Minutes Civil Service 12 13 07CIVIL SERVICE COMMISSION MINUTES Date: Thursday, December 13, 2007 Time: 11:00 a.m. Place of Meeting: City Hall -Conference Room B Present: Chairperson Merle Duehr, Commissioners Loras Kluesner and Paula Gieseman Also Present: Fire Chief Dan Brown, Police Chief Kim Wadding, Assistant Police Chief Terry Tobin, Personnel Manager Randy Peck, Police Officer Nick Schlosser, Kurt Rosenthal, John Rosenthal. Approve Minutes of October 31, 2007 Motion by Gieseman to approve the minutes from October 31, 2007, as submitted. Seconded by Kluesner. Motion carried 3-0. 2. Establish Passing Point and Certify List for Position of Firefighter Motion by Duehr to establish a passing point on the November 17, 2002, Firefighter examination at 70 and above correct answers. Seconded by Kluesner. Motion carried 3-0. Motion by Kluenser to certify the list of candidates as read. Seconded by Gieseman. Motion carried 3-0. 3. Communication from Kurt W. Rosenthal Appealing his Termination from the City of Dubuque Police Department Motion by Gieseman to set a hearing for Wednesday, December 19, at 9 a.m. (location to be determined). Seconded by Kluesner. Motion carried 3-0. 4. Communication from Mark Murphy Regarding Firefighter Entrance Examination Motion by Gieseman that it is appropriate for Mark Murphy to retake the Firefighter Examination as he was no longer in a Civil Service position at the time the opening occurred. Seconded by Kluenser. Duehr referenced information from past Commission minutes where the Commission had concurred in the case of Terry Dolan that retesting was not necessary. Peck stated that in that instance the employee was in a position which was covered by Civil Service at the time the request to move was made. In this case, Mark Murphy's position is exempt from Civil Service coverage and, therefore, he needed to retest. Gieseman said that she recalled Police Officers having to retest for Civil Service if they had taken non-Civil Service positions elsewhere, but asked if there was a timeline provision for returning. Peck said that there is some ability for that within the City's union contracts, but not in this case. Motion carried 3-0. 4. Request to Schedule Entrance Examination for the Position of Video Producer Motion by Gieseman for the City to administer atake-home test for the position of Video Producer with dates for requesting and returning applications and examinations to be determined. Seconded by Kluenser. Peck reiterated the recommendation from his memo that atake-home test be allowed for this position. The exam would be sent out with requests for applications. Both request and return dates will require a postmark. Motion carried 3-0.
