Commissioner Theresa Caldwell called the meeting to order at approximately 5:30 p.m.,
following staff assurance of compliance with Iowa Open Meeting Law.

Commissioner Maloy moved to approve the May 20, 2015 Commission meeting
minutes. Commissioner Hinke seconded. Roll call. All present in favor. Motion
passed.

1 . Match for Lead Paint Hazard Control Grant
a. Letter of Support
The Lead Program is asking for $184,600 over a total of three year grant.
This money will serve 13 single family homes or rental units. Staff Glaser
shared that whenever possible they partner with other organizations to get
more "bang for the buck." Staff Glaser also shared there will be Healthy
Homes funding included to help with any health or safety concerns. This
would go above the lead abatement. Assistance will be given to
households that income-qualify and that have children under the age of 6
in the household. Commissioner Blok moved to approve the letter with the
changes. Commissioner Craddieth seconded. Roll call. All present in
favor. Motion passed.

2. Comments from Long Range Planning Advisory Commission on the
Consolidated Plan
a. Receive and File
Commissioner Caldwell asked that the Advisory Commission correct their letter
correcting the name of the Community Development Advisory Commission. The
Advisory Commission provided comment that there is a need to provide more
resources to create more affordable housing other than owner-occupied housing
to better address the impediments to fair housing. Commissioner Hinke moved
to receive and file the Plan. Commissioner Wainwright seconded. Roll call. All
present in favor. Motion passed.
Reports
Housing Commission Report — The minutes of the Housing Commission were
provided to the Commission. Staff Haugen went over the minutes. The Source of
Income Committee are working on information data and the other group is working on
the public information. Commissioner Maloy asked where information about the "Klan"
was coming from. HUD posed a question on why the "Klan" still lingers in Dubuque.
Staff Haugen stated HUD was questioning why there were several instances of Klan
activity and the City addressed the concern.
Neighborhood Development — Jerelyn O'Connor reported that she has been working
with one of the Source of Income subcommittees engaging citizen participation in the
discussion.
Housing & Community Development Reports — Staff Haugen updated that the
Consolidated Plan was submitted to HUD. They have 45 days to comment and make
suggestions for changes. We are wrapping up our fiscal year, so she will be getting the
year-end reports from the businesses receiving funding. Purchase of Services grants
for the year starting in July. There are some new organizations receiving funds (the
Domestic Violence Center and Almost Home Men's Shelter).
Staff Neyen updated the Commission. The property at 1421 Elm Street will be closing
next week and 2521 Stafford going to close on Friday, June 19, 2015. 767 University is
waiting to get the OK to build a duplex on the land. 2300 Jackson will have the
asbestos removal done on Friday, June 19. 2318 Washington — she is still waiting to
close on it. 1667 Jackson — a CHI project —will be closing on Friday. Three of the new
homebuyers are Section 8 voucher homeowners.
Information Sharing -
Boards and Commissions Picnic - Brenda took a tentative head count to provide.
The Commission was informed they should be receiving something in the mail
concerning this Picnic.
Commissioner Caldwell reminded everyone of the election of Officers being held at the
next meeting on July 15, 2015.

Commissioner Caldwell also asked that the agenda and packets be sent out no later
than the weekend before the meetings in order to be able to read all the information so
they can be prepared for the meeting.
Adjournment
There being no further business to come before the Commission, Commissioner Maloy
moved to adjourn. Commissioner Blok seconded. Meeting was adjourned at
approximately 6:08 p.m.
