Van Milligen, City Manager SUBJECT: Amending the City of Dubuque Code of Ordinances, Section 34-68 DATE: January 16, 2008 Leisure Services Manager Gil Spence is recommending amending the City of Dubuque Code of Ordinances to allow reservations for park pavilions to be made 23 months in advance, instead of the current ordinance that allows reservations to be made after January 1S' for that year's park season. Spence, Leisure Services Manage SUBJECT: Amending the City of Dubuque Code of Ordinances, Section 34-68 DATE: January 4, 2008 INTRODUCTION The purpose of this memorandum is to request that the City Council approve amending the City of Dubuque Code of Ordinances Section 34-68 Meetings and Gatherings, Allowing Park Group Gathering Reservations to be made 23 months in advance. DISCUSSION The Code now states that pavilion reservations can be made after January 1st for that year's park season. This has been the policy for as long as anyone can remember. I am not sure why, it must have something to do with only wanting to keep track of one year's worth of paper. We now have pavilion reservation software so we do not need to keep track of paper. The software allows reservations to be made during atwenty-four month period, counting the month we are in. Our proposed amendment would allow reservations to be made twenty-three months in advance. Example: July 1, 2008 for a date in June 2010. This amendment will better serve the people renting the pavilions. We have seen a steady increase in the number of wedding receptions in the park and this change will make the wedding planning process much easier. Other events needing more than five, six, or seven months planning will appreciate this change. On January 2nd of this year we had 45 people lined up at our door at 8:00 a.m. to make their pavilion reservation. Seven of those people were here by 7:00 a.m. This amendment will eliminate that rush we have every first working day of the calendar year. As we talked with people on the 2nd and told them of this possible change, we received a very positive reaction. The City of Dubuque Code of Ordinances is amended as follows: Sec. 3458. Meetings And Gatherings: Buildings for group gatherings may be reserved during the open park season by contacting the park and recreation office. Such reservations can be made 23 months in advance. Buildings shall be cleaned up after use by the paAy reserving the same. Litter, cans, paper, waste and refuse shall be deposited in receptacles provided therefor. Section 2.
