James Edwards submitted a petition with 230 signatures requesting City consideration
of a four-way stop at the intersection of West 3~d Street and Hill Street.
In May of 2006, the City increased the "No Parking" zones at this intersection to allow
for adequate sight distances for motorists. Despite this measure, eight crashes have
occurred at this intersection since the sight distance was improved.
City Engineer Gus Psihoyos provided a recommendation that stop signs be installed on
Hill Street at West 3~d Street, making this a 4-way stop controlled intersection. I have
approved that recommendation.

INTRODUCTION
This memorandum is in response to the November 27, 2007 letter from Mr.
James R. Edwards of 390 Hill Street requesting City consideration of a four-way
stop at the intersection of West 3`d Street and Hill Street. Mr. Edwards has
submitted a petition of 230 signatures, most of who reside within close proximity
to the intersection.
BACKGROUND
The existing traffic control requires vehicles on West 3`d Street to stop at Hill
Street. Both streets are considered collector streets, and streets widths range
from 30 feet on Hill Street south of West 3`d Street to 44 feet on West 3`d Street
west of Hill Street.
Parking is prohibited on the east side of Hill south of West 3`d Street. In an effort
to improve visibility, in May of 2006 the City increased the "No Parking" zones on
the other three legs of the intersection to the lengths required to allow for
adequate sight distance for motorists on West 3`d Street at Hill Street. The two
streets do not meet not at a 90° angle but rather at 63°, making it less than ideal
for observing approaching traffic.
The speed limit on both streets is 25 mph.
DISCUSSION
According to the Manual on Uniform Traffic Control Devices (MUTCD), one of the
warrants for multi-way stop control is based on crashes. The Manual states that,
"A crash problem, as indicated by 5 or more reported crashes in a 12-month
period that are susceptible to correction by a multi-way stop installation". City of
Dubuque crash data shows this number being met in two of the last three years.
Eight crashes have occurred since the sight distance was improved in May,
2006.
Recent traffic counts indicate that the minimum traffic volumes warrants exist for
multi-way stop control.
Traffic data collectors showed that the 85th %tile speed of southbound traffic on
Hill was 35.3 mph. The 85th %tile speed for northbound traffic was recorded at
32.5 mph.
One of the main concerns expressed by the petitioners is the pedestrian safety
issue. While a 4-way stop may provide safer pedestrian crossings, it is important
that in the days and months following such a traffic control change pedestrians
should pay particular caution to crossing at the intersection.
Crashes have not decreased since the sight distance improvements were
initiated in 2006. Therefore, it appears that the next step in improving the
operational characteristics of the intersection would be to provide additional
STOP signs on Hill Street making it a 4-way stop controlled intersection.
ACTION TO BE TAKEN
According to Section 32-17, now known as Section 32-321.237, of the City Code
of Ordinances of the City of Dubuque, the City Manager is authorized to post
signs or direct the placements of signs.
I would recommend that the City Engineer be authorized to approve the
installation of STOP signs on Hill Street at West 3~d Street, making it a 4-way stop
controlled intersection. Engineering would continue to evaluate this intersection
after the stop signs are installed to determine if traffic signals are warranted.

We as concerned citizens of Dubuque, Iowa of Dubuque County by signing below do hereby
petition the Dubuque City Council to pass a resolution to instruct the Engineering Department to
submit to you a justification study and recommendation to revise the traffic control at the
intersection of Hill Street & W. Third from a 2 Way Stop (W. Third) to a 4 Way Stop. This will
involve adding two additional Stop Signs on Hill Street. The improvements to the intersection
made in 2006 (offset white lines on both sides of W. Third, no parking at the NE and NW
comers of Hill Street, and trimming Doris Hingtgen's Blue Spruce Trees) has proved itself to be
inadequate alone to reduce accidents and make the intersection safer.
We as concerned citizens of Dubuque feel this action is justified by the current volume of traffic,
the current speed of traffic on Hill Street, the number of vehicle accidents and the number of
personal injuries caused by the vehicle accidents. According to accident reports compiled by
Shelly of the Dubuque Law Enforcement Center the accident count at this intersection has been
as follows: 6 in 2005 (2 personal injuries), 4 in 2006 (1 personal injury), and 4 in 2007 through
Sept. (3 personal injuries). Since September 2007 there has been (2) more accidents: (1) on Oct.
24th and (1) on Nov. 12th. The accidents and close calls (panic braking) coupled with the speed
of the traffic is of great concern for parents of young children in the Hill/W. Third/Langworthy
Street Historical neighborhood We feel that 4 Way Stop signs are long over due to be installed
at this intersection
We as concerned citizens of Dubuque feel that by adding the 4 Ways stop signs at the corner of
W. Third & Hill Street it will improve the situation in two crucial ways as follows:
1. Substantially reduce the number of accidents at the intersection which will significantly
reduce personal injury and property damage and make it much safer for pedestrians.
2. Slow traffic speed on Hill Street to at or near the 25 MPH speed limit making it a safer
neighborhood for raising children and safer for all pedestrians.

There are 1.30 signatures attached of which 96°/. (221) live within a four square block of the
Hill Street/W. Third intersection. The signatures amount to 95% of all citizens that were
contacted in the Hill Street/W. Third/langworthy neighborhood and eas7y is 90•/. of all
citizens that live in the neighborhood.
It is important to point out that neighborhood citizens believe the decision to change to a
4 Way Stop sign at Hill and W. Third should be based on current traffic and safety
conditions, not any possible future traffic changes that could effect it.
