Neighborhood Development Specialist Jerelyn O'Connor is recommending approval of
an application to the Iowa Department of Cultural Affairs for an Iowa Community
Cultural Grant.
The City Council identified Arts and Cultural Affairs as a top priority in 2002. Since then
numerous initiatives have been implemented including 1) creation of an arts and culture
special projects grant program; 2) creation of an arts and culture operating support
funding program; 3) Art on the River public art initiative; 4) creation of an Arts and
Cultural Affairs Advisory Commission (ACAAC); 5) Designation of Downtown Dubuque
as a State of Iowa Cultural Corridor. Since July 2005, there has been budgeted staff
support of .10 FTE (4 hours/week) of the Neighborhood Development Specialist position
to provide staff support to the Commission and to coordinate the various arts initiatives
such as Art on the River. A budget improvement request was submitted for funding for
a 20 hour/week Arts and Cultural Affairs Coordinator to provide additional staff support
for these arts initiatives.
The Fiscal Year 2009 recommended budget provides funding for approximately a seven
hour per week position. The proposed Iowa Community Cultural Grant Application
requests $13,750 in grant funding to supplement the recommended City funding for this
position. If the grant funding is approved, the position would be a 20 hour per week
contracted arts and cultural affairs coordinator. The creation of this position has the full
support of the Arts and Cultural Affairs Advisory Commission. The coordinator will work
closely with the Commission under the supervision of the Neighborhood Development
Specialist to promote and increase awareness and market the arts and activities,
facilitate and convene partnerships, develop funding support and allocate budgeted
funding for the arts and cultural activities. The new position will enable the City to
enhance Art on the River, its public art program, by creating standards of excellence
using regional, state, and national models.
Should the City Council not approve the Fiscal Year 2009 budget recommendation for
the City funding for aseven-hour per week contracted position, this application would be
withdrawn.

Discussion
The FY 2009 recommended budget provides funding for approximately a 7 hour/week
position. The proposed Iowa Community Cultural Grant Application requests $13,750 in
grant funding to supplement the recommended City funding for this position. If the grant
funding is approved, the position would be a 20 hour/week contracted arts and cultural
affairs coordinator. The creation of this position has the full support of the Arts and
Cultural Affairs Advisory Commission. The coordinator will work closely with the
Commission to promote and increase awareness and market the arts and activities,
facilitate and convene partnerships, develop funding support and allocate budgeted
funding for the arts and cultural activities. The new position will enable the City to

the recipient of numerous awards recognizing its contributions to arts and culture. Among them are Iowa
Great Places, the state's first Cultural District and most recently, The All-America City Award. And, the City's
Comprehensive Plan (updated and approved in January 2008), has enumerated seven Cultural Arts Goals that
address the arts as "an important aspect of our community's basic quality of life." The City is actively engaged
in aggressively expanding accessible and affordable arts and cultural opportunities for all of its citizens.

The City of Dubuque is creating a new City staff position that will collaborate and partner with the Arts and
Cultural Affairs Advisory Commission and members of the community to manage existing arts and culture
programs and develop new initiatives. In August 2002 the Dubuque City Council officially recognized the
importance of arts and culture to Dubuque's growing creative economy and designated "Arts Policy and
Funding" as a priority for the first time. Since then much has been accomplished, yet opportunities remain to
expand and strengthen Dubuque's cultural vitality. In 2004 the City Council approved an Arts and Cultural
Affairs Advisory Commission, $35,000 in annual arts project grants and creation of a Downtown Cultural
Corridor. A $200,000 annual operating support funding program was established in 2005. While the city has
forwarded the place of arts and culture in establishing a commission and initiating grant programs, it has not
sufficiently allocated City staff to support these initiatives. This new part-time coordinator will work closely
with the Commission to promote and increase awareness and market the arts and activities, facilitate and
convene partnerships, develop funding support and allocate budgeted funding for the arts and cultural
activities. In addition to administering the work of the Commission, the new position will enable the City to
enhance Art on the River, its public art program by creating standards of excellence using regional, state and
national models. The Coordinator will provide critical support and resources for the number of organizations
that are volunteer driven resulting in numerous opportunities for people of all ages and means to enjoy.
