Minutes Community Development Comm 1 9 08MINUTES OF COMMUNITY DEVELOPMENT ADVISORY COMMISSION MEETING DATE: January 9, 2008 TIME: 5:30 p.m. PLACE: Historic Federal Building, 2°~ Floor 350 W. 6~ Street, Dubuque, Iowa 52001 Chairperson Gukeisen called the meeting to order at 5:30 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Mike Gukeisen Theresa Caldwell Paula Maloy, SVM Hilary Stubben Tom Wainwright Commissioners Absent: Janice Craddieth Staff Present: Aggie Tauke Joleen Patterson Public Present: Chuck Isenhart David Oliver David Shaw David Hams Kris Neyen Jerelyn O'Connor Review and Certification of Minutes from December 12, 2007 Meeting Commissioner Maloy moved to approve the minutes as submitted. Commissioner Caldwell seconded. Roll call. All present in favor. Motion passed. Corresaondence / Public rout None. OId Business None New Business Public Hearing: FY2008 CDBG Annual Plan Amendment Aggie Tauke reviewed the proposed amendment in the FY08 Annual Plan. They were as follows: $30,000 for the Lead Paint Hazard Control Program; $180,000 for the Multi-Cultural Center to expand to a new location; change the program from `Commerciall Industrial Building Rehab loans/Cottingham & Butler' to "Demolition and Construction/Cottingham & Butler" with the same $320,000 in funding; $4,622 to fund the Dubuque Rescue Mission to create a job readiness program and $6,747 to help fund a new full-time Housing Inspector position to work exclusively in the downtown neighborhoods. Commissioner Maloy moved to open the public hearing. Commissioner Wainwright seconded. Roll call. All present in favor. Motion passed. No public present, Commissioner Maloy moved to close the public hearing. Commissioner Caldwell seconded. Roll call. All present in favor. Motion passed. Commissioner Caldwell moved to approve all as proposed excluding the Multi-Cultural Center funding, as she felt she had a conflict of interest. Commissioner Paula seconded. Roll call. All present in favor. Motion passed. Commissioner Maloy moved to approve the Multi Cultural funding as proposed. Commissioner Stubben seconded. Roll call. Caldwell-abstain. All others present in favor. Motion passed. FY2009 Annual Plan Amendment Aggie reviewed the proposed non-substantial amendment would include the following changes: increase Housing Code Enforcement by $20,000; decrease Rental Unit Rehabilitation by $1,968; decrease Economic Development Services and Staff by $512; decrease Child Care Resource and Referral by $775; decrease Planning City Planning by $16,472. Aggie also stated that our proposed entitlement of CDBG funding is anticipated to be reduced by possibly 3.2% from last year, which would cause another amendment to the FY09 Plan. As of date, no official notice has been received by HUD. Commissioner Maloy moved to approve the FY09 Annual Plan amendment as submitted. Commissioner Caldwell seconded. Roll call. All present in favor. Motion passed. Community Partnership (cp2) Program Review Aggie stated that the cp2 program has $41,725 available for FY2009, which begins July 1. She stated that application will be available starting February 11 and due March 26, 2008, and requested two Commission members for the Review Committee. Commissioner Caldwell and Stubben volunteered. Information Sharing FY200813t Quarterly Performance Report Aggie briefly reviewed the F2008 Quarterly Performance Report and stated that $306,053 have been expended with a balance of approximately $2.5 million remaining in CDBG funds. NCDA Winter Conference, Washington DC Aggie stated that she will be attending the NCDA Winter Conference on January 22, 2008, and will be visiting with Congressional representatives regarding CDBG funding.
