Introduction
The Community Development Advisory Commission is submitting the attached Fiscal
Year 2009 Annual Action Plan to the City Council for public hearing and approval as
part of the FY 2009 budget. This memorandum requests that the City Council set a
public hearing on the proposed plan for Tuesday March 4, 2008.
Discussion
The Annual Action Plan as shown on Exhibit A presents a plan for the use of
Community Development Block Grant (CDBG) funds for Fiscal Year 2009 as approved
by the Community Development Advisory Commission. The proposed Annual Action
Plan was developed following a series of public meetings in October and November,
during which time the Commission received input on the FY 2009 Annual Action Plan.
The attached FY 2009 Annual Action Plan provides for use of Community Development
Block Grant (CDBG) funds for the anticipated entitlement of $1,252,136, with
anticipated revenues of $449,595 in program income and $25,192 in ED Revolving
Loan Fund, for a total of $1,726,923.
A 30-day comment period as required by the Citizen Participation Plan will begin with
publication of a notice in the Telegraph Herald, Dubuque Advertiser and City website. A
public hearing with the City Council should occur at the conclusion of the 30 day
comment period to discuss the Annual Action Plan.
The Commission reviewed the funding requests that were included in this year's budget
submission. Based on these projected numbers, the total requested FY 2009 Annual
Plan was over budget. Also, the public service expenditures were over the maximum
allowed 15% cap and the administrative expenditures were over the 20% cap.
Therefore, the Commission reduced the budget to meet the required caps and
approved the FY 2009 Annual Plan on December 12, 2007.
Following adoption of a FY 2009 Annual Plan in December, the Commission reviewed
and approved anon-substantial amendment on January 9th that included changes
proposed by the Budget Director. Administrative reductions were based on insurance
adjustments and reducing CDBG funding of Economic Development staff.
At the December public hearing, the Commission heard requests to continue funding
for the Senior Center and to fund the Dubuque Rescue Mission program "Breaking
Employment Barriers".
In prior years, the City Council public hearing has been held during the joint department
budget work session. The final adoption of the plan would take place at the final public
hearing and adoption of the City's annual budget. Adoption by resolution of the City
Council is required prior to submission to HUD.
Recommended Action
I recommend that the City Council adopt the attached resolution setting a public hearing
on March 4, 2008 on the FY 2009 Annual Action Plan as shown on Exhibit A. This is
the date of the department budget hearing for Housing and Community Development.
Final adoption of the Annual Action Plan will occur at the final public hearing and
adoption of the City's overall annual budget in March.

A RESOLUTION SETTING A PUBLIC HEARING ON THE FISCAL YEAR 2009
PROGRAM YEAR 2008) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
ANNUAL ACTION PLAN.
Whereas, the City of Dubuque has, through a series of public meetings and
hearings, finalized a Fiscal Year 2009 (Program Year 2008) Community
Development Block Grant Annual Action Plan addressing both housing and non-
housing needs in the community; and
Whereas, copies of the draft Fiscal Year 2009 (Program Year 2008) CDBG Annual
Action Plan will be available for public comment for 30 days prior to City Council
action; and
Whereas, the City's Community Development Advisory Commission has reviewed
and recommended adoption of the Annual Action Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Historic Federal Building, Council
Chambers, 2"d Floor, 350 West 6"' Street, Dubuque, Iowa at 8:30 p.m. on March 4,
2008 for the purpose of holding a public hearing and taking action on the Fiscal
Year 2009 (Program Year 2008) Community Development Block Grant Annual
Action Plan.
Section 2. That the City Clerk be and she is hereby authorized and directed to
publish a notice of such public hearing and the City Council's intent to review and
take action on the Fiscal Year 2009(Program Year 2008) Community Development
Block Grant Annual Plan.