Historical, Ethnic, Cultural and Tourism Value and Quality of the Proposed Project Up to 150 words (1200 characters)
How will your project develop Iowa's cultural, arts, and/or historic resources for the benefit of the public? (Up to 20 or 30 points)
The Arts and Cultural Affairs Coordinator will enable the City to 1) increase awareness of arts and cultural
affairs through additional marketing and public relations, 2) develop relationships and work with Dubuque's
historical and cultural organizations, 3) increase communication and opportunities for participation by
Dubuque's ethnic populations through neighborhood associations and its new Multi-Cultural Family Center
and, 4) seek additional funding to provide financial opportunities for artists and arts and cultural
organizations. The City's Comprehensive Plan encourages education about the benefits of historic
preservation to the community's quality of life, economic development efforts, tourism, and tax base
enhancement. Additionally, the coordinator will be able to provide valuable information about the economic
impact of arts and cultural organizations demonstrating their importance to the business community
improving quality of life and attracting new citizens to Dubuque. Further, the City markets itself as a major
tourist destination featuring world class museums, cultural opportunities, and historic architecture.
Number and/or Impact of Full- or Part-time Jobs for Iowans Up to 150 words (1200 characters)
Describe the number, type and/or impact of full- or part-time direct employment that this project would create for current Iowa
Residents. (Up to 20 points)
',The newly created Arts and Cultural Affairs Coordinator position will create apart-time employment
',opportunity for one person. Additionally, as the City's Art on the River project is expanded, more Iowa artists
'will have the opportunity to make application for the program, create works for installation and receive a
stipend through the program. Additionally, the Arts and Cultural Affairs Advisory Commission has a goal to
'seek additional funding for the operating support grant program and the project support program. As that
occurs, additional employment opportunities, both full-time and part-time, may be created for Iowans as
programs and projects are expanded through the grant making process. Through the publicity generated
with this position, artists, writers and musicians will be made aware of more employment opportunities
through arts and cultural organizations funded through the City's operating support and project grant
programs.
Use of ICCG Funds Up to 150 words (1200 characters)
Describe specifically how you will use ICCG funds. (Up to 10 points)
ICCG Funds will be used to hire apart-time (approximately 20 hours per week) contracted position, the Arts
and Cultural Affairs Coordinator. The City of Dubuque will provide matching funds of $12,250 towards the
Coordinator's pay. The City of Dubuque has also budgeted funds for the coordinator's reimbursable
expenses, i.e., mileage, copying, postage. The ICCG grant funds will enable the city to create an attractive
half-time contracted position to increase the effectiveness and reach of the city's significant arts initiatives.
Innovation of the Proposed Project Up to 100 words (800 characters) , up to 10 points
With this application, the City is seeking first time funding to create a part-time contract position for arts and
cultural affairs. By doing so, Dubuque is demonstrating its belief and recognition of the importance of arts and
cultural organizations and the economic impact on the people in its community. It recognizes the
significance of expanding affordable and accessible cultural arts activities and resources for its citizens.
Dubuque's arts organizations have a history in collaborating to advocate for support and funding for the arts.
The collaborative nature is what makes this position innovative. The coordinator will work directly with the
seven member volunteer Arts Commission and provide "glue" for the 20 organizations active in the Dubuque
Cultural Alliance.
Collaboration and Partnerships with other Interested Entities Up to 200 words (1600 characters)
Describe all partnerships and primary participants and their roles in the project. Explain how the community will be involved. Letters
from collaborating partners and community organizations (required) will be considered for scoring in this section. (Up to 20 points)
The City of Dubuque has a long and successful history of community partnerships. The arts are now poised as
a critical element in revitalizing the Downtown Cultural Corridor, the Warehouse-Millworking District and
areas citywide. In 2005, as part of a community wide "Visioning" process Envision 2010, citizens identified ten
key projects, five involving arts and culture. All offer opportunities for collaboration and partnership. This
new citywide focus on the arts is due in part to the high profile of recent City initiatives, including the Arts and
Cultural Affairs Commission, its grant programs, and the public art program, Art on the River.
