(CIP 350-2461)

INTRODUCTION
The purpose of this memorandum is recommend a consultant for the Skate Park
Evaluation and Conceptual Design project.
BACKGROUND
The City Council established a Council high priority of development of a skate park for
their 2014-2016 Policy Agenda.. Funding for the project was established as a part of
the budget process. The scope of the RFP included evaluation of current skate parks,
public engagement, conceptual design development, site analysis and determination,
capital and operating costs, fundraising and approvals. This project will determine the
scope for engineering for construction of a skate park which will be done under a
separate RFP.
DISCUSSION
Proposals from qualified consultants to conduct the Skate Park Evaluation and
Conceptual Design Consultant Selection project were solicited. The City of Dubuque
received the three enclosed proposals. The firms are: Pillar Design Studios located in
Chicago, Illinois; Spohn Ranch Skateparks located in Los Angeles, California and
Grindline Skateparks located in Seattle, Washington. The firms and associated costs
are as follows:
Firm Cost
Pillar Design Studios $161295
Spohn Ranch Skateparks $221000
Grindline Skateparks $25,805
1
A consultant selection committee reviewed the three proposals. The committee
consisted of Tony Breitbach, Purchasing Coordinator: Steve Fehsal, Park Division
Manager: Brian Feldott, Recreation Program Supervisor: Wally Wernimont, Assistant
Planner: Laura Bies, Kids in Dubuque Skate(KIDS) and Ben Kahle, KIDS and Reality
Check employee.
After discussion it was decided by the committee to further look into Spohn Ranch
Skateparks and Pillar Design Studios based on the RFP evaluation of criteria and
project scope. Grindline Skateparks was ranked the lowest based on these criteria and
was eliminated from the selection process. The two remaining companies were
contacted to submit a "not to exceed" cost and comments for four references from each
company were also collected. Spohn Ranch submitted a not to exceed cost of$22,000
and Pillar Design Studios submitted a not to exceed cost of$16,295.
The committee met again to discuss the new information and the proposals. The
selection committee unanimously agreed to recommend Pillar Design Studios for the
Skate Park Evaluation and Conceptual Design project. Pillar Design studios has been
involved in over 300 skate park projects and 98% of those projects were with
municipalities. They are also a design only firm which meets the RFP criteria.
BUDGETIMPACT
The budget for the Skate Park Evaluation and Conceptual Design is part of the
$800,000 budgeted for the skate park project (CIP- 3502461) which includes $200,000
to be fundraised by the skate community.
REQUESTED ACTION
I respectfully request City Council's approval to negotiate a contract with Pillar Design
Studios for the Skate Park Evaluation and Conceptual Design project.

project such as this entails.
It is our understanding the City is looking for a Skatepark specialist to evaluate the two
existing skateparks as well as handle site evaluation, design and functionality of the new
Skatepark. The selected consultant should have experience in engaging the local

Skatepark should be of the highest quality standards while following the Cities
sustainable initiative.

