Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of$14,500 for
Dubuque Community Schools for a variety of production equipment, including a
camcorder, tripod, portable lighting system, microphones and a teleprompter system to
be used to produce programming for its educational access channel.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Commission for a request forfunding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on August 5, 2015, the Commission approved a request from Dubuque
Community Schools for$14,500 for variety of production equipment including a camcorder,
tripod, portable lighting system, microphones, and a teleprompter system with which to produce
programming for its educational access channel.
The application for this request is attached. The Capital Grant for Access Equipment and
Facilities currently has a balance to be awarded for$640,274.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: The Forum at the Dubuque
Community School District is requesting a diverse set of equipment to improve the quantity and quality of
production produced for the Educational Access channel.
For three years we have been borrowing gear from Loras College to complete productions that requires
gear we do nott have. That is becoming extremely difficult to manage as both entities produce more and
better programming.
In particular, we are requesting a video camera that mirrors one we received a couple years ago. That
single camera has been the mainstay of all of our production since 2012. The problem has become that
when we have multiple shoots going on at the same time, we have to borrow from Loras College. We
seek to be self-sufficient and to have identical cameras for multi-cam field shoots. The requested tripod,
P2 cards, camera light, light kit, Iavalier mic and shotgun mics will be used to create a completely
independent second set of gear for our second producer.
We seek a portable field teleprompter that also doubles for studio use. We do not currently have one and
borrow one every 2 weeks, a fairly extensive amount of use.
We are requesting an intercom system. It really serves 2 purposes. The one we currently use for school
board meetings has performed poorly for the 3 years we have used it. It is extraordinarily intermittent.
That is severely limiting during live cablecasts. The requested Eartec system is very reliable, easy to
use, and portable for field shoots so we can get double duty.
The GoPro will be used to procure creative shots that we simply cannot make any other way, but are
increasingly becoming a standard of video production.
The desk microphones will be used to improve the audio acquisition of several school board meetings per
year that are not held at the Forum. Currently, we have no way to gather quality audio for those sites.
This seeks to remedy that situation.

Describe how the community will benefit from your request:: The Forum continues to be the major
provider of video content for the public school educational access station. We seek to produce more
programming for our audience with increasingly better audio/video technical quality. It's no secret that the
Dubuque school district is one of the pillars of the community. Our audience is parents, kids, and really
all Dubuque citizens. We endeavor to keep them all informed as best we can. This equipment helps
make that vision happen.
Thank you for your careful consideration and on-going support of PEG programming and this educational
access, in particular.

The purpose of this memorandum is to request your signature on two copies of a PEG Grant
Agreement with Dubuque Community Schools.
BACKGROUND
At its meeting on August 17, 2015, the City Council approved Dubuque Community School
District's request for funding from the Capital Grant for Access Equipment and Facilities.
Enclosed are two copies of the Grant Agreement signed by School Board President Mike
Donohue.
RECOMMENDED ACTION
I respectfully request that you sign the attached agreements and return them to me. I will send
one to Dubuque Community School District and give the other to the City Clerk's Office.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT •
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
DUBUQUE COMMUNITY SCHOOL DISTRICT
This Capital Grant for Access Equipment and Facilities Award Agreement
(Agreement), dated for reference purposes the j4 day of September , 2015, is
made and entered into by and between the City of Dubuque, Iowa (City) and Dubuque
Community School District (DCSD).
Whereas, Section 6(b) of the Cable Franchise Agreement between City and
MCC Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment
and Facilities for capital support for PEG and I -Net use; and,
Whereas, DCSD has submitted a grant application; and,
Whereas, City has approved the grant application, on the terms and conditions
set orth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN GITY AND DCSD AS
FOLLOWS:
1. City hereby awards a grant (the Grant) to DCSD in the amount af fourteen
thousand five hundred dollars ($14,500.00).
2. The Grant must be used solely for the purpose(s) described in DCSD
application for funding, a copy of which is attached hereto and incorporated
herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. DCSD shall name City as a Loss Payee under DCSD property
insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for non-commercial purposes.
6. All programming produced by DCSD shall air on the shared educational
access channel.
7. Failure by DCSD to abide by the terms and conditions of this Agreement
may result in forfeiture of the equipment and facilities purchased with the Grant.
City shall provide written notice to DCSD of any such failure and DCSD shall
have thirty (30) days in which to correct such failure. In the event DCSD fails to
cure such failure within such thirty (30) day period, DCSD shall within ten (10)
days thereafter return all- equipment and facilities purchased with the Grant and
the balance of any Grant funds remaining to City.