The creation of an Arts and Cultural Affairs Coordinator will further enable the City and the Arts and Cultural
Affairs Commission to both increase the number and enhance the quality of partnerships and community
collaborations. The Commission specifically encourages partnerships and collaborations among arts and
cultural organizations, and schools through its grant programs. Additionally, one of the Commission goals is
to further a partnership with the Dubuque Cultural Alliance (over 20 organizations) to create a more unified
arts community. The Commission, and supporting staff, has worked closely with the Dubuque Cultural
Alliance to increase awareness of Dubuque's numerous arts and cultural organizations and their activities. In
2008, the Commission funded a special project to market acity-wide multicultural Arts Festival, a concept
initiated at a Cultural Alliance meeting and brought together programming of 8 organizations.
Financial Need of the Applicant for the Proposed Project Up to 100 words (800 characters), up to 10 points.
The City initially provided funding for the arts and culture initiatives in 2005, budgeting $35,000. Since that
time, the City has increased the arts and culture operating budget over seven fold, or a 648% increase, to a
projected $261,648 budget in FY 2009! The City has an additional $300,000 in its capital budget for its new 10
year public art program, Art on the River. The City's proposed FY 2009 budget has numerous challenges due
in part to projected decreases in gambling revenues and increased cost of utilities and fuel. The budget
currently under consideration by the Dubuque City Council already includes a projected 4% property tax
increase for the average homeowner. At this time, the City is unable to fully fund a new half time position,
although the City continues to have significant funding commitments to supports its arts and culture
initiatives.
Evaluation and Follow-up Activities Up to 150 words (1200 characters)
Describe any follow-up activities that will occur after the ending date of the project. Consider what will make your project successful
and how you will measure success. Your included evaluation form and/or criteria (required) will be considered for scoring in this
section. Make sure to include who will be responding to the evaluation and why. (Up to 10 points)
The Arts Commission identified goals for 2008 requiring development of specific objectives for each goal. The
Coordinator will work with the Commission to achieve the goals with progress reviewed on a quarterly basis.
The Coordinator will identify funding to continue the position beyond 2009. Success will be determined by
securing additional funds. For the Operating and Special Projects grant programs, evaluation will be based on
timely notification of grant deadlines, review and preparation of grant materials. Communication and
attendance at Commission meeting is required. The Commission will seek additional funds for operating and
project support grants during 2008-2009. The coordinator will work closely with the Commission in identify
funding sources. Coordinator will be responsible for enhancing the City's "Art on the River" public art
program based on standards of excellence used by regional, state, and national model. Success will be
measured by presentation of the program. The Coordinator will be expected to respond to the evaluation
since she/he will be responsible for the development and implementation of the program. Evaluation form is
attached.
F. Service Contract

Iowa Community Cultural Grant (ICCG) Contract
The individual signing this Service Contract must have the authority to legally obligate the Applicant to conditions of this Contract,
grant guidelines, and policies and procedures of the Department of Cultural Affairs.
This agreement (the "Contract") is between the Iowa Department of Cultural Affairs, 600 East Locust, Des Moines,1owa, 50319-0290
(the "Department"),and Name and Address of the Applicant (the "Applicant"). "ICCG" means the Iowa Community Cultural Grant
program as defined by the Iowa Administrative Code section 221-6.1-6.13(303).

WHEREAS, moneys have been appropriated to establish a program of grants that provide funding to cities and nonprofit, tax-exempt
community groups located in Iowa for the development of community programs that create jobs for Iowa residents while promoting
our state's cultural, ethnic, and historical heritages, and
WHEREAS, the Department has been designated by the Iowa General Assembly to administer the Iowa Community Cultural Grant
program, and
WHEREAS, the Applicant has made application (the "Application") to the Department for the project or program (the "Project")
described in the Application of cooperative endeavors as hereinafter set forth, the Department and the Applicant hereby agree as
follows:
SECTION 1. EFFECTIVE DATE OF CONTRACT.
a) This Contract becomes effective upon issuance of a grant award letter (the "Grant Award Letter") by the Department to the
Applicant awarding a grant to the Applicant (the "Grant Award") and upon the Department's director signing this Agreement.
b) The Application and Grant Award Letter shall be made a part of this Agreement.
c) This Contract becomes null and void if the Funding Notification Letter does not award a grant to the Applicant.