Urban Approach To Design
At Pillar, we integrate action sports into our, planning, urban + landscape + environmental
design process. We create sustainable facilities- each with its own character and recognizable
identity. It is always the intention of our business to develop a sense of place and community in
our facilities through our ecologically sound designs that carefully observe the local culture,
climate and environment, and follow an inclusive yet innovative design process.
• Diverse and Functional Designs
Instead of focusing on specific styles (street or transition), we focus our energy in
designing a well-rounded skatepark that allows for ALL styles of skateboarding and
incorporates both consistent flow and progression. Our experienced design staff thrives
on visually pleasing parks that the entire community can enjoy. We create integrated
commonplaces with varied options for the needs of a diverse community, which brings
people together. Our urban-style parks capitalize on the concept of a mixed-use facility
to allow for other recreational activities (i.e. festivals, music concerts, etc.)
• Skate-able Architecture
Skaters, by nature, are artistic and creative individuals. Every community has that
favorite spot the local users frequent. In order for skate-able architecture to be
successful to the users, designers must find ways to blend elements of public sculpture
and site amenities into skate-able art elements. These artistic structures provide
stimulating works of art that can be admired by all community members. Our skate-able
architecture elements are custom designed to meet your local community's needs and to
replicate, improve, and ultimately tap into the local culture and history. We often
collaborate with local artists to further develop appropriate, yet skate-able architecture
for our clients. By doing this Pillar offers opportunities for local members of the
community to showcase their work and be a part of the skatepark design process.
• Sustainable Designs
Committed to GREEN design and construction practices, we have integrated natural
drainage systems, recycled materials, site-specific designs and energy efficient services.
Whenever possible we recommend local labors (for non skatepark specific construction
elements) and materials.
• Skatepark Site Selection
It is always our intention to provide our clients with the best viable option when it comes
to Skatepark Design and Planning. Our years of experience have afforded us the ability
to create tools specifically suited for Skatepark site selection. Your dedicated team
members are licensed professionals with years of experience in the Skate industry.
Beneficial Expertise Specific to the Dubuque Skatepark Project
Skatepark Feasibility/Evaluation
Our masterplan and feasibility experience will ensure success during the evaluation of
the two current skateparks as well as site selection for the new Skatepark. We already
have tools in place that we created specifically for a project such of this. Our masterplan
experience has been a great asset to our clients when walking municipalities through the
process and ultimately offering recommendations when it comes to long-term viability,
maintenance, skate-ability, location, etc.
Experience in all types of Skatepark Construction
o With no affiliation with a builder, material or product—we can ultimately provide
you with a completely unbiased evaluation and proposal.
Modular Equipment Renovation
o Our staff is well versed in Skatepark renovations; we have walked many
municipalities through the options when it comes to upgrading a modular facility.
We will provide recommendations, cost estimates, etc. while evaluating the
existing Skateparks.
Fundraising Support
o We are known for working with our clients and ultimately creating the highest
quality Skatepark, no matter the budget. Just like any park facility, planning and
site specific design play a key role in budget deficits. Pillar has dedicated staff
members that work with local skate groups and municipalities alike to aid in
fundraising. Whether it be grant writing assistance, in-kind donation allocation or
fundraising tools if selected, our team will be available to work with the local
Skate group.
o Phasing of the design —often when funding is ongoing, we recommend phasing
of the design. We can design the park to fit the current budget (actual cash on
hand), with the option to add on to the park (phase 2) in the future. Phase 1 is
completely skate-able and provides a great selling point to boost fundraising
efforts.
o In-Kind Donations - Our team is the leading name when it comes to in-kind
donations and working with municipalities during the construction phase. We
have developed and implemented numerous procedures that allow
municipalities, communities and local business to get involved and help create
their local Skatepark. By working with our clients, we have been able to complete
projects for less than half of the budgeted cost.
Community Involvement
o Community involvement is much more than just a public meeting or two. By
implementing the user's request, we are able to create something that reflects
the area, culture and individuals that make up Dubuque, Iowa. We will use social
media and open lines of communication to ensure the users request are heard.
TEAMWORK
We believe in a collaborative process, a dedicated Project Manager will be assigned to the
Dubuque Skatepark. He will be the main point of contact for both the City as well as the local
users, skate group and community members. This ensures all parties are connected and on the
same page. At the project kick off meeting we will discuss and set project goals and objectives.
By clearly identifying task and providing concise deadlines we are able to manage, conduct and
successfully transition from goal to accomplished task. We will keep an open line of
communication with all involved.
• City Staff—The PM will create an accessible environment through a series of in person
meetings, video and phone calls as well as email and social media.
• Community—The PM will conduct a series of in person public input sessions, using
interactive tools to create an environment that lends itself to an open dialog and
exchange.
Ultimately, the Skatepark is for the residents of Dubuque — our mission is to create a friendly,
open environment where discussion and ideas flow. This is not our Skatepark, we are here to
cultivate and massage ideas into a fully functioning, custom Skatepark.
EXPERIENCE
We hope our experience section show cases our ability as well as diversity in Design, Planning
and Funding Services. We have completed parks all over the world, all with ranging size,
budgets and site restraints and have always met the deadline, requirements and needs of our
clients. Our team specializes in creating parks that will boost the local economy, both during
construction and after the park is open.
Pillar has served as Skatepark Specialist, Designer and Expert for the past 9 years. 98% of our
clientele are municipalities.

phasing and assisting in allocation of funds.
Well rounded designs, incorporating texture, color and high quality materials.
Open communication, Pillar holds a strong emphasis on community input, with tools that
draw and engage the local community.

MONTEZ SKATEPARK
This was a turkey Skatepark project for our team handling all aspects of the Skatepark facility
with a total budget of$461,000. The budget included masterplan design, construction,
stormwater management, restrooms, lighting, fencing and spectator viewing areas. When
designing the Montez Skatepark we felt it was important to have a park like feel, providing a
place for every family member not just the users.

WAYNESVILLE SKATEPARK
Pillar was sought out by the Prime Engineer for this project, serving as Skatepark specialist, due
to our experience in North Carolina and the success of other completed parks in the area. This
10,000 sq. ft. Skatepark project was unique as the shape had already been decided during
earlier public input meetings. Our design team came in and proposed the best possible flow and
design to fit within the given shape.

