SUBJECT: Parking Ordinances for Iowa Street and Main

The downtown transfer point for KeyLine was relocated from Main Street to Iowa Street
adjacent to one of the City's parking ramps. The ramp has a public restroom to facilitate
the transfer site, and the new location does not negatively impact parking for any
downtown business.
The change in site requires that parking meters on Iowa Street be removed, but
provides for new meters to be installed on Main Street. Two ordinances are required to
provide for these parking changes. Transit Manager Jon Rodocker recommends
adoption of two ordinances to change the parking.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo will address the proposed Parking Ordinance changes needed for Iowa St.
and Main St.
BACKGROUND/DISCUSSION
The downtown transfer point for KeyLine was relocated from Main Street to Iowa Street
adjacent to one of the City's parking ramps. The ramp has a public restroom to facilitate
the transfer site, and the new location does not negatively impact parking for any
downtown business.
The change in site, requires that parking meters on Iowa Street be removed, but
provides for new meters to be installed on Main Street. Two ordinances are required to
provide for these parking changes.
Ordinance Sec.32-321.602. addresses the proposed no parking on Iowa St, west side,
from Sixth St. to Seventh St.. With amendment of said ordinance, the current parking
meters can be removed and no parking will be established. This change is needed
because of the relocation of the downtown transfer site from Main St. to Iowa St.
Ordinance Sec.32-321.666. addresses the proposed establishment of a municipal
parking meter district on Main St., both sides, between Ninth Street and Loras
Boulevard. Ninth St., south side, between Locust St. and Main St. With amendment of
said ordinance, no-parking will be withdrawn and parking meters installed. This change
is needed because of the relocation of the downtown transfer site from Main St. to Iowa
St.
RECOMMENDATION
I recommend that the attached ordinances be forwarded to the City Council for their
consideration and approval.

Section 1. City of Dubuque Code of Ordinances § 32-321.666 is amended
to read as follows:
Sec. 32-321.666. Municipal Parking Meter District Established.
There is hereby established a municipal parking meter district to be comprised of
streets and/or portions thereof as follows:
NORTH-SOUTH STREETS
Main Street, both sides, between Ninth Street and Loras Boulevard.
EAST-WEST STREETS
Ninth Street, south side, between Locust Street and Main Street.
Section 2. This Ordinance shall take effect on publication.

follows:
Sec. 32-321.602. Parking Prohibited On Designated Streets Or Portions Thereof:
(d) No-Parking-At-Any-Time Zones Designated: When signs are erected giving notice
thereof, no person shall, at any time, park a vehicle upon any of the following described streets
or parts of streets:
Grandview Avenue, North, north side, from Audubon Street to Rosedale Street and from
a point approximately three hundred feet (300') west of Algona Street to Clarke Drive; both
sides, from Kaufmann Avenue to a point approximately eight hundred feet (800') south of
Kaufmann Avenue.
(f) No Parking Six O'clock A.M. To Six O'clock P.M. Monday Through Saturday Except
Holidays: When signs are erected giving notice thereof, no person shall park a vehice
between the hours of six o'clock (6:00) A.M. to six o'clock (6:00) P.M., Monday through
Saturday, except holidays, upon the following streets or parts of streets:
Iowa Street, west side, from Sixth Street to Seventh Street.
Section 2. This Ordinance shall take effect on publication.
