SUBJECT: Washington Neighborhood Lighting Initiative

Housing and Community Development Department Director David Harris is
recommending approval of the street and alley lighting program proposed for the
Washington Neighborhood.
At the December 17 City Council meeting, the Washington Neighborhood lighting
initiative was introduced in a comprehensive memorandum prepared by staff from
several departments, as part of the neighborhood revitalization effort now in its third
year of operation. Since that time, the Engineering Department has received several
calls from neighborhood residents interested in taking advantage of this opportunity.
For this reason, staff has designed the specific steps for implementation of this new
program, described in the following.
Front yard lightinq
Owners will be provided up to $250 -half the cost of purchase and installation -for
either electric or gas light fixtures installed in front yards. Incandescent and motion-
sensitive lighting fixtures are not eligible.
Rear yard lightinq
Owners will be provided up to $100 for rear yard lighting, with the same restrictions.
The light fixtures may be attached to the rear of the homes or to garages on the alley.
Responsibility for coordination of the front yard and rear yard lighting program will be
assigned to the Building Services Department. The total funding allocated to the
program is $35,000.
Alley lightinq
Owners may request additional street light fixtures at the intersection of the alley and
cross street (numbered streets). These lights will be installed by Alliant and the costs of
operation paid by the City.
Owners of all four corner properties at an alley-street intersection must jointly request
installation of the new light fixture.
It is estimated that approximately 70 alley intersections are potentially eligible for new
lighting installations. The Engineering Department will coordinate implementation.
I concur with the recommendation and respectfully request Mayor and City Council
approval.
