City Conference Board Meeting
March 12, 2007
In accordance with the provisions of Chapter 441.16 of the 2003 Code of Iowa, the

Dubuque City Conference Board met in the Dubuque County Supervisors Chambers, 4
Floor Court House, 720 Central Ave., Dubuque, Iowa at 4:00 p.m. The purpose of the
meeting is the public hearing and the adoption of the Dubuque City Assessor’s budget for
the fiscal year 2007 – 2008.
Meeting was called to order by Mayor Roy Buol at 4:14 p.m.
Roll call was taken. Those present were:
City Council: Mayor Roy Buol
Joyce Connors
Ric Jones
Kevin Lynch
School Board: Otto Krueger
David Patton
Supervisors: Wayne Demmer
Eric Manternach
Donna Smith
Also present was Dubuque County Assessor Dave Kubik, Negotiator for the City
Conference Board John Ganshirt, GIS Specialist for the City of Dubuuqe Nikki
Breitsprecker and Public Information Director for the City of Dubuque Randy Gehl along
with City Assessor Rick Engelken and Deputy Assessor Kim Reittinger.
The first order of business was to approve the minutes of February 12, 2007 meetings of
the City Conference Board. A motion was made by Mr. Jones and seconded by Ms.
Connors to approve the minutes of those meetings. All members voted “Aye.” Motion
carried.
Ms. Smith then made a motion to open the public hearing. Mr. Krueger seconded the
motion. All members present voted “Aye.” Motion carried.
Mr. Engelken then presented the proof of publication of the fiscal 2007-2008 City
Assessor’s proposed budget.
Mayor Buol then asked if the City Assessor’s office had received any protests against the
City Assessor’s proposed 2007 – 2008 budget. Mr. Engelken responded that there were
none.
The next item on the agenda is the Collective Bargaining Agreement. Mr. Ganshirt
reported on how the union negotiating went and requested that the conference board
ratify the contract.
The next order of business is to authorize expenditures for the mapping project. Ms.
Smith made a motion to authorize the assessor to pay $40,813, out of the Special
Appraisers fund to the City of Dubuque for the mapping project for 2006-2007 and 2007-
2008. Also the budget for Special Appraisers should be reduced by $8,000. Mr. Jones
seconded the motion. All members voted “Aye.” Motion carried.
Mr. Manternach made a motion to close the public hearing. Ms Connors seconded the
motion. All members voted “Aye.” Motion carried.
Mr. Jones made a motion to adopt the budget for the 2007 – 2008 along with ratifying the
collective bargaining agreement. Mr. Patton seconded the motion. All members present
voted “Aye.” Motion carried.
As there was no further business, Mr. Demmer made a motion to adjourn the meeting.
Ms. Connors seconded the motion. All members present voted “Aye.” Motion carried.
Meeting adjourned at 4:27 p.m.
