Dear Mayor Buol:
Thank you for your November letter relating to the City of Dubuque's energy efficiency initiatives. Of
the significant components of energy policy, energy efficiency is the most immediate because an
electron you do not use is an electron you save.
My apologies for not responding to your letter earlier. This small office, which was created in Governor
Culver's major energy legislation of the 2007 legislative session, House File 918, has been moving fast
developing rules for the Power Fund and the first annual Energy Independence Plan. As you might
guess, we have been faced with increasing numbers of inquiries, both about state energy policy and
about applications to the Iowa Power Fund.
I am impressed with the array of your initiatives, from the asset map to consumer education about
energy efficiency to a "green" renovation of the warehouse district to the intent to purchase hybrid
vehicles to an encouragement of walking/bicycle paths to the AIA sustainable design process. I know
that Teri Goodmann has been in touch with Bob Mulqueen about some or all of these efforts.
We anticipate that a variety of pilot projects involving community based efficiency efforts and/or public
education about energy efficient practices will be among the pre-applications to the Iowa Power Fund.
The Power Fund's due diligence committee will begin making the first decisions on the pre-applications
which it has received sometime in the middle or last part of January since the Fund's administrative
rules do not go into effect until mid-January.
The previously mentioned legislation from this year, House File 918, specifically states that "the Office
of Energy Independence is established to coordinate state activities concerning energy independence."
In addition to meeting regularly with representatives of at least six state agencies on energy policy, this
office does work with the Climate Change Advisory Council by virtue of the fact that I sit on the Council.
Again, thank you for your informative letter about Dubuque's progressive projects involving energy
efficiency. I hope that we can stay in touch about your efforts.
