The work of the agency is administered by a 27-member tripartite board of directors which includes nine representatives from each of three community sectors: elected public officials; low-income organizations; and private community organizations. Seats on the board of directors are maintained for organizations representing each sector. ~1'1 The City of Dubuque maintains three seats on our board of directors as public officials sector representatives from Dubuque County. Public officials are appointed for one-year terms which expire on December 31, each year. Your current representatives are Ric Jones and Karla Brai A third representative is appointed by the City Manager. This position is currently held by Janet Wacker. With this letter we request to be informed as to who will be your representatives for the 2008 year. As soon as you have made these appointments at your first meeting of the new year, please communicate them to us by letter so that your representatives can be seated at our first meeting in January 2008. Council Member Pat Cline serves in this position. Her term expires January 1, 2008. The Long Range Planning Advisory Commission meets the third Wednesday of each month at 7:00 p.m. The requested action is for the City Council to appoint a liaison to the Long Range Planning Advisory Commission to replace Ms. Cline. LC/mkr DUB INITIATIVES E TO: The Honorable Mayor and City Council Members FROM: Bill Callahan, Dubuque Initiatives Board President ~~,,~,,~„~ SUBJECT: City Council Representatives for Dubuque Initiatives Board of Directors DATE: December 28, 2007 INTRODUCTION This memorandum presents for City Council consideration as to the two City Council Members who sit on the Dubuque Initiatives Board of Directors. BACKGROUND Dubuque Initiatives has been in existence since the 1980's and was originally formed to developed industrial land in Dubuque to facilitate business expansion and recruitment. The organization's mission is to work as a community partner to undertake challenging projects involving job creation and community revitalization that improve the quality of life for the citizens of Dubuque. Dubuque Initiatives has taken a downtown focus in recent years after seeing most of the original Dubuque Industrial Center be developed. Other projects Dubuque Initiatives has been or is involved with are; Weber Building redevelopment, rehabilitation of the former German Bank Building, and planning for the Dubuque Warehouse District. Dubuque Initiatives has a nine member board which consists of the following: • Mayor of Dubuque • Two City Council Members • Dubuque City Manager • Executive Director of the Greater Dubuque Development Corporation • Four At-Large Directors selected by the Dubuque Initiatives Board. DISCUSSION The bylaws of Dubuque Initiatives state "the two City Council members shall be appointed by the Dubuque City Council at the first meeting of the Dubuque City Council in January and immediately take office." Currently, Ann Michalski and Kevin Lynch serve as the City Council representatives. P.O. Box 174.5 DUBUQUE. IA 52004,- 1745 (563) 589-4,393 Since Ann Michalski will be leaving the City Council in January, the Council will need to select a new member to sit on the Board. Dubuque Initiatives believes this person should be committed to the success of the downtown. The Dubuque Initiatives Board regularly meets the second Monday of every month at noon in the City Hall Annex. The Board may move the monthly meeting to a different Monday if attendance is expected to be low at the normal second Monday meeting time. RECOMMENDATION/ACTION STEP I ask that the City Council appoint their representatives to the Dubuque Initiatives Board of Directors at the first council meeting in January which is January 7, 2008.
