SUMMARY: City Manager recommending approval of a resolution authorizing the filing
of an application with the Iowa Department of Transportation for Traffic
Safety Improvement Program Funding for the Northwest Arterial and

City Engineer Gus Psihoyos recommends City Council approval of a resolution
authorizing the filing of an application with the Iowa Department of Transportation for
Traffic Safety Improvement Program Funding in the amount of$410,000 for the
Northwest Arterial and Pennsylvania Avenue right turn lane improvement. If accepted,
the Traffic Safety Improvement Program funding would cover 100% of this cost.
Construction would take place the summer of 2017.
There is no other fee associated with the application process since the City is utilizing
the services of the East Central Intergovernmental Association.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution provides the authorization for the City of Dubuque to officially
submit an application for a Traffic Safety Improvement Grant to assist with funding a
proposed NW Arterial and Pennsylvania Avenue right turn lane improvement.
BACKGROUND
Every year the Engineering Department meets with staff from the Iowa Department of
Transportation Office of Traffic and Safety to discuss and identify intersections having
safety and/or operational concerns. The intersection of NW Arterial and Pennsylvania
Avenue was identified due to the number of crashes that occur.
With the Traffic Safety Improvement Grant having a maximum allocation of $500,000
per recipient, this funding amount would be sufficient to implement a right turn lane at
this intersection.
DISCUSSION
This grant application is requesting funding from the State of Iowa's Traffic Safety
Funds. The location selected is along NW Arterial and Pennsylvania Avenue. Currently
this intersection does not have a designated westbound right turn lane. Adding the right
turn lane will help alleviate traffic congestion on Pennsylvania Avenue and into area
business.
RECOMMENDATION
I recommend that the City submit the grant application with the Iowa Department of
Transportation for a Traffic Safety Improvement Grant to assist with funding a proposed
NW Arterial and Pennsylvania Avenue right turn lane improvement.

BUDGETIMPACT
The total cost of this improvement is estimated at $410,000 all of which would be
requested as part of the grant. If accepted, the Traffic Safety Improvement Program
funding would cover 100% of this cost. Construction would take place the summer of
2017.
There is no other fee associated with the application process since the City is utilizing
the services of the East Central Intergovernmental Association (ECIA).
PUBLIC OUTREACH
Engineering Department staff has met with abutting property/business owners that are
in support of a right turn lane improvement.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution authorizing the filing of
the application with the Iowa Department of Transportation for Traffic Safety
Improvement Program funding for the NW Arterial and Pennsylvania Avenue right turn
lane improvement.

RESOLUTION NO. 280-15
RESOLUTION AUTHORIZING THE FILING OF A GRANT APPLICATION WITH THE
IOWA DEPARTMENT OF TRANSPORTATION FOR TRAFFIC SAFETY
IMPROVEMENTS FUNDING FOR THE CITY OF DUBUQUE NW ARTERIAL AND
PENNSYLVANIA AVENUE RIGHT TURN LANE IMPROVEMENT
Whereas, the increasing growth of traffic volumes, along with operational and safety
concerns, at the intersection of NW Arterial and Pennsylvania Avenue in the City of
Dubuque could be improved by adding a westbound right turn lane; and
Whereas, the City of Dubuque has determined that improvementsto this intersection,
as recommended by the Iowa Department of Transportation office of Traffic Safety, will
improve traffic flow; and
Whereas, the City of Dubuque is seeking the necessary funding for project
implementation, and upon completion, in cooperation with the Iowa Department of
Transportation, be responsible for adequately maintaining and operating the project for
public use during the project's useful life.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA, THAT:
Section 1. The City files this grant application for funds through the Traffic Safety
Improvement Program to fund NW Arterial and Pennsylvania Avenue right turn lane
improvement.