SECTION 2. PROJECT DATES AND FINAL REPORT. The Project beginning and ending dates (the "Beginning Date and Ending Date")
and the final report due date will be specified in the Grant Award Letter.
SECTION 3. GRANTED AMOUNT AND PAYMENT SCHEDULE.
a) The amount of the Grant Award awarded by the Department to the Applicant shall be specified in the Grant Award Letter.
b) Under no circumstances shall the total amount paid to the Applicant exceed the Grant Award specified in the Grant Award Letter.
c) The Department will pay the Applicant the Grant Award on or about the Beginning Date of the Project. Due to unforeseen
circumstances and workload of the Department, the Department will not guarantee that the Grant Award check will arrive on or
about this date.
SECTION 4. USE OF GRANT AWARD. The Applicant agrees that all ICCG moneys shall be expended solely on the funded project and
programs in accordance with Iowa Administrative Code section 221 --6.1-6.13(303), and specifically that the Applicant shall:
a) Employ only residents of the State of Iowa to perform all work and services in connection with this Contract;
b) Maintain the proper workers' compensation and liability insurance covering the Applicant's operations and assume responsibility
for tort claims related to the project;
c) Utilize not more than five percent of the total ICCG-funded project costs for administrative expenses when utilizing a fiscal agent as
set forth in the Applicant's original grant application;
d) Refrain from using ICCG funds to influence legislation or for any lobbying function;
e) Refrain from using ICCG funds for the purchase of equipment, including, but not limited to: photocopiers, video recorders, cameras,
computers, word processors, microfilm readers or printers, and any other equipment;
f) Refrain from using ICCG funds for out-of-state travel expenses, either from Iowa, or to Iowa.
SECTION 5. FINAL REPORT.
a) The Applicant must complete and return a Final Report and unspent Department funds to the Department on forms provided by
the Department by the date specified in the Grant Award Letter.
b) The Applicant will be placed on an agency wide funding moratorium if the Final Report and/or unspent Department funds have
not been returned to the Department within THIRTY (30) days of the ending date of the Grant Award.
c) The Department may initiate legal proceedings for the return of grant funds if the Final Report and/or unspent funds have not been
returned to the Department within THIRTY (30) days of the ending date of the Project.
SECTION 6. DEPARTMENT POLICIES, GUIDELINES AND RULES. The Applicant shall abide by all Department policies, procedures,
guidelines and rules as published on the Department's Web site and in effect at the Beginning Date of this Contract.
SECTION 7. SPECIAL CONDITIONS. No special conditions shall apply to this Contract unless specified in the Grant Award Letter
SECTION 8. ACKNOWLEDGEMENT. The Applicant agrees to acknowledge Department support in all signage, program materials,
promotion, publicity and advertising activities, and in other printed and electronic forms of communication pertaining to the Project
including any printed lists of contributors, the following credit line: This program is funded in part with a grant from the Iowa
Department of Cultural Affairs, Iowa Community Cultural Grant Program.
SECTION 10. COMPLIANCE WITH APPLICABLE LAWS. The Applicant agrees:
a) That all parties involved in the Project shall abide by all local, state, and federal laws, including, but not limited to Title VI and VII of
the Civil Rights Act of 1964, as amended; Fair Labor Standards under Section 5(j) of the National Foundation on the Arts and
Humanities Act of 1965; Section 504 of the Rehabilitation Act of 1973, as amended; and the Americans with Disabilities Act of 1990,
which bar discrimination against any employee, applicant for employment, or any person participating in a sponsored program on
the basis of race, creed, color, national origin, religion, sex, age, or physical or mental disability, and require compensation for
employment at no less than minimum wage requirements, and provide safe and sanitary working conditions.
b) To provide documentation that Applicant has acted in accordance with the Secretary of the Interior's for Archeology and Historic
Preservation, if the project covered by this Contract impacts a property listed on, or having qualities making it eligible for listing on
the National Register of Historic Places and/or the project is to obtain and record evidence about past human activity that is of
importance to documenting history and prehistory in the United States.