Skatepark Only: $300,000
This 10,000 sq. ft. park encompasses a street orientated design with numerous obstacles to
increase the flow and overall connectivity. Everything is designed with the idea of not having to
push but allowing the velocity of the features to propel you throughout the park. Pillar handled
all aspects of the Skatepark Planning, Design, Construction Documents, as well as Construction
Administration.
APOLLO SKATEPARK PROJECT
This 10,000 sq. ft. skateboard park was designed with a budget of $300,000. The City of
Kearney dedicated $150,000 towards the project and the Skatepark committee was responsible
for raising the additional $150,000. Pillar worked with the City and the Skaters during the
fundraising stage, by getting the local community involved and incorporating in-kind services the
Skate Committee was able to realize their goal and complete Phase I. The Skate Committee is
currently fundraising for the second Phase — a bowl to be added at a later date.
Pillar worked handed in handed with the City, handling every aspect of the Skatepark project
from Design to Construction Administration. By recommending a local General Contractor for
non-Skate specific elements during construction, we were able to help reduce the overall cost
for construction as well as put some funds back into the local economy.

Project Type: Design bid Build
This project was unique as Pillar was originally awarded Schematic Design only, similar to the
Dubuque approach. After completing the design and creating a realistic construction cost
estimate, the Client as well as the Skate Committee with the assistance of Pillar began the
funding phase. Pillar aided in fundraising and continued to offer support and expertise until all
funds were received. Once the project was fully funded, Pillar began the Design Development
and Construction Documentation Phase. All members listed in this response were a part of this
project, in the same capacity listed.
NYNASHAMVS SKATEPARK PROJECT
The Pillar team was hired by the City of Nynashamns, Sweden, to complete their 10,000 sq. R.
custom concrete Skatepark. Our team had completed another Skatepark in Stockholm Sweden
which has received rave reviews and is continually in use. Even though Nynashamns does
have a modular park in the area, seeing the popularity and need for a quality Skatepark, the City
of Nynashamns put a plan in motion to create their own poured-in-place Skatepark.
After a review of possible site options and a discussion of what the locals would like to see in
their park. Pillar recommend the current site, the site was ultimately selected due to the natural
contours which complement the transitional style park and offered cost saving benefits during
construction. Our Design team worked with the local Skate group and created a symmetrical
design that caters to all levels and all types of skater. This park has a central flow bowl and a
street set up that surrounds it. No matter if you are regular or goofy footed skater this park has
something for you perfect your front side and back side skills.

Pillar Designs worked with us extensively on creating a design that would fit the budget of our small
community and yet still fulfill the main components requested by our local skaters. They took
sketches drawn by our local skaters and worked them into a design using their expertise to make
suggestions that would make the pieces into a more smooth flow to get the most out of the park.
Pillar Designs also worked with local businesses to use in-kind donations which saved our
committee literally thousands of dollars in materials, lodging, equipment rental, etc. The residents
of the Village of Hanover are pleased with our skate park and happy that we had Pillar Design
Studios, LLC design and oversee this construction process. — 212013—Anita Larson, Skatepark
Coordinator— Hanover, IL
It is a privilege to write this letter of recommendation for Pillar Design and its personnel. The community of
Monte Vista had attempted to build a skate park three times before it was finally successful. During the
fundraising, property purchase, and involving the citizens of Monte Vista in the process of building a skate
park, we had eight builder/designers bidding for the contract. Pillar Design was clearly the top choice of all
our committee members and we are pleased to say that we definitely made the correct choice.
From the beginning of the process Pillar Design presented plans and ideas to create a top of the line park.
They designed the park to fit our property and made it a point to understand the needs of the community
and to work with the budget they had to create a park where our youth could spend countless hours without
getting bored or tired of the park. We feel that the design and product they delivered to us was far superior
to other parks in our area.

