INTRODUCTION
The purpose of this memo is to share the recommendations of the consultant hired to
assist the City in evaluating options for a passenger rail station in or near the Port of
Dubuque.
BACKGROUND
In early 2006, the Envision 2010 Committee announced that Passenger Rail Service
was one of the top 10 projects for the Dubuque area. Since that time a committee of
volunteers has been meeting on a regular basis to discuss ways to make this project a
reality.
Shortly thereafter, the State of Illinois Department of Transportation announced that
they were paying for a feasibility study of passenger train (Amtrak) service from Chicago
to Dubuque (via Rockford). This study was released in early 2007 and revised in June
of 2007. The study indicated preliminary infrastructure costs and projected ongoing
operational subsidies to make this link to Chicago workable. The following is a summary
of the financial aspects of the report:

In several meetings since this study was released the Illinois DOT has made it very
clear that the creation of a route that ends in Dubuque will require a financial
commitment from the Iowa DOT as well as by the City of Dubuque. It is possible for the
State of Illinois to end this route in Rockford, Galena, or East Dubuque. If the route ends
in Illinois, it is doubtful that it will be extended to Dubuque in the foreseeable future.
There have been initial discussions between the staff at the Illinois DOT and the staff at
the Iowa DOT to discuss how these capital and operating costs could be shared. The
cost share could be based on miles of track and/or ridership. With the assistance of
ECIA, there has also been a meeting of a coalition of Iowa communities (Dubuque,
Quad Cities, Iowa City/Coralville) in Ames with IDOT Director Nancy Richardson to
begin a dialogue on the process needed to get state funding for passenger rail service.
The IDOT Director and staff appeared very supportive of our goals and have agreed to
facilitate periodic meetings of this coalition. As one would expect, funding (lack of
revenue) is the real impediment from IDOT's perspective.
Based on recent actions by the Illinois legislature, it appears that capital funding for
Amtrak expansions will be delayed until next year (2008). This could actually be
beneficial for Iowa. It allows a little more time to convince our legislature and the Iowa
DOT that funding for Passenger Rail is critical.
The Envision Committee has taken on the task of getting public support behind an effort
to encourage Legislators to allocate funding for Passenger Rail Service in the State
budget. They facilitated a community meeting to advocate this message to over 100
local organizations and service groups. The Envision Committee hopes to create an
aggressive campaign to carry a message to Des Moines that passenger rail is a long
term need for the State of Iowa and that we have a window of opportunity to work with
the State of Illinois to coordinate our efforts.
On July 12, 2007 a delegation of Dubuque representatives attending a meeting in
Galena facilitated by BARC (Blackhawk Area Rail Coalition). Amtrak representatives
were in attendance to discuss the need for adequate rail passenger stations. Due to
recent regulations and ADA requirements, many factors need to be considered prior to
Amtrak approval of a station facility.
In September 2007, the City Council authorized a contract with Frank Hall, a former
Amtrak employee to study and evaluate options for a passenger rail station in Dubuque.
Attached is a copy of his study. The study includes site evaluations, cost estimates and
preliminary site plans.
ALTERNATIVES
The study looked at four possible sites. They include:
1. The rehabilitated rail station (Museum)
2. The side track located parallel to the 3rd Street overpass
3. The Warehouse District (adjacent to Farley Loetcher Building)
4. The proposed Intermodal site (North of McGraw Hill)
According to the study, the site that best lends itself to the construction of a passenger
rail station is the proposed Intermodal transit facility site (see maps on pages 14 and 15
of study).
This site allows for a station stop that could accommodate not only 4 car Chicago -
Dubuque train sets, but the larger train sets required for long distance trains. It would
allow for construction of a minimum 340 ft long, ADA compliant platform with potential
for future growth and expanded appeal for greater tourism and business opportunities.
This site would also promote the "Intermodal" nature of the proposed Intermodal transit
facility by incorporating one more mode of transportation to this project. No other
location within downtown Dubuque, lends itself to such a facility without extensive
infrastructure design.
The study also recommends that overnight storage for the train would best be
accomplished on the side track parallel to the 3rd Street overpass. It is possible to
establish a temporary platform at this site, if construction of the Intermodal facility is not
accomplished in a timely fashion. The projected cost for the platform at the Intermodal
site is approximately $385,000. I anticipated this cost would be incorporated into the
Intermodal transit facility project. The estimated cost to provide for the train storage site
is approximately $137,000. Together, both elements of this project are estimated to cost
approximately $522,000 (see page 25 of the study).
Staff will continue to investigate potential State and Federal funding opportunities to
cover the estimated costs for a passenger rail station in the Port of Dubuque.
It should be noted that any proposed station project will need to be reviewed and
approved by both the CN Railroad and Amtrak.
RECOMMENDATION/ACTION STEP
I recommend that the City Council review the attached Passenger Rail Station Study
and accept the consultants recommendation that the proposed Intermodal transit site is
the best option for a passenger rail station. After the Council has given their support to
the study recommendation, staff can begin discussions with Amtrak and CN Railroad to
get the needed authorization, and continue to investigate State and Federal funding
opportunities to finance a Port of Dubuque rail station.

