Library Board of Trustees Update

Present: Jenny Weiss President; Angela Allred, Secretary; Paula Connors, Pat
Maddux, Patty Poggemiller, and Mike Willis
Excused: Jon Trotter
• Paula Connors nominated Patty Poggemiller as Vice President. The Board
concurred and Poggemiller accepted.
• Tag Communications, a local marketing company gave a presentation and
were interviewed by the Board. Tag was unable to make the August 18th
meeting when four other firms were interviewed.
• The operations budget for Fiscal Year 2016 is $3,142,417.12. This is
4.8% lower than the Fiscal Year 2015 budget. The close of July
represents 8% of the fiscal year lapsing and expenditures are at 8% of the
total budget. Revenue collected is at 6% of projections.
• Check outs to Open Access patrons has decreased about 11 %. The
check-out of digital material continues to grow and represents a 30%
increase compared to the same time last year. Library registrations are up
9% compared to the same time last year.
• The Board approved a revised equipment loan policy.
• The Operations Committee discussed a meeting it held with
representatives of the Multicultural Family Center (MFC) and Chris
Kohlmann from City Information Services regarding a proposed
partnership for the Library to provide Internet access to the MFC. The
Library will select the hardware for the MFC and provide Internet access.
The Board approved signing a memorandum of understanding (MOU) to
formalize the partnership for six months. Representatives from the library,
the MFC, and City Information Services will meet in five months to identify
any adjustments that may be required to extend the MOU for an additional
six months.
• The Board discussed a request by City Personnel to provide personnel
information related to a new policy to check the credit history of new
employees. The Board asked if Personnel Manager, Randy Peck, could
attend their next board meeting to answer numerous questions such as:
o How will this information benefit the Library Board in their hiring
decisions?
o How does the City plan to use this information?
o Who will have access to this information?
o If a candidate has a low score, what are the consequences? How
low is too low?
o There is concern that the City will take steps backward in its efforts
for inclusivity; particularly for people who are in poverty and trying
to find a job as a city employee.
o Will extrinsic factors, like divorce or illness, which can affect one's
credit score be determined?
• The Board discussed presentations and interviews they conducted with
five local marketing companies: Buzz Creative, McCullough Creative,
Plaid Swan, Re-Think Marketing, and Tag Communications. They voted
to contract with McCullough Creative for $5,000, to come from the Maher
Trust, to assist in a marketing campaign intended to raise awareness of
what the library offers.