SUB-CONSULTANTS
Based on the information provided in the RFP and our knowledge of the Skatepark project, we
do not for see a need for any sub-consultants at this time. As the services being requested Pillar
specializes in and handles in-house. With that in mind, if the need arises for in-depth stormwater
management, additional surveys or site information we will work with a local, experienced
Dubuque company. We have already reached out and created a relationship with IIW, P.C. -
Engineers, Architects, and Surveyors. As an established Dubuque firm, they have over 28 years
providing surveying, stormwater management and environmental services. A like-minded
organization, they are a participant of the Petal Project, a program that promotes sustainable
behaviors and business practices. Their experience with the City, the area, as well as expertise
in Stormwater Management and Surveying makes them a perfect fit for our team.
Scope of Services
Pillar understands that many factors determine a successful park - and just like any planning
process, time must be put forth during the initial development process in order for it to be
evident in the final product.
Key Design Objectives:
✓ Public process —community involvement
✓ Designs that consider all ages, styles and abilities
✓ Overall fit within the park complex; integration, accessibility and aesthetics
✓ Site Selection —Considering amenities, safety, access, usage, etc.
✓ Structural and safety standards, drainage, GREEN methods, ADA Compliant
✓ Quality over quantity, designers consider flow, traffic patterns and various users
✓ Creating a recreational space for all community members, incorporation of amenities ie.
lighting, seating, shade ramadas, skate-able art, color concrete, etc.
Skate-able Architecture
Our design team looks forward to working with your local users and community members.
Skaters, by nature, are artistic and creative individuals, we would like to tap into that and create
skate-able architecture. Every community has that favorite spot the local users frequent. In
order for skate-able architecture to be successful, designers must find ways to blend elements
of public sculpture and site amenities into skate-able art elements. These artistic structures
provide stimulating works of art that can be admired by all community members. Our skate-able
architecture elements are custom designed and ultimately tap into the local culture and history.
In Cherokee, NC—we created the tribal logo with staining of concrete, in Atlanta, GA we added
a graffiti wall where local artist are able to showcase their work. In Front Royal, VA we
duplicated a Civil War Cannon and making it into a skate-able pole jam.
Conceptual Design
Once we have reviewed the existing information, visited the sites and gathered input from the
local users, community members and vested team members — conceptual design begin to take
shape. We will provide full color renderings, site specific and custom to the needs of your
community. Our designers will take into consideration budget, ADA compliance, accessibility
and GREEN elements, while balancing flow, terrain and skate-ability of the Skatepark. We have
considerable experience with upgrading above ground slabs into custom concrete Skateparks
and will provide the City of Dubuque with the most cost effective solution(s). The conceptual
designs will be delivered in both 3D and plan view. Simultaneously, our cost estimator and
project manager will be sourcing local labors (for non-specific skate-elements), local materials
and equipment cost to provide you with an accurate preliminary cost estimate. By including
them in the design phase we are able to provide our clients with accurate project budgets.
Cost Control and Budget Management
We have an exceptional track record when it comes to cost estimating and value engineering.
All design staff are educated on the proper construction techniques and standards as well as
have hands on experience in Skatepark Construction. Before finalizing the final design, we
make certain we will meet the project budget without any change orders. Our past experience
not only provides examples of cost control, but we have also developed many programs that
can dramatically reduce the overall construction cost and or add Skate-able square footage
without any additional cost to our Clientele.
PUBLIC INVOLVMENT AND SOCIAL MEDIA
Central to our team's approach is engaging the local Skate community and developing their
ideas into a final concept. It is always our goal to give your community and local users a park of
their dreams, we are here to cultivate and progress their ideas into a fully functioning one of a
kind Skatepark. This is why each and every Pillar park is different and we believe the key to our
success.
By conducting a series of Public Meetings, we are able to involve the local community in
creating their very own Skatepark. We employ an interactive approach, where we provide visual
aids, to help illustrate the different types of Skateparks and what can be done. Having
community members participate with sketching, group discussions and visual aids —we are able
to draw on the local users style, creativity, needs and wants. This open line of communication is
the back bone of our design philosophy.
The public participation process will not be limited to a fixed number of public meetings--which
typically only benefits a small number of the attendees who are available to participate on that
particular day. Instead, our Team intends to reach out to skaters and other members of the
community to the furthest extent possible.
Social Media outreach:
• Facebook: This forum offers us a place to post concepts, messages and directly interact
with interested parties. Users are able to create discussion, send messages and stay
informed throughout the entire life of the project.
• Twitter: Our twitter account will provide updates on status of the project and keep users
current. Connecting to facebook and our blog, this is yet another medium to keep team
members informed and up to date. With the use of mobile applications today, twitter has
been a great way to increase public awareness as well.
• Blog: Our blog was created to inform and update users, communities and municipal
officials. We will continue to post relevant industry articles as well use this forum for
announcements and project updates.
DESIGN TASKS
