07 to the City Council for approval at its next regular meeting.
Score and Discuss Special Projects Grants
General discussion about the application form and need for improvements in the
next grant cycle. Commissioners agreed that discussion of all grant programs
and application process should be a future agenda item.
Commissioners discussed each of the 10 applications alphabetically and their
scores. The following scores were agreed upon out of a total of 115 points:
1 . Clarke University — Theatre on Tour: Elephant and Piggie's We Are in a
Play— 101.57 — Motion by O'Rourke, second by Siegert, to agree on this
scoring average. Motion carried unanimously (7-0).
2. Dubuque Area Arts Collective — EARTH: a DAAC Sustainable and Art
Initiative — 94.86 — Motion by Teckemeyer, second by Kluseman, to agree
on this scoring average. Motion carried unanimously (7-0).
3. Dubuque Chorale - Agriculture Program - 83.14 - Motion by Kluseman,
second by Siegert, to agree on this scoring average. Motion carried
unanimously (7-0).
4. Dubuque County Historical Society - Sherlock Homes and the Clocktower
Mystery- 98.71 - Motion by Henkels, second by Kluseman, to agree on
this scoring average. Motion carried unanimously (7-0).
5. Dubuque Symphony Orchestra - Giselle - 104.83 - Motion by Henkels,
second by Teckemeyer, to agree on this scoring average. O'Rourke
recused. Motion carried unanimously (6-0).
6. Great Midwestern Educational Theatre Co. - Frogwarts School of
Wizardry- 69.43 - Motion by Teckemeyer, second by Siegert, to agree on
this scoring average. Motion carried unanimously (7-0).
7. Julien Dubuque International Film Festival - Stars and Smiles- 91.67 -
Motion by Teckemeyer, second by O'Rourke, to agree on this scoring
average. Motion carried unanimously (7-0).,
8. Music Men of Dubuque Barbershop Chor2015 Annual Show- 73.00
- Motion by Siegert, second by Kluseman -, agree on this scoring
average. Motion carried unanimously (7-0).
9. Rising Star Theatre Company - 2016 Youth Production - Commissioners
agreed that the application was ineligible due to the project taking place
outside of the eligible dates.
10.Steeple Square - St. Mary's Church Stained Glass Restoration
Workshop/Program- 96.14 - Motion by Teckemeyer, second by Siegert,
to agree on this scoring average. Motion carried unanimously (7-0).
General discussion on how to fund the top-ranked projects. Motion by
Kluseman, second by Henkels, to fully-fund the top five projects, with the
remaining balance of the $35,000 budget being allocated to the sixth project, with
the requirement that those funds be returned to the City if the project is unable to
proceed with this partial funding.
The Commission requested that staff forward the following allocations totaling
$35,000.00 to the City Council for approval at its next regular meeting.
1 . Dubuque Symphony Orchestra - $6,000.00. Motion by Henkels, second
by Teckemeyer to approve. O'Rourke recused. Motion carries
unanimously (6-0).
2. Clarke University - $4,350.00. Motion by Henkels, second by Teckemeyer
to approve. Motion carries unanimously (7-0).
3. Dubuque County Historical Society - $8,500.00. Motion by Henkels,
second by Teckemeyer to approve. Motion carries unanimously (7-0).
4. Steeple Square - $8,500.00. Motion by Henkels, second by Teckemeyer
to approve. Motion carries unanimously (7-0).
5. Dubuque Area Arts Collective - $5,429.00. Motion by Henkels, second by
Teckemeyer to approve. Motion carries unanimously (7-0).
6. Julien Dubuque International Film Festival - $2,221 .00. Motion by
Henkels, second by Teckemeyer to approve. Motion carries unanimously
(7-0).
ITEMS FROM COMMISSION
Henkels reapplied for her position on the Commission at the June 1 , 2015 City
Council meeting.
Steffen submitted her resignation, and the rest of the Commissioners thanked
her for her leadership and experience.
