City Engineer Gus Psihoyos is recommending acceptance of the public improvement
construction contract for the 2015 Asbury Road Pavement Rehabilitation Project, as
completed by Iowa Erosion Control, Inc., in the final contract amount of $354,821.83,
which is an 11.7% increase from the original contract amount of$317,619.47. The
increase was due to the fact that the City added more work to rehab the center turn lane
which was not part of the original contract and was added later because the City
received favorable bids.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement
construction contract for the 2015 Asbury Road Pavement Rehabilitation Project.
BACKGROUND
The 2015 Asbury Road Pavement Rehabilitation Project provided the following
improvements:
• The placement of dowel bars at the transverse joints for traffic load transfer,
which will extend the life of the pavement.
• Diamond grind the existing concrete pavement to provide a smoother ride.
• Concrete panel replacement.
• Re-sealing the transverse and longitudinal joints to extend the life of the
pavement.
• Storm sewer intake top reconstruction.
DISCUSSION
The 2015 Asbury Road Pavement Rehabilitation Project was completed by Iowa
Erosion Control, Inc. of Victor, Iowa in the final contract amount of $354,821.83, which
is a 11.7% increase from the original contract amount of $317,619.47. The increase was
due to the fact that the City added more work to rehab the center turn lane which was
not part of the original contract and was added later because the City received favorable
bids.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $354,821.83 to Iowa Erosion Control, Inc., for the 2015
Asbury Road Pavement Rehabilitation Project.

The project cost summary for the 2015 Asbury Road Pavement Rehabilitation Project is
as follows:

Since the City received favorable bids, within budget, additional work was approved and
completed and included installing dowel bars in the center turn lane, diamond grinding
the center turn lane and additional concrete panel replacement where needed.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $354,821.83 to
Iowa Erosion Control, Inc., for the 2015 Asbury Road Pavement Rehabilitation Project.

RESOLUTION NO. 355-15
ACCEPTING THE 2015 ASBURY ROAD PAVEMENT REHABILITATION PROJECT
AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the 2015 Asbury Road Pavement
Rehabilitation (the Project) has been completed and the City Engineer has examined
the work and filed a certificate stating that the Project has been completed according to
the terms of the Public Improvement Contract and that the City Engineer recommends
that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the 2015 Asbury Road Pavement Rehabilitation Project (CIP 3002482), for the contract
amount of $354,821.83 Tess any retained percentage provided for therein as provided in
Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the, 2015 Asbury Road Pavement Rehabilitation Project that the
Project has been performed in compliance with the terms of the Public Improvement
Contract, and that the total cost of the completed work is $400,790.93.