SECTION 11. MODIFICATIONS, CANCELLATIONS AND EXTENSION REQUESTS.
a) The Department requires all substantial modifications to the Application, Project or the Contact be submitted in writing by the
Applicant and approved in advance by the Department. Modifications shall mean a substantial change in the scale and scope ofthe
Project, change of address, change to the Beginning and Ending Dates of the Project, change of the Applicant's contact person,
participating artists, etc.
b) Written notification is required if the Applicant cancels the Projector if a partially funded Application cannot be completed by the
Applicant as described in the Application. The Applicant must return the Grant Award to the Department for all canceled Projects.
c) Extensions of the Ending Date may be requested if they occur within the same fiscal year the grant was awarded (July 1 through
June 30 of the following year). The Department does not approve extension requests if the Beginning Date and Ending Date overlap
fiscal years.
SECTION 12. RECORDS MANAGEMENT. The Applicant agrees to maintain for inspection by the Department, or its duly authorized
representatives, all books, documents, papers and records maintained to account for funds expended under the terms and conditions
of this Contract for a minimum of three (3) years following the Ending Date of the Project. The Applicant agrees to provide, at no
charge to the State, access to all books, documents, accounts, events, performances, facilities, or other property belonging to or in
use by the Applicant pertaining to the receipt of, or monitoring of funds under this program.
SECTION 13. DURATION. This Contract must be completed between the dates specified in the Grant Award Letter.
SECTION 14. TERMINATION. This Contract is subject to termination by either party with ten (10) days prior written notice
SECTION 15. INDEPENDENT CONTRACTOR. The Applicant agrees to perform the services specified in the Application and this
Contract as an independent contractor.
SECTION 16. FINDING OF NONCOMPLIANCE. The State may, for cause, find that the Applicant is not in compliance with the
requirements of the ICCG program or the terms of this contract pursuant to Iowa Administrative Code section 221 --6.1-6.13. At the
State's discretion, remedies for noncompliance include suspension or return of funds.
SECTION 18. INDEMNIFICATION CLAUSE. The Applicant agrees to hold harmless, indemnify and defend the Department and its
officers, directors, panelists, and employees from and against any and all damages, actions, causes of action, losses, injuries, liabilities,
royalties, claims or other payments relating in any way to the terms and obligations of this Contract.
SECTION 19. ASSIGNMENTS. This Contract may not be assigned or transferred by either party to this agreement without prior
written consent of the other party.
SECTION 20. INTEGRATION. The Application, Grant Notification Letter and this Contract contains the entire agreement between the
parties and any representation that may have been made before the signing of this agreement are non binding, void, and of no
effect. Neither party has relied on such prior representations inentering into this Contract.
SECTION 21.NON-APPROPRIATION. Notwithstanding any other provisions of this Contract, if funds anticipated for the continued
fulfillment of this Contract are at any time not forthcoming or insufficient, either through the failure of the Federal Government, or of
the State of Iowa to appropriate funds or discontinue or material alteration of the program under which funds were provided, then
the Department shall have the right to terminate this Contract without penalty by giving not less than thirty (30) days written notice
documenting the lack of funding.

Dubuque Main Street (DMS), a downtown development corporation, salutes and endorses the important
effort of the City of Dubuque's Arts and Cultural Affairs Advisory Commission in creating and funding a
Cultural Affairs Coordinator position with the City of Dubuque. We encourage the funding committee of
the [owa Department of Cultural Affairs ICCG grant to give this project strong consideration.
DMS, as the managing organization for Dubuque's Cultural Corridor, cannot emphasize enough the
importance of a strong arts community in providing arts and cultural advocacy in our area. DMS has
conducted a study verifying the econo177ic and quality-of--life benefits gained through the type of
programming and arts advocacy the Cultural Affairs Commission helps fund and promote.
