Mike Lipke of Noveon Chemicals and Don Grebe of Manona Plumbing. delivered
presentation on CPVC water distribution pipe. They were thanked and due to time
(5:45pm), meeting had to move to Practical site. Meeting moved to Kerper Court to
administer practical and discuss agenda topics.
Meeting called to order at City Garage by Chairperson Papin after practical of Phil
Schuler had begun at 6:OOpm.
Certification of Minutes, August 30, 2007
Jack Papin read into the record the minutes of the August 30, 2007 Board meeting. He
moved to accept the minutes as read. Harlan Willenborg seconded. All present in favor.
Motion passed.
New Rosiness
1. Discussion on allowing a +/-1" (one inchl tolerance on the ADA water closet
absolute 18" specification.
This is in line with what staff was informed the D.O.J. finds acceptable as
"equivalent". Per Troy at ADA (800.949.4232). Staff informed Board that this
will be universal tolerance enforced by all inspectors and has been discussed and
accepted by Building Department Staff.
2. Discussion of waterproof wall finish (IPC 310.5, IBC 419.3).
Waterproof can be any non-absorbent gloss/semi-gloss enamel provided water
beads off of surface and is not absorbed. Stressed that a common sense approach
will prevail in assessing materials.
3. Discussion of state license.
Due to limited information from IDPH on subject, Staff will keep Board informed
of evolving issues as they become available from the state.

4. Discussed Gas Company meter opening procedures.
Distributed Aquila document describing same.
5. CPVC was discussed at length.
Harlan Willenborg had reservations approving this product at this time due to the
fact that the project it is to be used on has been through the bidding process and
would be unfair to any companies who bid on project using City of Dubuque
approved material (i.e., K or L copper) due to their higher cost.
Another major concern with allowing Noveon's CPVC is that there is a "cell
count" ASTM D17841isting that Noveon would like attached to approval. This
listing is not a currently recognized criterion by the IPC/IRC for CPVC;
furthermore, it is not marked on the product per manufacturer, making it
iiripossible to readily identify in the field. Jack Papin, seconded by Harizui
Willenborg, rejected CPVC for approval. The decision was unanimous by all
Board members present.
6. Permits.
Permits were discussed with regard to their need to be in place prior to start of
work. Harlan Willenborg stated he has been assessed a double fee in the past for
not having permit when inspected. Staff will check with Building Official on how
to uniformly address the issue.
7. Practical Exam for Journeyman.
Practical test for Phil Schuler was concluded at 8:OOpm. He was unsuccessful.

Harlan Willenborg motioned to adjourn. Seconded by Dan Harris. Meeting was
adjourned by voice vote at 8:20pm.
