Building Services Manager Rich Russell is recommending adoption of the 2006
International Fuel Gas Code published by the International Code Council. This is
needed as a supplement to the International Plumbing Code.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Amending the City Heating, Air Conditioning and Ventilating (Mechanical)

INTRODUCTION: The purpose of this memo is to recommend the amending of the City
Ordinance by adoption of the 2006 International Fuel Gas Code (IFGC) published by
the International Code Council (ICC).
BACKGROUND: The City of Dubuque adopted the 2006 International Plumbing Code
by approving Ordinance 41-07 on July 16, 2007. The City had previously adopted
editions of the Uniform Plumbing Code. The Uniform Plumbing Code contained
provisions pertaining to fuel gas piping installation. The 2006 International Plumbing
Code does not contain these provisions.
In order to have appropriate codes governing the installation of fuel gas piping, the
adoption of the 2006 International Fuel Gas Code is recommended.
DISCUSSION: The adoption of the 2006 International Fuel Gas Code will allow general
contractors, architects, system designers and Building Services staff members to use
an up to date fuel gas code. The adoption of the Fuel Gas Code will have a positive
impact on the ISO rating of the City of Dubuque's Building Services Department.
Mechanical and Plumbing Board members work in most of the activities regulated by
the code and recommend adoption of the International Fuel Gas Code.
RECOMMENDATION: (recommend the 2006 International Fuel Gas Code be adopted.
I have attached an ordinance for the City Council's use.
ACTION REQUIRED: The desired action step is for the City Manager to recommend to
the City Council adoption of the 2006 International Fuel Gas Code.
ORDINANCE NO. 5-08
AN ORDINANCE OF THE CITY OF DUBUQUE, IOWA PROVIDING
THAT THE CODE OF ORDINANCES, CITY OF DUBUQUE, IOWA BE
AMENDED BY CREATING SECTION 24-3 THEREOF PERTAINING TO
THE ADOPTION OF A FUEL GAS CODE FOR THE CITY OF DUBUQUE,
IOWA
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CfTY
OF DUBUQUE, IOWA:
Section 1. That Section 24-3 of the Code of Ordinances of the City of
Dubuque, Iowa be created:
Section 24-3
Except as hereinafter added to, deleted, modrfied or amended, there is hereby
adopted by reference as the fuel gas code of the City that certain fuel gas code known
as the "International Fuel Gas Code°, 2006 Edition, as prepared and edited by the
International Code Council (ICC), and the provisions of such fuel gas code shall be
controlling for the installation, maintenance and use of fuel gas piping systems, fuel gas
utilization equipment, gaseous hydrogen systems and related accessories within the
corporate limits of the City and shall be known as the "Dubuque Fuel Gas Code". A
copy of the International Fuel Gas Code, 2006 Edition, as adopted, shall be on file in the
office of the City Clerk for public inspection.
Section 2. When Effective. This Ordinance shall take effect immediately upon
publication as provided by law.