Rail Station Survey
A well -planned train station is one of the best investments a community can make as it
seeks to expand its appeal for greater tourism and greater business opportunities.
With that, several sites in the downtown Dubuque area were evaluated for opportunities
as potential rail passenger stations. These sites include 1) the Existing Depot/Museum
along Inner Harbor Drive and the Canadian National (CN) main line, 2) the siding north
of the Depot/Museum, 3) the Warehouse District south of 7th Street and 4) a proposed
Intermodal site adjacent to Bell Street and the elevated CN main line
These sites accommodate the City of Dubuque's request that a station have immediate
connection to the downtown business district, tourism destinations, hotels and Casino.
Sites were then looked at to see if they accommodated Amtrak requirements. These
requirements are as follows:
• Adequate space for a 340 foot long by 10 ft (min) platform
• ADA compliance and access
• Clearance and visibility to railroad signals and the CN main line
• Availability of utilities to service any train
• Availability for parking
• Availability for a waiting area either in a present or future depot
• Availability of a Crew sign up room for conductor and engineers
• Accommodations for overnight storage of a 4 car train and locomotive
Additionally, any selected site must be approved by both Amtrak and the Canadian
National Railroad. All plans must then be approved by Amtrak, the Canadian National
Railroad and the Federal Railroad Administration (FRA).

The rehabbed rail depot is separated from the railroad by Ice Harbor Drive. This
newly constructed road limits the space between the road and the railroad in such a
way that a minimum width platform could not be constructed. In addition,
passengers moving between the depot and a passenger train would have to cross Ice
Harbor Drive either at grade or via an overhead bridge with elevators and stairs.
The narrow and varying space between Ice harbor drive will not accommodate any
such improvements and, therefore, renders this site as unacceptable.

Warehouse District
Advantages:
• This location, north of the CN main
line, offers an undeveloped brick
warehouse building that could be

Disadvantages:
• Restricted space - there are 610 ft from
the center of 7th St to the center of the
north bound main line and access
switch to the sidings. A typical 4 car
train consist is approximately 410 ft
long, depending on the locomotive
power used, and at least 185 ft is
needed for clearances at the switch and
heavily traveled 7th St. This barely
allows for a normal train consist to
perhaps use this location, but leaves
zero space for additional cars that may
be required for special occasions, holidays or expansion of service.
• A train on the track closest to the warehouse would block access to an additional
existing industrial track rendering it useless for this service.
• Multiple switch moves across the CN main lines to access the site. To use this site
trains from Chicago would have to move south on the CN & back up across the
north main to access the siding. Trains would need to park with the locomotive
under the overpass and coaches adjacent to 7th Street..
• All trains would have to be push-pull to accommodate this site.
• Security of equipment would be a concern once the full warehouse district is
developed (heavier foot and vehicular traffic).

3rd Street Siding
The siding site, centrally located in downtown
Dubuque, is located immediately north of and
adjacent to the 3rd Street overpass, the
depot/museum and new Casino properties.
Advantages:
• Track is owned by the City of Dubuque
• Easily accessed by a south facing hand
throw switch off of the CN main line.
• Several hundred feet of available tangent
track.
• An existing crosswalk to the
museum/depot complex and parking to the south.
• Excellent, secure location to overnight the train.
• Availability of utilities with adequate available space for 2 coach water cabinets
and a 480V standby power unit.
• More than adequate space for a 340'
platform.
• Accommodations for a crew sign up area
could be found within the close -by
Casino campus or at the Museum -Depot
facility
Disadvantages:
• No available space for a station adjacent
to the platform and track with 3rd Street
on the south and the Casino on the north

• A platform on the south side of the track would present weather related
difficulties with possible splash over from 3rd Street during inclement weather.

property and would require an agreement between the City and Diamond Jo
Casino.
• Construction of a north side platform could present access problems with larger
than 4 car trains and parking or a depot on the south side. Trains longer than 4
cars would block the pedestrian crossing.
• The existing hand throw switch to access the siding is currently out of service and
would require an agreement with CN to put it back in service.

