held on March 13, 2008, at the Grand River Center in Dubuque from 7:30 a.m. to 4:00

INTRODUCTION
The purpose of this memorandum is to provide information about the Low Impact
Development (LID) Workshop that the City of Dubuque is co-sponsoring to fulfill one of
the City's National Pollution Discharge Elimination System (NPDES) stormwater Permit
requirements.
BACKGROUND
The Clean Water Act (CWA) of 1972 prohibits the discharge of pollutants into waters of
the United States from a point source, unless permitted by an NPDES permit. Point-
source pollution is categorized by the ability to clearly identify where the pollutant enters
a lake, creek, stream, river, etc. In 1987 the CWA was amended to target non-point
source pollution such as stormwater runoff.
On December 8, 1999, the NPDES Phase II requirements were published in the Federal
Register mandating that the City of Dubuque obtain an NPDES permit for stormwater
runoff. As outlined in the Federal Register, the permit must include six minimum control
measures. They are:
1) Public education and outreach;
2) Public involvement and participation;
3) Illicit discharge detection and elimination;
4) Construction site stormwater runoff control;
5) Post construction stormwater runoff control; and
6) Municipal operations and good housekeeping.
On November 1, 2004 the City Council adopted Resolution 413-04, approving the
NPDES stormwater permit authored by the Iowa Department of Natural Resources (see
attachment) for the period of September 1, 2004 to August 31, 2009.
DISCUSSION
The City's NPDES stormwater permit requires that the City:
• Conduct or sponsor workshops intended to educate developers, builders,
contractors and consultants about ways in which developments and
construction sites can be designed and maintained to implement erosion
and sediment control and to improve the quality of storm water runoff;
• Conduct or sponsor workshops intended to educate developers and house
builders about ways low impact development and new design techniques
that include structural best management practices can improve the quality
of storm water runoff; and
• (Train) municipal employees regarding practices to be implemented in city
operations to reduce pollutants in storm water.
To fulfill these requirements, the City of Dubuque is co-sponsoring the Low Impact
Development Workshop to be held at the Grand River Center on March 13, 2008. Other
co-sponsors include the Dubuque Soil and Water Conservation District and Durrant.
The workshop is a one-day event designed for builders, planners, contractors,
developers, and engineers. The agenda will cover such topics as:
• An overview of LID practices and procedures;
• Smart Construction: Construction Site Inspections and Erosion/Sediment Best
Management Practices;
• stormwater Management with Amended Soils and Landscaping to be Proud of;
• stormwater Best Management Practice -Low-Interest Loans from the IDNR;
• Post-Construction Practices From Across the State; and
• Design for Sustainable Systems (Keynote Presentation)
The keynote speaker will be James Patchett, RLA, ASLA, LEED®-AP. In over 25 years
of practice, Jim has worked for a public conservation agency, and both large and small
private sector design and environmental consulting firms. Jim combines his expertise
and training as a landscape architect and hydrologist in the development of natural
resource-based site planning and design techniques that involve integrating innovative
stormwater management and ecological restoration strategies into built environments.
While co-sponsoring the workshop was done in part to fulfill City NPDES permit
requirements, the subject matter of the workshop is also consistent with one of the City
Council's top priorities. The Dubuque City Council identified the designation of Dubuque
as a Green Community as one of its top priorities at their annual goal-setting session in
2006 and again in 2007. The workshop is also related to the work of the Sustainable
Design Assessment Team (SDAT) and the Green City Task Force.
Coupled with the fact the City's NPDES permit requires the training of employees on
ways to reduce pollutants in stormwater and that various "Green City" initiatives are
currently underway, City staff, the Environmental Stewardship Advisory Commission,
the Zoning Advisory Commission, and SDAT members would be able to attend with free
admission.
RECOMMENDATION
I recommend that City staff provide the attached information about the workshop to the
City Council, Environmental Stewardship Advisory Commission, Zoning Advisory
Commission, SDAT members, Sustainable City Task Force members and citizens
throughout the community who may be interested in attending.
BUDGET IMPACT
The City is supplying the venue and food for the event. The City's cost will be
approximately $1,500 and will depend on the number of attendees. Funding will come
from the City's NPDES Permit Compliance Program (CIP 7201355).
ACTION TO BE TAKEN
I respectfully ask that City staff provide the attached information about the workshop to
the City Council, Environmental Stewardship Advisory Commission, Zoning Advisory
Commission, SDAT members, Sustainable City Task Force members and citizens
throughout the community who may be interested in attending.