The part-time contract position for an Arts and Cultural Affairs Coordinator position with the City of
Dubuque will help an expanding local grant program and a number of other initiatives. DMS is delighted to
support tl7e possibility of creating the new position dedicated specifically to arts and culture. This
represents an opportunity for significant growth in our "creative class" support, which will lead to a
stronger and more competitive Dubuque in the workforce development arena.

This letter is in support of the establishment of a City of Dubuque Arts and Cultural Affairs
Coordinator, a position that Dubuque365 fully supports.
In early January of the year 2000, a group of young, like-minded entrepreneurs realized
there was a disconnect between those passionate about the arts in all their forms and
the general public in Dubuque. Arts organizers were volunteering countless hours to
create exciting exhibits, performances and events, but if asked, most residents would
respond, "There's nothing to do in this town."
To span the perception gap and help with the promotion of arts, culture, entertainment,
and community events, the group collaborated on a free community web site and in
October 2000, we launched Dubuque365.com. By November we had about 100 users
per day.
By 2005 we had one million users per year
The Dubuque community embraced the site, using it to find out what was happening in
arts, culture, and entertainment. As we connected more people to arts and culture
opportunities in the community, arts organizations found pathways to broader
audiences. Arts and culture-related programming expanded.
Over the same period in which Dubuque365 was expanding usage, awareness of the
value of the arts in the promotion of cultural tourism and the recruitment and retention of
young professionals was becoming commonly understood among many of Dubuque's
community leaders. The Dubuque City Council made the establishment of an arts
commission and the possibility of municipal funding for arts organizations a top priority,
creating an Arts and Culture Task Force to study the options.
Since the establishment of the Arts and Cultural Affairs Advisory Commission three years
ago, the City of Dubuque has expanded support for the arts with both operational
support and special project grant programs. Arts and culture programming has
flourished with for-profit businesses and developers following the lead of not-for-profit arts
organizations contributing to the continuing renaissance of Dubuque's historic
downtown.

Today, Dubuque365.com averages about 3,000 unique visitors each day.
"Entertainment," which encompasses a variety of arts and culture-related events and
programming is always one of the most-visited categories on our web site. A quick check
of the Dubuque365.com front page reveals eight of the fifteen top events are arts or
culture-related. The site and the model on which Dubuque365 is built has proved so
popular that we are currently building aTri-State365 site that will encompass twenty-
seven cities in three states.
We also publish a free 32-page biweekly arts, culture, entertainment, and community
newspaper, 365ink. We print 7,000 copies per issue, distributed to nearly 200 locations in
the Tri-State area. Our most recent issue features a cover story on a Multicultural
Celebration, a collaboration between arts organizations that offers a wide variety of
cultural events and programs over the next three weeks.
But unlike sports or other recreational activities, the arts in Dubuque know no season. Our
community calendar is filled with arts and culture events year round keeping
Dubuque365 very busy and constantly expanding. What we have learned in. the
Dubuque community is that support and promotion of the arts takes a group effort. Only
through the collaboration of government, corporate, and not-for-profit organizations can
the arts flourish. Dubuque 365 is honored to lend support to the effort to establish a City
of Dubuque Arts and Cultural Affairs Coordinator.

Dear Application Review Committee,
I enthusiastically support the City of Dubuque's proposal to establish an Arts and Cultural Affairs Coordinator and their
request through the Iowa Arts Council's Community Cultural Grant program to assist in underwriting this position. As an
artist working and living in Dubuque, Iowa I am acutely aware of the need for such a liaison within the city's administrative
structure in order to coordinate the often complex logistical requirements of projects recommended and implemented by the
Arts and Cultural Affairs Advisory Commission.
As asculptor-participant in the City of Dubuque's Art on the River public art initiative, during the 2006-07 and 2007-08
exhibitions, I have a realistic perspective of the requirements for organizations to execute a logistically challenging pro-
gram. The City of Dubuque has performed exceptionally well during these precedent setting exhibitions. Over the span of
my sculpting and painting cazeer I have witnessed the difficulty of presenting contemporary art to a lazgely uninformed au-
dience that often lacks experience with original works of art. Presenting art in a public forum further complicates the issue
if not accompanied with sufficient educational and promotional support material. Thus far the Art on the River program
has performed admirably, especially in a community that is rather conservative in its' regazds to art. The ongoing presence
of new and innovative sculptures, free and accessible to the general public is an enormous accomplishment. Funding this
position will enhance this program's success.