A best location for a platform would be on the right or north side of this siding
Location of a platform on this side would require egress onto Casino property. A
platform on the south side of the siding would subject the platform and those on it to
potential splash over from 3rd Street during inclement weather.

Conclusion:
Assuming an agreement can be reached with Diamond Jo Casino; this site offers the
most immediate and less costly solution for train service in Dubuque. The positive
benefits to this site easily out -weigh any disadvantages. Constructing an ADA
compliant platform on the north side would allow parking and easy platform access for
elderly and handicapped passengers as well as easy access to both the Casino and the
Museum. Once an Intermodal Facility is constructed along the CN main line, this site
could, if so desired, continue as the overnight storages site for the train.

CN Main Line - Elevated Tracks
This location is adjacent to Bell Street and Starr Brewery Drive and southwest of the CN
railroad bridge over the Mississippi River. CN track in this area is elevated.
Advantages:
• Space for a 340 ft long platform with
adequate space for expansion.
• Adjacent to vacant lot with space to
construct a rail passenger station.
• Adjacent to an existing City owned
parking lot.
• Walking distance to Casino and
restaurants.
• Tangent track on CN main with no
switching involved.
• Minimum station dwell time on CN
main line.
Disadvantages:
• The CN main line is on a grade (as
noted on pages 14 and 29).
• Higher construction costs due to the
elevation difference between the CN
main line and parking lot.

Conclusion:
This site lends itself to a rail passenger facility. Part of this site is now occupied by a
City owned, controlled parking lot while the majority of the area is undeveloped
open field. A single story or multi storied facility with a passenger lobby leading out
to the elevated platform is a real possibility for this location. A separate service and
storage track is required and assumed for the siding adjacent to the museum, casino
and 3rd Street.

Future Intermodal Facility
The Construction of an Intermodal Facility would best be achieved at the area adjacent to and
south of the elevated CN main line on the City owned vacant lot and the existing City owned
parking lot. This is an enhancement of the site noted in pages page 6-8.
Advantages to this site:
• An Intermodal facility in this area would be an enhancement for the City of
Dubuque and allow Chicago -Dubuque trains or even future long distance trains to
stop along the elevated main line with passengers accessing the facility through a
system of stairs, ramps or elevators or directly into a second floor waiting room.
• Installation of a north facing switch off of the CN main line west of 5th Street and
alterations to the existing 5th Street crossing, would allow for an additional
station track(s) to be installed south of and along the CN property line. It appears
that a new track would consist of several hundred feet of tangent track with
platforms and train service area, which would allow the Dubuque -Chicago trains
to overnight in a controlled location.
• Construction of an at grade facility could
be constructed with access to an elevated
platform along the CN main line via
stairs, ramps and/or elevator
• Construction of an elevated Intermodal
Facility would allow for more expansive
service with potential for multiple tracks
and bus bays underneath as well as access
to a platform along the CN main line.

Conclusion:
This site offers the best location for constructing an Intermodal Facility within the downtown
Dubuque area, provided construction of a platform on a grade and the installation of an
additional switch with back up move is agreed to by CN and Amtrak. If approved, this site
allows for expanded rail passenger service with multiple tracks and platforms, as noted in the
above sketch, and a defined transportation landmark for the City of Dubuque.

Conclusion and final comments:
In this study we have looked at several locations for a rail passenger station within downtown
Dubuque.
The site which best lends itself to the construction of a true rail passenger station for the City
of Dubuque is located on a vacant lot and City owned parking lot adjacent to the elevated
Canadian National (CN) main line at Bell Street and Star Brewery Drive. Located on the
main line, and not on a siding, this site allows for a station stop that could accommodate not
only 4 car Chicago -Dubuque train sets, but the larger train sets required for long distance
trains. It would allow for construction of a minimum 340 ft long, ADA compliant platform
with potential for expansion.
The site allows for construction of a defined Dubuque Rail Passenger Station or an Intermodal
Facility with potential for future growth and expanded appeal for greater tourism and business
opportunities. The location has access to the CN main line as well as room for future storage
tracks to service the equipment proposed for Chicago -Dubuque train service.
Use of this site, however, would rely on Canadian National Railroad (CN) and Amtrak
approval of construction of a passenger platform along an elevated main line with a grade
differential. Approval for a platform adjacent to the CN main line would, therefore, be the
first and most important step in the process of constructing a rail passenger station at this site.
Construction of future designated station track(s) between 5th Street and the elevated CN main
line would require further approval for installation of a switch and a back up move into the
proposed facility and station tracks. In the mean time, the existing City owned siding adjacent
to the Museum could be used as a storage and service track for Chicago -Dubuque train sets.
No other location within downtown Dubuque, lends itself to such a facility without extensive
infrastructure redesign within the City of Dubuque (such as, for example, relocation of Ice
Harbor Drive or relocating the new Casino).
The city owned existing siding located adjacent to 3rd Street does allow for an immediate and
less costly solution for locating a train station stop within the City of Dubuque. This site,
located adjacent to the rehabbed rail passenger Depot, the Museum and a new Diamond Jo
Casino, is, however, restrictive to future growth. There is no available space to install multiple
station tracks, but the siding does have more than adequate length to properly store a normal
or an extended train set of upwards to 6 cars as well as room to install required utility
components (stainless steel coach water cabinets and a stainless steel 480V standby power
cabinet). Use of the site would require CN approval to reactivate the hand throw switch off of
their main line.
This site has room for proper location of required train service utilities and a passenger
loading platform, with canopy. Locating a platform on the north side of the tracks is

