Through the informal bid process for public improvements, the Cedar Cross Storm
Sewer Extension Project was awarded on May 12, 2015, to Drew Cook & Sons
Excavating Co., Inc., in the amount of $46,915.90, which is approximately 16% under
the engineer's estimate.
City Engineer Gus Psihoyos recommends that the award for the Cedar Cross Storm
Sewer Extension Project be officially recorded in the minutes of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to officially record in the minutes of the City Council
the award and completion of the Cedar Cross Storm Sewer Extension Project.
BACKGROUND
The City had received several complaints from the property owner of 758 Cedar Cross
Road of soil loss and excessive erosion caused by a City storm sewer outfall. City staff
met with the property owner to discuss necessary storm sewer and drainage
improvements. The property owner has granted a drainage easement to the City to
continue to convey storm water through the property provided improvements were
made.
The Cedar Cross Storm Sewer Extension Project provided for the extension of
approximately 170 LF of storm sewer in order to release the storm water to an area
downstream where the potential for erosion is less. The new outfall discharges to an
area with extensive rip rap based on the designed volume and exit velocities.
DISCUSSION
On May 12, 2015 the City of Dubuque received informal bids for the Cedar Cross Storm
Sewer Extension Project in the amounts of:
Drew Cook & Sons Excavating $ 46,915.90
McDermott Excavating $ 47,224.25
Tschiggfrie Excavating $ 57,039.81
Mainline Excavating $ 61,199.86
Based on Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section 26.14,
through the informal bid process for public improvements, this project was awarded on
May 12, 2015 to Drew Cook & Sons Excavating of Dubuque, IA, in the amount of
$46,915.90. This is approximately 16(%> under the Engineer's estimate.