La — Define Scope, Budget and Collection of Materials
• Our Design process begins with a simple phone conference, this allows us to begin an
open dialog format with the team as well as gather all the necessary information that will
be needed for the Project Kick Off Meeting. By having and reviewing the existing date on
both the old Skateparks as well as the new Skatepark locations we are able to come into
the Project Kick Off Meeting —armed with the needed information to create the
necessary milestones that will make this project a success.
Lb — Meet with City Staff and Committee Members
• The Kick Off Meeting is where all team members (City and Skate Group) are able to set
the tone for the project, discuss goals, expectations, scheduling, budgeting and request
any additional information that may be needed, ie geo-technical report or topographical
survey.
Lc—Evaluation of Current Skateparks
• The Design team will conduct site visits to review the existing Skateparks.
• Discuss safety, maintenance and longevity of current skatepark with both the City, users
groups and general public.
• Provide insight on upgrades, renovations and replacements
• Deliver a written analysis based on the information obtained for the site visit and public
input meetings.
I.d - Public Input Meetings
• The first public input meeting will serve as an introduction of sorts, it gives the
community and users alike to meet our design team, ask questions about our experience
and discuss their Skatepark project in-depth. The meeting will be structured to cover two
main points.
o The old Skateparks, their condition and the needs/wants of the locals.
• Surveys will be distributed that will provide us with feedback needed for
our analysis.
o An introduction of sorts. It gives the community and users alike to meet our
design team, ask questions about our experience and discuss their Skatepark project in-
depth. This section of the meeting is meant to cultivate and grow the user's ideas, get
them on paper and provide a starting point for our Design team.
• We employ an open format that allows attendees to engage directly with
our design staff. Using visual aids, small group sketch sessions and video
tools to engage the local users.
• At the second public input meeting we will provide three custom concepts based on the
skaters comments and request. Our lead design and project manager will walk the
skaters/user groups through the designs discussing the reasoning behind the flow, style,
etc. while gathering comments and actually making tweaks and changes to the design
right in front of the public/users.
• This interactive approach not only helps the users/skaters visualize the final skatepark, it
also provides a sense of ownership and pride as they helped cultivate and form the final
design.
Le — Preliminary Conceptual Design
• After comments, ideas and concerns are heard from the public our design team will
begin development of the conceptual designs, taking into consideration City request and
requirements.
• We would like to recommend phasing the conceptual design. Since fundraising is still
on-going, by phasing the design we can design to both the actual funds received as well
as the funds projected. Phase 1 will be designed to be fully functional and offers the
ability to move forward with construction documents while fundraising continues for
Phase 2. This also provides a visual aid for the Skate group fundraising efforts, proper
phasing can often provide the necessary hype needed for fundraising efforts.
Lf— Location Evaluation and Determination
• The location of a Skatepark can directly affect the success of the park, there are a few
key factors that should be taken into consideration before moving forward. By
addressing these issues before the site has been selected you can often circumvent
some of the questions that may arise from the general public. A few key areas to
consider:
o Noise Impact
o Amenities
o Accessibility
o Safety
o Site Constraints
o Current use of Site
• Final Analysis
Pillar will provide a final written report, that includes a site selection matrix. Our final
report will include the advantages and disadvantages of each site, our scoring criteria
and final recommendation.
• Review Meeting(s)
Throughout our evaluation process Pillar will keep the City appraised of our findings,
documentation and process.
Lg — Fundraising and Approvals
We are more than aware of the process a project such as this entails. We are often sought
out by Skate Committee's and Groups to aid in their fundraising efforts. We have
developed many tools when it comes to fundraising.
• Fundraising Assistance and Tools
o We will provide the Skate group with forms, templates and information to
help move their fundraising efforts forward.
• In-Kind donation allocation assistance
o Pillar is the leading name when it comes to incorporating in-kind
donations. We will provide a detailed material list with specific quantities,
labor, volunteers and donations that will aid in the budget gap.
• Social Media
o Pillar will use our social media channels to engage the community and
spread the word.
• Dedicated Pillar staff
o Grant writing assistance
o In-Kind Donation clarification
o Forms/Templates to draw and engage the community
o Fundraising tips, advice and platforms
• Approvals
o Pillar is able to meet any and all City reviews, requirements and
submittals. Which includes but is not limited to Parks and Recreation
Commission, Planning and Zoning Commission and City Council.

The Park design was approved in April of 2011 and work was done in July/August of
2011. The build was completed on time and under budget with no workmanship or
structural issues of any kind and no failures to date. The park still looks as good as new!
With the addition of the skate park our usage has dramatically increased and has
attracted skaters from outside the county as well.
The design and build experience was exceptional from start to finish and I would highly
recommend working with Pillar Design Studios, LLC.

as a team member.
I would also like to commend you on your understanding of context sensitive site design and
your ability to tie the skatepark into the chosen site. By being able to work with the site
parameters and our park design team, the project truly is a unique space for this entire region
and has been successful beyond our imagination. Once again, we are very pleased that we