preferable, but it would extend into landscaping for the Diamond Jo Casino parking lot and
would, therefore, require and agreement with the Casino. Space is available to locate a
platform on the south side of the track, but it would abut the 3rd Street overpass and require
alterations to that overpass to prevent splash down during inclement weather. CN permission
to reactivate a hand throw switch to activate the siding would be also required.
One drawback to this site is that there is no available space for construction of an on site rail
passenger station. The rehabbed depot could be used with some pathway accommodations
and internal changes to the facility.
The Warehouse District site south of 7th Street would seem to work for a single 4 car train.
However, this site is restrictive to future growth and access to the site requires some switching
to navigate across the CN main lines.
Review of other sites determined that the area directly across from and west of the rehabbed
rail passenger station would not work due to the location of Ice Harbor Drive. This important
harbor access road separates the depot from the tracks and would prevent installation of a safe
and proper passenger loading platform.
We also determined that the Warehouse District site south of 7th Street seemed large enough
to store a 4 car train consist but was restrictive to future growth.
With that, it is assumed that the City of Dubuque will carefully review and make final
application to Amtrak for a station and platform along the elevated CN main line. Once
approved by Amtrak, the City of Dubuque will make further application to the Canadian
National Railroad prior to beginning construction. All plans as they relate to the station and
passenger platforms must be approved by the CN, Amtrak and the Federal Railroad
Administration (FRA).
No estimate was provided in this report for an Amtrak crew sign up area. Such an area could
be located within a new Intermodal Facility or within the Museum, Casino Annex or in close
proximity to the train storage location. The size of this requirement is fully dependent upon
Amtrak's yet to be discussed program for staffing train service between Dubuque and
Chicago. Note that the above evaluations, conclusions and ensuing best guess estimates are
based on past experience and an understanding of railroad practices. They are subject to
adjustments in local construction costs and requirements of the CN and Amtrak.

Exhibits and Estimates
The following are estimates and sketches for 3 locations or scenarios
surveyed. Estimates are based on knowledge of railroad practice and past
experience. As with all estimates certain factors, such as site access, site
control, local labor and material costs, weather and how contractors
perceive the project will determine final costs. In addition, the Federal
Railroad Administration may impose regulations for platforms that may
cause change to the accepted standard platforms specifications. This
factor would have an affect on costs. An attempt to anticipate these
changes is reflected in the exhibits. With that in mind this section
includes sketches followed by estimates for the following:
1. Intermodal Facility requirements for platforms and station siding west
of Bell Street and north of 5th Street
2. Locating a platform adjacent to the elevated CN main line off of Bell
Street and Star Brewery Drive, with a storage track at the 3rd Street
siding and no Intermodal Facility.
3. Locating a platform along the City owned siding adjacent to 3rd Street,
the Museum and Casino
Due to their limited space, no estimate or sketch was prepared for a
station at the warehouse district south of 7th Street or for installation of a
platform across Ice Harbor Drive and west of the rehabbed train station.

Notes
1 It is expected that the height fcr this platform will be approved at 15 in. above top of rail due to its lacatron
removed from the Canadian National Railroads Main Line and the type of train equipment using this platform.
2 The Americans with Disabdites Act (ADA) requres that ramps be constructed at a 1 12 slope have railing and
does not require raging for slopes of 1:20 The suggested slope fcr egress talrom this platform is 1:20
3 tt is estimated that 3 days of railroad flagging protection will be required to reinstall the hand throw switch
accessing the siding off of the CN main lyre. Raiiraod protective insurance will be required for any war* within
25 feet of the CN Main Line, unless said work is performed by CN forces in lieu of a contracts.
Because the platform project is on City of Dubuque property, no railroad protective insurance or flagging will be
requred to install the platform, 480V standby power or coach water system
