Minutes Housing Comm 11 27 07MINUTES OF HOUSING COMMISSION MEETING DATE: 27 November 2007 TIME: 4:00 PM PLACE: Housing and Community Development Department 350 West 6th Street, Suite 312, Dubuque, IA 52001 Commissioner Kapler, following staff assurance of compliance with Iowa Open Meeting Law, called the meeting to order at 4:00 pm. Commissioners Present: John Plein Jim Holz Char Eddy Dave Kapler Dorothy Schwendinger, OSF Judie Root Linda Frommelt Commissioners Absent: Staff Present: Angela Mozena William Helling Dorothy Culberston Joleen Patterson David Harris Janet Walker Kris Neyen Angela Daniel Review and Certification of Minutes of 30 October 2007 Commission Meeting Commissioner Holz moved to approve the minutes as submitted. Commissioner Root seconded. Roll call. Chairperson Kapler and Commissioner Frommelt- abstain. All others present in favor. Motion passed. Public Input None. Old Business Follow-up on Rueben Aleica Request Commissioners reviewed all correspondence exchanged between David Harris and Joan Frommelt. The commission received and filed the correspondence. Request from Michelle Mihalakis for Project-Based Housing Vouchers David announced that Michelle Mihalakis had voluntarily withdrawn her request due to high construction costs. New Business Request for Exception to Lending Guidelines David gave a brief history of the HEART Home Project (Housing Education And RehabilitationTraining). Joleen Patterson presented the proposal for the purchase of one of the HEART homes. The prospective buyer is a single, working mother with three children. The proposed rehabilitation construction would include an apartment built on one-third of the upper floor. The purchase price is $35,000 with proposed rehabilitation cost of $112,000, bringing cost to $147,000. The buyer will put 3% down on the purchase price. Staff is recommending that the Commission waive the present guideline to provide an additional $50,950 in a forgivable loan. Commissioner Eddy verified that the buyer's credit is solid and that the first mortgage has already been approved. Commissioner Eddy then moved to approve the proposal as recommended. Commissioner Plein seconded. Roll call. Commissioner Holz -nay. All others present in favor. Motion Passed. "Discussion was opened on the appraised value of the property. Staff is approved to authorize a loan up to 100% of the appraised value of the property. The Commission has granted up to 120% of the appraised property value in the past. Commissioner Schwendinger moved to authorize a loan in excess of 120% of the appraised property value to be additional forgivable funds up to a maximum of $147,000. Commissioner Root seconded the motion. Roll call. Commissioner Holz -nay. All others present in favor. Motion Passed. Request for appeal from Alisa Thomas Janet Walker confirmed that Ms. Thomas was given proper notification of the Commission meeting. As Ms. Thomas was not present to state her case, Commissioner Eddy moved to deny the request for appeal. Commissioner Plein seconded. Roll Call. Commissioner Frommelt - abstain. All others present in favor. Motion passed. Request for appeal from Don Brenner Janet confirmed that Mr. Brenner was given proper notification of the Commission meeting. As Mr. Brenner was not present to state his case, Commissioner Eddy moved to deny the request for appeal. Commissioner Root seconded. All present in favor. Motion passed. FY07 Section 8 Management Assessment Program Rating David congratulated the Section 8 Staff on achieving a High Performance Rating from the U.S. Department of Housing and Urban Development for FY07. Janet commended the Section 8 staff for excelling beyond the targeted goal. She also extended her recognition and thanks to the other staff that had contributed to the effort necessary to achieve a high rating. Commissioner Schwendinger questioned why there were no points given for the FSS program on the rating scale. Janet clarified that while the FSS Program is currently in operation, it is no longer a mandatory requirement for Section 8 Participants. Therefore, no points are allotted for this category. Commissioner Orientation Materials Chairperson Kapler reviewed the Housing Commission Mission and Functions. He stated that housing is a critical part of the economic and community development of Dubuque and that supporting housing programs helps stablize the community. He concluded by commending the Commission for demonstrating the courage to deal with difficult issues and the commitment to pursue solutions. Adjournment There being no further business to come before the Commission, Commissioner Eddy moved to adjourn the meeting at 5:15 pm. Commissioner Schwendinger seconded. Motion passed by voice vote.