For a public sculptor, fully dedicated to producing art in one of the most economically and logistically challenging areas of
the visual arts, the exposure and the opportunity to educate and enable the public to become more comfortable and familiar
with azt is as significant as the sculpture underwriting provided by these programs. Education and public information is
vital to the continued success and further development of these programs. An Arts and Cultural Affairs Coordinator, spe-
cifically regazding the Art on the River program, would further the public education goals as well as assist with the logistics
of annual exhibition curatorial and prepazatorial requirements. Future exhibitions can be improved with more program-
explanatory signage on site for casual pedestrian viewers. Establishing procedures for the installation of permanent and
temporary concrete footing or pads would help in the expansion and aid in the transition from one exhibition to the next.
Research and dialogue to develop a more convenient timeline for the call to artists and subsequent review-selection process
will increase participation. These important logistical details, difficult to facilitate between different associated parties,
would be greatly enhanced by a liaison between the associated groups. All of these integral criteria would benefit from the
assisted oversight provided by an Arts and Cultural Affairs Coordinator.
History informs my firm conviction that art is a cultural reflection of our community's present and future. I am personally
very excited about the direction that Dubuque has grown, especially the broader embrace of all forms of art that has tran-
spired over the eleven yeazs of my tenure here. I heartedly endorse the City of Dubuque's application to the Iowa Arts
Council's Community Cultural Grant program to assist in making the Arts and Cultural Affairs Coordinator position a vi-
able and productive asset to the arts and wider Dubuque community.

Dubuque regarding their Iowa Community Cultural Grant application. We applaud the City's decision to
create apart-time Arts and Cultural Affairs Coordinator position and truly hope they are successful in
securing the necessary funds in order for this occur.
Over the past three years, The City of Dubuque has wisely invested significant resources to further
develop and promote the cultural arts within our community. An Arts and Cultural Affairs Advisory
Commission was formed, which eventually let to the introduction of two new grant programs. One
provides much-needed general operating funds while the other grants Special Projects awards.
The Dubuque Symphony Orchestra has been a grateful beneficiary of both programs. To date, we have
received more than $100,000 in general operating funds and nearly $20,000 for Special Projects. Given
that our annual operating budget is less than $1 million dollars, these funds have enabled us to elevate our
operations to a whole new level by adding several new staff positions, presenting amonth-long Mozart
festival, staging afull-scale opera production and conducting asix-month long voting process to
determine the tri-state area's favorite classical music selections.
It takes a significant amount of time to administer these grant programs, maintain contact with the various
cultural arts organizations and serve as liaison to the Arts and Cultural Advisory Commission. In order for
the City of Dubuque to continue having such a dramatic and long lasting impact on the cultural arts in our
community, an Arts and Cultural Affairs Coordinator is truly needed. Someone who can devote their full
attention to the arts will build on an already solid foundation that will undoubtedly yield positive results
for years to come.

part time Cultural Affairs Coordinator through the Iowa Community Cultural Grant program.
Our community is currently participating in its first Multicultural Arts Festival. I have co-chaired
the festival planning efforts. My work has involved securing a grant from the City of Dubuque's
Arts and Cultural Affairs Commission. The funds from this grant will pay for performances by
Iowa Arts Council Rostered Artists Dorian Byrd and Jacqueline Thompson, as well as the
publication and distribution of promotional materials. The festival will also feature collaborative
events hosted by local colleges and the Dubuque Symphony Orchestra.
The impact of this effort will be great. This festival will provide cultural insight for many area
residents through performances, conferences and interactive displays. The festival will also
provide economic stimulus for our community.
The organizing body of the multicultural festival is made up of volunteers. The group has
received valuable assistance from the City staff assigned to Arts & Cultural Affairs in addition to
their regular duties. We can only imagine the terrific impact that an increase in City staff will
potentially have on the organization of the multicultural festival and other important arts events
for the coming years.
