The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
Staff Member Kritz reviewed the street rights-of--way, lot configurations and a substandard
parcel. He said that Lot C is substandard as that it does not have the required lot frontage or
area but that it would be replatted and consolidated at a future date. He said that the Final Plat
Riverwalk Eighth Addition is in all other respects in substantial compliance with the subdivision
regulations.
There were no public comments.
The Zoning Advisory Commission discussed the request and felt it was appropriate.
Recommendation
By a vote of 5 to 0 the Zoning Advisory Commission recommends that the City Council
approves the request subject to waiving lot frontage and area requirements for Lot C.
A simple majority vote is needed for the City Council to approve the request.

RESOLUTION NO. 35-08
A RESOLUTION APPROVING THE FINAL PLAT OF RIVERWALK EIGHTH ADDITION
IN THE CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a final plat of Riverwalk Eighth
Addition in the City of Dubuque, Iowa; and;
Whereas, upon said final plat appears streets to be known as Star Brewery Drive
(Lot A) and Bell Street (Lot B), together with certain public utility, storm and sanitary
sewer easements, which the owner, by said final plat, has dedicated to the public
forever; and
Whereas, said final plat provides 0 feet of lot frontage and 461 square feet of lot
area for Lot C, where 50 feet of lot frontage and 5,000 square feet of lot area is
required by Section 42-19(b) of the Subdivision Regulations; and
Whereas, the final plat has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find that
it conforms to the statutes and ordinances relating to it.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the dedication of Star Brewery Drive (Lot A) and Bell Street
(Lot B), and the easements for public utilities, sanitary sewer and storm sewer as they
appear upon said final plat, be and the same are hereby accepted; and

Section 2. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lot C to have 0 feet of lot frontage and 461 square feet of lot area, where 50 feet
of lot frontage and 5,000 square feet of lot area is required.
Section 3. That the final plat of Rivenvalk Eighth Addition is hereby approved
and the Mayor and Ciry Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon said final plat.
Passed, approved and adopted this 22nd day of January, 2008.

SUBJECT: Final Plat Riverwalk Eighth Addition
INTRODUCTION
The submitted final plat re-subdivides existing parcels to reflect the current layout for
Star Brewery Drive and the parking lot associated with the Dubuque Star Brewery
building.
DISCUSSION
The subject property is located at the north end of Bell Street, and includes the
Dubuque Star Brewery Building, the Alliant Energy Amphitheater, parking lot and Star
Brewery Drive. The submitted final plat splits off the right-of-way for Star Brewery Drive
as Lot A, the north end of Bell Street is included as Lot B, the parking lot for the Brewery
complex is on Lot 1, the Star Brewery building itself is on Lot 2, and the Alliant Energy
Amphitheater is on Lot 3. Lot C is a small triangular lot that will be consolidated into
another lot as part of a future plat. Lot C is only 461 square feet in size and is too small
and irregularly shaped to be developed. Alf the property included in the submitted final
plat is owned by the City of Dubuque, and the division is being done to facilitate the
continued development of the site.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission recommend approval
of the submitted final plat Riverwalk Eighth Addition as it is in substantial compliance
with the City of Dubuque Subdivision Regulations, subject to waiving lot frontage and lot
area for Lot C.
