Five Year Street Construction Program FY 09-13TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Five-Year Street Construction Program for Fiscal Years 2009-2013 DATE: February 11, 2008 City Engineer Gus Psihoyos is recommending approval of the Five-Year Street Construction Program for Fiscal Years 2009-2013. The Five-Year Street Construction Program for Fiscal Years 2009-2013, which is part of the Five-Year Capital Improvement Projects, includes the estimated costs for the street construction work and the anticipated year during which each project will be undertaken. The Five-Year Street Construction Program is considered annually by the City Council as part of the budget process. The Iowa Department of Transportation (Iowa DOT) provides annual projections on the amount of Road Use Tax (RUT) Funds the City of Dubuque will receive over the next five years based on a per capita amount. In FY 2007, the Iowa DOT estimates were revised causing a decrease in RUT funds from the prior year in the amount of $1,111,696 over five years. In December 2006, the Iowa DOT impact was increased an additional $92,298 over five years and in December 2007, the Iowa DOT impact was again increased by $74,992. The net reduction ($1,278,986) in projected RUT funds, in addition to increased operating costs for street maintenance, and new projects; results in RUT fund eligible expenses starting to be shifted to other payment sources. Because of the anticipated funding shortfall in both RUT funds and DRA gaming revenue, the Five-Year Street Construction Program has been developed with this funding reduction in mind. The proposed Fiscal Year 2009 - 2013 Street Construction Program budget has been reduced by $2,072,250 in comparison to the 2008 - 2012 Street Program due to anticipated funding shortfall projections. Projects in the Five-Year Plan that have been delayed beyond FY2013 included the following: • FY2010 -Asbury Road resurfacing from University to St. Ambrose • FY2012 -Asbury Road reconstruction from St. Ambrose to JFK • FY2012 - 9th and Hill Street intersection reconstruction Asbury Road will be the first corridor section studied as part of the upcoming East-West Corridor Study. Based on the results of the study, improvements to Asbury Road will be re-evaluated, prioritized and programmed in a future budget cycle. In addition, the Public Works Department will include sections of Asbury Road in their annual maintenance overlay program. Further information on the Fiscal Year 2009 - 2013 Street Construction Program will be provided at the Engineering budget presentation. The Engineering and Public Works Departments will evaluate maintenance repair alternatives for the 9th and Hill Street intersection to improve surface ride-ability and extend the pavement service life until a complete reconstruction project can be funded in a future budget cycle. Because the winter months are the most opportunistic for soliciting competitive bids and contractors are aggressively pursuing work for the upcoming construction season, the Engineering Department would like to initiate the bidding process for the Fiscal Year 2009 (Calendar 2008-2009) Annual Street Construction Program beginning February, 2008. The City Council is requested to adopt the Five-Year Construction Program for Fiscal Years 2009-2013 prior to the Fiscal Year 2008 budget approval in March. The projects to be completed in the upcoming fiscal year include: • Foye, Merchant's, Gold Street Reconstruction - $644,000 • Main Street Streetscape Improvements - $419,995 • Ramona Street Resurfacing - $115,000 • North Cascade Road Reconstruction -Phase 1 - $60,000 • NW Arterial Capacity Improvements - $225,000 • US 61/151 Corridor-US 52/Twin Valley and Maquoketa Drive - $100,000 I concur with the recommendation and respectfully request Mayor and City Council approval. ~ ~~ ~. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Five-Year Street Construction Program for Fiscal Years 2009-2013 beginning July 1, 2008, set out in the Fiscal Years 2009-2013 recommended Capital Improvement Budget, is hereby approved and adopted as the proposed allocation of City resources for capital improvements as scheduled in the years shown, subject to annual review and revision.
