Dear City Clerk:
The purpose of this letter is to notify you of the Dubuque Metropolitan Area Solid Waste
Agency's FY09 budget and fee schedule, which were approved by the Agency's Board
of Directors yesterday. They will go into effect on July 1, 2008. Copies of both are
attached. The Agency's posted tonnage fee, contract tonnage fee, special waste
tonnage fee, asbestos waste tonnage fee, yard waste tonnage fee, and minimum fees
are not scheduled to increase in the coming year. However, the possibility does exist
that the tonnage fee may need to be increased 45 cents per ton this coming July,
pending a decision by the State of Iowa's Department of Natural Resources (IDNR).
The IDNR has yet to decide as to whether it will require the Agency to modify its two
newest landfill cells. These cells were approved by the IDNR and constructed just four
years ago. However, the IDNR changed its landfill regulations this year and the
possibility exists that it will retroactively apply the new regulations to the Agency's
newest cells. If this happens, this unfunded State mandate will cost the Agency and its
customers over $1,300,000. We will notify you of the State's decision as soon we
become aware of it. We are hoping to receive word by the end of February.
The Dubuque Metropolitan Area Solid Waste Agency is a 28E partnership of the County
and City of Dubuque. It owns and operates essential public utility infrastructure,
including a municipal solid waste landfill, a yard waste composting facility, a
construction and demolition materials landfill, a household hazardous materials
collection facility, an a-scrap recycling program, and multiple recyclables dropoff
stations. The Agency receives no tax or per capita fee subsidies, relying solely on the
fees charged at its facilities to operate as the not-for-profit, solid waste disposal utility for
Dubuque and Delaware counties. It appreciates your past and future support.
